1 Vacancy Notice This notice gives details of a current vacancy in the House of Lords. Scope of the job Background The Parliamentary Procurement and Commercial Service (PPCS) is a new service to both Houses of the UK Parliament, being created by merging two existing teams. Parliament procures major and complex works contracts and a wide range of other goods and services in a public sector context requiring the highest standards of compliance and value for money. Main objective The Policy, Performance and Compliance Manager will be responsible for developing procurement processes and policies to meet the Houses objectives; for developing standard operating procedures; for ensuring internal and external compliance; and for measurement and continuous improvement of procurement performance. This role will also manage the Business Support Team. The PPC Manager will support the Director of the service in creating and sustaining a team culture which will strive to: (1) work closely with suppliers to obtain best value, continuous improvement and innovative results (2) gain a full understanding of the relevant market place (3) ensure the best commercial and required outcomes for the business in addition to a compliant process and result. Key internal and external relationships House of Lords Director of Finance, Director of Finance in the House of Commons; customers and contract managers in both Houses; legal services; Internal audit; the professional procurement community including other 1 of 5

RESTRICTED ACCESS TBC Main responsibilities Line management and budgetary responsibilities The post holder will be responsible for managing the Business Support Team. This team will provide administration, data analysis and reporting for the whole service, manage low-value tenders and mini-competitions, and provide administration and communications for tenders being carried out by the category teams. Other responsibilities of the post Responsible for supporting the Director of the service in establishing and managing delivery of the strategy and policy for procurement and contract management across Parliament, taking responsibility for managing and developing the governance and performance management processes. Support the Director of the service in establishing, updating and implementing Procurement policy ensuring it takes account of developments in the legal and policy context, of the priorities and concerns of Member committees, the Management Boards and customers, of other critical aspects such as Corporate and Social Responsibility, sustainability and risk, and of differences between the two Houses. Develop and manage all aspects of procurement performance to ensure that the overall targets are translated into measureable outcomes including: Develop and manage tools to ensure that efficiencies achieved through procurement are both tracked and realised appropriately Develop a range of targets and key performance indicators for procurement activities and procurement projects Ensure availability of accurate and timely procurement management information, including accurate spend and supplier data and assuring quality of all required information Ensuring the approach to managing supplier risk is fit for purpose and aligns with Parliament s approach to risk Lead on the development and use of procurement processes, standard operating procedures, methods and tools across categories to ensure best practice. Take lead on sourcing and supplier management processes and systems, Work closely with Director of [new service] to ensure that supplier contracts and category specific templates are fit for purpose Progress FOI requests Acquire, maintain and develop expertise, knowledge and information to support continuous improvement in relation to procurement from relevant internal and external sources Encourage, monitor and enforce compliance across Parliament House of Lords job vacancy 2 of 5

Person specification The qualifications required for the post are: Relevant Chartered Institute of Purchasing & Supply or equivalent qualification The knowledge, skills and experience required for the post are outlined below. Essential Extensive experience of working in the field of public procurement A thorough understanding of corporate governance, compliance, risk and control Experience of producing quality management information and sophisticated data analysis Experience of reporting and reviewing the procurement function at individual procurement, category or function level. Proven ability to deliver procurement operations through effective project management Experience of contract management including risk analysis and performance monitoring Proven ability to independently develop and draft guidance and policies Evidence of having achieved efficiencies and savings through procurements or contract management Proven leadership and management experience A sound understanding of public procurement legislation and practice and evidence of keeping abreast of developments House of Lords job vacancy 3 of 5

4 Terms and conditions Salary and allowances The post is paid in accordance with House of Lords span A2 ( 47,636-60,824 per annum. Pay increases usually depend on performance as assessed in annual appraisals. Salary is paid monthly by credit transfer. Probation There is a probationary period of nine months. Pension The post is pensionable under the House of Lords Staff Pension Scheme, which is the Principal Civil Service Pension Scheme applied by analogy. The scheme is contributory and is based on career average related earnings. Contributions vary see table below. Annual pensionable earnings (full-time equivalent basis) Contribution rate Up to 15,000pa 3.5% 15,001-21,000pa 5.0% 21,001-30,000pa 6.48% 30,001-50,000pa 7.27% 50,001-60,000pa 8.06% Over 60,000pa 8.85% Term and hours The post is permanent and is for 41 hours per week (including break-time). Annual leave Annual leave entitlement is 30 days (increasing to 35 days after one year's service) plus public and bank holidays. In most offices annual leave may be taken only during periods when the House is in recess and must always be agreed in advance with the line manager and Head of Office.
