6 JOB DESCRIPTION Wakefield City Academies Trust - WCAT is a multi-academy sponsor, specialising in the development of worldclass academies which set high standards and give young people access to opportunities through excellent teaching and inspirational leadership. WCAT academies are at the heart of their communities and community learning, and work with local authorities, employers and high performing educational institutions. JOB TITLE: Trust Finance Manager GRADE/SALARY: Grade 12, SCP 48 actual salary 42,053 JOB PURPOSE: Reporting to the Director of Finance - Primary or Secondary, the key purpose of this role is to oversee the finances of specific academies. The post holder will ensure that all relevant financial information is produced to a high standard and within deadlines and apply best practice and high standards of financial management in accordance with financial regulations to optimise best value and maximise the use of resources in line with WCAT s financial policies and procedures. KEY RESPONSIBILITIES LEADERSHIP Responsible for the management, leadership and mentoring of staff at academies which have been allocated to the position. Provision of financial support to Finance and Business Managers in the academies. OPERATIONS AND CONTROL Production of monthly financial management reports (Income & Expenditure statement including explanation of material variances, Balance Sheet, Cash Flow Statements) in respect of WCAT Primary and Secondary Academies for distribution to the Chief Operating Officer. Timely provision of accurate financial information in reports. Presentation to SLTs and Local Governing Bodies if required by the Chief Operating Officer. Preparation of monthly reconciliations including monthly bank reconciliations in an accurate and timely manner, reporting any banking errors to the Director of Finance. Prepare annual and medium term budgets for the academies in consultation with budget holders, and in accordance with guidance and timeframe established by Director of Finance - Primary or Secondary. Prepare cash flow reports for specific academies. Management of the inter-company balance confirmation process. Preparation of year end accounts for specific academies in accordance with guidelines and timetables (including liaison with Director of Finance - Primary or Secondary and external audit as required). Assist in the preparation of information for and liaison with external agencies (including VAT). 6

7 Assistance in the preparation of the consolidated annual report and financial statements. Ensure appropriate levels of systems and internal controls are in place to safeguard Academy assets. Ensure compliance with WCAT Scheme of Delegation, finance regulations and policies. Ad hoc project work as required including the production and monitoring of financial policies and procedures. As required attend and participate in meetings. Participate in training and other learning activities as required. Other duties agreed from time to time by the post holder with the Director of Finance - Primary or Secondary. The postholder shall be required to work in any of the schools/academies within WCAT. Be aware of, and comply with, policies and procedures relating to child protection, health and security, confidentiality and data protection, reporting all concerns to appropriate person. Ensure the services provided by the finance function are consistent with WCAT s identity and ethos and is of the highest standard. STRATEGIC Work effectively with non-finance staff to improve financial awareness throughout the academies. Develop medium term financial plans in conjunction with the Director of Finance - Primary or Secondary. Contribute to the overall ethos/work/aims of WCAT. Comply with WCAT policies and procedures at all times. To ensure the highest management standards are achieved by ensuring own professional development is effectively progressed. GENERAL DUTIES To act as a professional and positive ambassador for WCAT. To ensure confidentiality of WCAT s activities is maintained in order to protect the integrity of WCAT and its people. To carry out other duties as may reasonably be required from time to time to meet the evolving needs of the Academy. To carry out a share of supervisory duties in accordance with published rotas. Any other duties as deemed appropriate to the post. 7

8 PERSON SPECIFICATION QUALIFICATIONS Essential Desirable Evidenced CCAB qualified with at least 3 years post qualification experience. AF Evidence of personal commitment to continued professional development. AF EXPERIENCE Essential Desirable Evidenced Successful manager with a track record of financial systems and improvements within the financial sector. Demonstrative experience of working across multiple agencies within a complex stakeholder environment. Managerial experience in the financial sector, public or private. Sound knowledge of appropriate financial strategies that underpin a culture of accuracy whilst embracing continual business improvements. A proven record in the management of organisational change within the finance sector. Demonstrate innovation in the seeking of high performance with your assigned teams. A successful track record of working at a senior level in a complex organisation. SKILLS & SPECIAL KNOWLEDGE Essential Desirable Evidenced Strategic foresight, the ability to make decisions, identify and solve problems based on thorough analysis and sound judgement. Strong networking skills, applying these to build high-value relationships with a variety of stakeholders. Able to analyse and use data to establish benchmarks and set challenging targets for improvement. Well-developed written and oral communication skills with the ability to assimilate complicated financial policies, procedures and regulations. Strong organisational skills and the ability to work well under pressure, delegate, plan and manage time effectively. Personal resilience and the ability to maintain staff morale at times of pressure and change. The ability to think out of the box to stimulate innovation and to secure the future success of the organisation along with the ability to develop and prepare financial policies, procedures and regulations. Competent in the introduction of new financial systems whilst demonstrating an ability to develop specifications/contracts for the procurement of services.
