4 Job description Post: Grade Responsible to: Responsible for: Finance Officer Local Government Pay Scale Finance Manager Financial Administration Purpose To support the Finance Manager on all aspects of financial related issues, including managing the processing of orders and invoices and assists in the maintenance and updating of financial data. Establish and maintain all financial information. Provide general administrative support for the Finance Manager and Vice Principal of Resources. Main Activities and Responsibilities The duties outlined in this job description are in addition to those covered by the Local Government Terms and Conditions Document. It may be modified by the Principal, with your agreement, to reflect or anticipate changes in the job, commensurate with the salary and job title Principal Accountabilities Be responsible for the day to day administration and coding of the financial transactions of the Academy, and work within the requirements on coding information. Provide administrative support to the finance manager / middle leaders and administer the bookkeeping requirements. Produce purchase orders after the correct levels of authorisation and ensure the nominal codes are correct Assist all staff with the purchasing of goods and supplies to ensure best value, make recommendations where appropriate in line with the financial regulations manual Ensure that orders have been certified received by Departmental Budget Holders from suppliers and that all related enquiries are properly dealt with. Ensure that all supplier invoices are matched to the Academy official orders and any discrepancies are investigated prior to invoice processing in readiness for payment by cheque or bacs. Prepare and process weekly payment runs of due invoices and upload bacs file to online banking Process all filing (electronic and manual) of sales invoices, cheques, supplier invoices, orders, and statements. Review and reconcile supplier statements and liaise with the supplier / staff members as required regarding queries Identify budgetary issues and liaise with the Finance Manager to provide financial advice to Budget Holders. Assist budget holders in understanding the Budget Holder Statements and respond to their queries Assist the Finance Manager with the circulation of new policies and implementation of Financial Procedures Ensuring that members of staff of the Academy are complying with the policies contained in the Financial Regulations Manual thereby strengthening internal controls
5 Attend meetings where relevant Liaise with other members of staff and suppliers where relevant Raise sales invoices for grants including agreed funding streams and lettings and send out statements Allocate invoice payments and chase outstanding invoices for payment Reconcile all the academy bank and credit card accounts Monitor, administer and liaise with both the Finance Manager and Vice Principal Resources to recover debts from parents on Parentpay Assist parents, staff and students in the use of Parentpay, liaising with the Data team to upload data and report any issues to IT Manager, Student Services Manager and Finance Manager To monitor and where appropriate make transactional changes to the Cunninghams Cashless catering Impact system in liaison with the Finance Manager, ICT Manager and Catering Manager. Liaise with the Finance Manager and monitor codes such as the departmental print budgets and catering analysis and process cost allocation/accrual journals on a monthly basis Prepare cheques and pay into correct bank account Report, administer and liaise as required on the various student services such as the Money for Merits, Student trips and Student events Preparing for audit visits ensuring reports/ bookkeeping is up-to-date and procedures are being followed. General duties Preparation of non-standard letters and briefings, assisting with the scoring of procurement quotes, undertaking project work in familiar and new areas under direction. Assisting with archiving activities. Ensure written procedures are regularly reviewed and amended Commitment to quality 1. Manage Systems to quality check own work, raise concerns directly with source to clarify accuracy and ensure system housekeeping is always kept up to date 2. Use and update where appropriate the relevant IT systems, producing reports and researching into ways of achieving continuous improvements in the quality of the departments reporting. 3. Maintain effective and efficient administrative information and management systems to support the work of the finance department Approach to Change Work effectively and respond constructively in changing circumstances Be flexible and proactive when dealing with changes Actively support new ways of working within the department, becoming an advocate for innovativeness and departmental service development Assist colleagues and provide emergency cover as required and appropriate to grade even at short notice.
