1 ROL PROFIL Post: PROGRAMM MANAGR; Monmouthshire s 21C Schools Programme 5 year fixed term contract Post ID: CYP 003 Salary: Chief Officer range: 75,900 Responsible to: Chief Officer Children and Young People Base for Work: Usk and Magor in Monmouthshire, with flexibility according to needs of the service. Purpose of the role: To direct the 21C Schools Programme on behalf of Monmouthshire County Council working alongside the Chief Officer for Children and Young People, lected Members, School Governors, Head-teachers and with local strategic partner agencies. This will entail up to 80m of capital investment in Monmouthshire schools. The role entails the provision of leadership to the 21C Schools Programme and the Council on the development of the Programme, from educational vision to implementation and review. The post holder will be required to maintain a clear focus on delivery and on the transformation of educational outcomes. In addition, the position and profile of 21C Schools within the county requires effective communication skills and involvement with a wide range of stakeholders To facilitate this, the post holder will have: A proven track record of successful programme management Leadership and management skills with the ability to engage with all key stakeholders at a strategic level Ability to develop and implement 5 Case Business Models as recommended by Welsh Government. xperience in managing quality assurance frameworks with external agencies Capital and revenue budget management experience. Key responsibilities and duties - Strategic Direction: To manage the development of 21 st Century for the Council and formulate a strategy for delivering the proposals. Use best practice, innovation and imagination to develop schools where the built environment, infrastructure, new technology and teaching techniques complement each other to optimise the performance of those that use Monmouthshire's education service. Work with WG, other public and private bodies and experts within the field of education to develop the 5 case business model for the 21 st Century Schools Programme and complete all necessary documentation within the relevant timescales as stipulated by Welsh Government.

2 Advise and make recommendations to Members, representatives of other bodies (e.g. Welsh Government) and Chief Officers providing reports and presentations supporting recommendations on the development of education in coming years incorporating all facets that make up how children are educated (built environment, teaching techniques, use of new technology etc.). To manage and organise the provision of professional, technical and administrative expertise that is drawn from internal and external resources to develop the new education service and the strategy for its implementation. To ensure that the various budgets of the new proposals are monitored and managed effectively. To provide regular and timely feedback to officers, members and other interested bodies on progress with the various projects that make up the C21 Schools programme. Remain abreast of local and international developments within the field of education and brief. Work closely with Welsh Government/Welsh Local Government Association officers on 21st Century School programme requirements, including attendance at relevant All Wales seminars and workshops. To lead on the introduction and implementation of a Change Management Programme for relevant staff members in 21st century learning and teaching environments and oversee the development / delivery To develop a strategy with schools to instigate efficiency savings and reduce revenue commitments. To formulate and deliver a public consultation and engagement plan with all stakeholders to ensure the raising of standards of achievement and attainment and maximise every opportunity for the whole community To undertake responsibility for necessary links with the wider community and to directly manage the 21 st Century School Team Contribute to the facilitation of school workshops that review and clarify the system wide vision for education in Monmouthshire and the guiding principles and key drivers underpinning the programme. To be responsible for education impact assessments on all schools within the county and produce a timeline for recommended improvement measures

3 Regularly monitor and review the impact of implemented improvement measures To ensure that design, construction and fit out is procured to fully meet the vision for learning and teaching within Monmouthshire within the affordability parameters set by the budget stablish a set of risk management goals and targets for the safe delivery of the programme. Lead in delivering effective communication, liaison and negotiation and with a wide range of stakeholders and partners, ensuring they are appropriately involved in critical decisions. Develop and maintain effective relationships with stakeholders and partners, particularly schools Represent the Authority in promoting the 21C schools programme, securing real understanding among children and young people, school staff, governors, elected members and local people of a programme, which is seen as transparent, and transformational. Advise schools on innovative use of space to promote extended school provision involving living, learning, working and playing Support schools in developing capital investment options and work alongside external technical advisers and local authority colleagues Develop robust business cases from a range of data sources including pupil projections for external approval including chairing 21C schools sub-groups Facilitate the transformation process by encouraging the use of innovative physical and virtual environments Chair and lead 21C schools sub-groups in a range of forums to gather information from a wide range of stakeholders and feedback progress, including Head Teachers, Governors, Parents and Community Representatives Take responsibility for 21C schools programme document management, including implementing communication plans and 21C schools programme website management Identify and manage programme risks and develop appropriate contingency plans Work with external consultants on the overall programme and individual schools projects Apply statutory school organisational requirements for any proposed changes relating to closing, expanding or amalgamating schools Undertake a systematic review of your own practice with a consequent programme of professional development to ensure that the necessary skills, knowledge and understanding are kept updated

4 Develop critical success factors for the programme and implement and apply appropriate monitoring and reporting arrangements against which success can be measured Be responsible for the preparation and leadership of the Gateway Review and take the role of SRO (Senior Responsible Owner) In addition to these key areas of responsibility the post holder will also: Place the child and learner at the heart of service delivery, promoting a high standard of service delivery; directing the delivery of a range of services to senior managers, front line staff and schools, to enable them to respond to public needs, demands and aspirations Actively seek out opportunities to work corporately and in partnership with other appropriate organisations and communities to find innovative solutions to support learners and the system in which they learn Manage services and work with others in order to achieve improved performance and a culture of continuous improvement through welcoming challenge, and encouraging creativity and innovation in service delivery Contribute to the management of the directorate as a whole by participation in the work of the directorate management team and by joint working in partnership with senior colleagues across the Senior Leadership Group Deliver to the Directorate in relation to all relevant Welsh Government administrative processes Contribute both strategically and operationally to the Cabinet Work Programme Direct the use of financial and other resources available to the post-holder in accordance with directorate and corporate policies and standards Maintain the recruitment and development of all staff accountable to the post-holder, in accordance with corporate and directorate policies and procedures Undertake as required any additional duties as may be required by the Chief Officer compatible with the level and remit of this post Advise and inform Members through the production of strategic plans, reports and briefings Attend and contribute to meetings of the Cabinet, Select Committees, Audit and Accounts Committee and other meetings as appropriate Demonstrate a commitment to Continuing Professional Development
