FTE: c400. The Role: This is a critical role within ECC that supports Members and Directors of Commissioning to achieve their outcomes and deliver organisational change. The post has responsibility for the functions that both drive the transformation of the organisation and the outcome based commissioning approach being developed, together with the information infrastructure to support this. With direct responsibility for Transformation, the role also designs and implements the Target Operating Model and structure of ECC, leading a transformation programme with a value of over 200m. Job Purpose Summary: As a member of the Corporate Management Board contribute to the strategic leadership and This issue: 23 Oct Essex County Council

2 management of the Council and provide inspirational leadership to Essex. Accountability for supporting Members and Commissioners to define their strategic priorities and for facilitating the development of the corporate plan. Lead the world class transformation journey of ECC through the development and implementation of innovative business and service models that will deliver greater efficiency, high performance, greater citizen choice and commissioning based outcomes. Responsible for the development of the Information Services infrastructure to support transformation. In liaison with other members of the Corporate Management Board, be responsible for the development of ECC strategy across all service areas. Develop and drive the Human Resource Strategy and its execution across ECC. Key Responsibilities and Accountabilities: Core Executive Director/CMB Accountabilities Contribute strategically at an organisation wide level through being a member of Corporate Management Board. Develop organisational capability through mentoring and developing individuals and supporting cross organisational talent development. Be an ambassador for ECC and role model the leadership behaviours and values to employees, members, partnerships and stakeholders. Be responsible for the core accountabilities of your Executive Director function for: o Strategic leadership and people management. o Financial management. o Change, planning and risk management. Role Specific Accountabilities Be accountable for the delivery of the Transformation Mk II programme delivering circa of 200m annual benefits by Ensure that ECC has a continuing change capability to support continuous improvement following its completion. To challenge conventional approaches to enable the organisation to drive greater efficiency and effectiveness through the development of best practices and innovative commissioning, contracting, market development and resource management. 2 Essex County Council

3 Be responsible for monitoring the performance of ECC against defined outcomes, driving the performance management process for Commissioners across internal and external delivery providers. Support Members and Commissioners to define their strategic priorities and reach decisions to support the achievement of outcomes through the provision of robust market and performance intelligence. Development and ownership of the Rules Engine by which the commissioning process operates. Conduct a robust corporate planning process with Members and Commissioners. Provide the corporate hub for Supply Chain Management using market shaping and development, supplier relationship management, contract management and procurement processes to support ECC to ensure efficient and fair procurement. Lead the transformation of ECC s information technology strategy to improve business efficiency, cost effectiveness, service quality and business development. Be responsible for the development of Information Service infrastructure, to ensure that systems and processes are developed, implemented and fit for purpose to support ECC to achieve defined outcomes. Ensure that ECC communicates a clear and compelling vision of change that enthuses and engages employees, customers, Members, partners and stakeholders. Accountable for the brand and communications strategy for the organisation to achieve a positive internal and external image for ECC. Responsibility for the development and delivery of the Human Resource Strategy, aligned to corporate priorities, to ensure the attraction, retention and development and management of talented, high performing employees who will ensure continuous improvement. Be responsible for the People Strategy to include talent management, capability, organisational design, employee relations, reward & recognition, resource planning, wellbeing, employee engagement, culture & change and performance management. To be responsible for leading organisational development and overseeing the people change aspects of moving from a large workforce to a flatter structure with a smaller directly employed workforce through policy development, business partnering, employee relations and reward mechanisms. 3 Essex County Council

4 Knowledge, Skills and Experience: Educated to degree level in a relevant subject area, or equivalent by experience. Relevant post-graduate qualification or equivalent by experience. Evidence of continuing professional and managerial development including, preferably, a management qualification. Significant experience of leading and managing large scale change programmes in a complex service delivery environment to transform ECC into a world class best practice organisation. Significant knowledge of best practice in the external market and experience of embedding such practices into a large organisation. Experience of successfully managing large scale budgets and resources and working with partners to pool / share resources in a highly complex multi-agency commercial environment. Experience of being accountable for a diverse range of functions through the management of Subject Matter Experts. Extensive experience and successful track record of strong senior management in a large and complex organisation. Extensive experience of providing strategic advice to organisational leaders to enable them to plan and deliver outcomes and determine how those outcomes will be measured. Experience of supply chain management using market intelligence of customers and suppliers to inform strategic development and where necessary shape and develop markets. Ability to influence organisational leaders in respect of strategic direction and best practice and the communication skills to convey and embed required cultural changes. Competencies and Behaviours: The postholder must behave in accordance with ECC s Values and Behaviours, including the Core Leadership Behaviours. Work Style: Office based. An office based employee will spend most of their working time at a desk. They will rarely attend meetings and are unlikely to be away from the office. They may, however, work flexibly on an infrequent/ad-hoc basis. Flexible office based. A flexible office based employee will have a main base but will either attend regular meetings, and/or work flexibly on a more frequent basis. Mobile. 4 Essex County Council

5 A mobile employee has a nominated ECC base but spends at least 50% of their time working flexibly. Home based. A home based worker has no nominated ECC base and spends at least 80% of their time working at home.
