1 Job Description Position: Curriculum and Operations Manager Salary Range: 34,295 to Reporting to: Director of Operations and Performance Responsible for: Programme Leader, Advance Teaching Practitioner, Foundation Degree Manager, Teaching and Learning Staff Main Contacts: Learners, staff, managers, external agencies, employers, parents, partner organisations Purpose To lead and manage the delivery Centres formal education and learning provision, in line with the organisation s Development Strategy, and policies and procedures. To provide effective organisation and management of teaching staff to ensure that students studying within the Centre have a high quality learning experience and outstanding success. The post COM will be responsible for the management of the learning programmes, staff, health and safety, finances and learning resources allocated to these functions. Duties and Responsibilities 1. Leadership and Management 1.1 Develop a 3 year plan for the Centre to achieve and contribute to the overall vision and strategy of Access to Music (ATM) and its associate Company s including supporting and developing local partner provider provision and subcontract arrangements as appropriate. 1.2 Complete a thorough and rigorous self assessment process and successfully deliver an annual quality improvement plan for the Centre. 1.3 Lead the development and implementation of the annual business plan for the Centre which meets recruitment targets, delivers business and learning objectives and targets, through effectively managing costs and profitability across the centre, its resources and staff. 1.4 Operate within the context of ATM policy and development plans, to meet the needs of learners, employers and the community. 1.5 As part of the organisation s learning and centre management team, contribute to the development and successful implementation of ATM s plans. 2 Students Recruitment, Guidance and Support 2.1 To work with the teams to recruit, guide and support students through: a) Preparation of course/subject publicity and contributions to Centre marketing; b) Supporting and attending careers conferences at schools and other places; c) Ensuring that all students on the Centre s courses receive the full range of support to which they are entitled, including induction, tutorial support, enrichment and additional learning support, in accordance with ATM policy and individual student need; 1

2 d) Organising, monitoring and reviewing the assessment of students; e) Providing contact with parents and guardians as appropriate, including advising on academic progress, student welfare and other learner issues; f) Monitoring student attendance, performance and behaviour and taking action as appropriate; g) Organising and issuing references as required for employment and higher education. 2.2 Ensure a safe learning and working environment for all staff, learners and visitors to the centre including the maintenance of safeguarding policies and procedures and promote/celebrate achievement, success and equality and diversity in accordance with company policies. 3 Curriculum 3.1 To work with the teams to achieve the effective and efficient delivery of the curriculum through: a) Providing and effectively managing course timetabling information; b) Reviewing, evaluating and updating the curriculum; c) Preparation of submission and re-submission of documents for courses; d) Registration with appropriate validating and examination bodies and the co-ordination of external verifier and/or examination visits; e) Initiation and guidance in the development of learning materials for course teams with the embedding of e-learning. f) Initiation of courses and training to meet the Centre Strategy, local market needs and Government priorities; g) Generation of income earning activities, including commercial and full cost recovery provision, short courses and alternative modes of attendance; h) Ensuring compliance with the organisation s quality assurance arrangements throughout the Centre and the business as appropriate; i) Developing the course and training portfolio for the Centre, ensuring that there are clear pathways for students to higher education and employment. 4 Quality Assurance 4.1 Complete a thorough and rigorous self assessment process and successfully deliver an annual quality improvement plan for the Centre. 4.2 To ensure that the quality assurance procedures for monitoring, reviewing and evaluating courses are carried out within the Centre and reports are provided in accordance with ATM procedures. 4.3 Completion and maintenance of a Centre Management File. 4.4 To ensure student assessment is being appropriately undertaken in all courses, and where necessary carry out the role of internal verification. 4.5 To act as the Centre link person during OFSTED inspection 4.6 To be part of the internal inspection team. 4.7 To carry out lesson observations on an annual basis as part of the lesson 2

3 observation team, within the Wider Review. 4.8 To carry out lesson observations in conjunction with the Advanced Teaching Practitioner, for those staff judged to be satisfactory or unsatisfactory, in accordance with any action plan. 5 Teaching 5.1 To have a teaching load, determined annually through consultation with the Director of Operations and Performance but not more than 250 hours. 6 Staffing 6.1 To manage centre staff to achieve successful co-ordinated teams working positively to the benefit of students through: a) Communicating effectively with staff and management; b) Undertaking professional development reviews with staff in the Centre; c) Identifying staff training needs and encouraging professional and personal development; d) Supervising staff effectively and acting as a mentor for new staff where appropriate; e) Delegating appropriately; allowing staff to develop new skills whilst maintaining accountability; f) Taking action to ensure standards are achieved. g) Assisting with the selection and appointment of staff within the Centre. h) Allocating individual timetables and monitor and report teaching hours, as required; i) Allocating course management and other responsibilities and duties; j) Ensuring course teams meetings are held regularly throughout the Centre; k) Setting, monitoring and reviewing performance targets for staff within the Centre. l) Management of HR and staffing issues and reporting including disciplinary, capability, probation, absence and performance management and grievance procedures. 7 Finance and Resources 7.1 Be responsible for the development and implementation of annual business plan for the centre, ensuring effective use of staff and resources to maximise delivery of centre and business targets and profitability. 7.2 To manage resources efficiently and effectively through: a) managing the financial allocations of the Centre in accordance with ATM policy and Financial Regulations; b) maximise the efficient deployment of allocated teaching hours for the delivery of learner targets and learning programmes. c) work to ensure the efficient and effective management of the equipment and physical resources allocated to the Centre; d) recommending capital items for purchase, as appropriate; 3

4 e) managing resources efficiently within the budget allocated; f) ensuring that all documents required by ATM Management recording usage and expenditure, are accurately completed to deadlines; g) contribute to the ATM Development Plan and target setting. 7.3 Maximise learner recruitment in line with funding targets and ensure retention, achievement and success targets are met in line business plan targets and KPI s. 7.4 Contribute to the Company strategy and lead the local development of commercial and full cost recovery activities for the centre. 7.5 Contribute to the effective utilisation of space and maximisation of centre activity in line with business plans. 7.6 Be responsible for managing centre activities, premises related issues 8 Marketing 8.1 Identify market needs and stimulate the development of new courses to meet these needs. 8.2 Assist in promotion, publicity, advertising and media relations for the centre. 8.3 Undertake management of customer relations and liaison. 8.4 To work in partnership with stakeholders, agencies and other training providers, by attending local network meetings, and joining local consortia and community groups 8.5 Contribute to the management, targeting and focussing of local Partnership and Recruitment officers. General Responsibilities 9 Teach within the subject specialisms offered in the Centre. 10 As a member of the Centre Management Team, contribute actively and flexibly to the overall management and administration of the organisation. 11 In liaison with the Senior Management Team effectively represent the interests of the Centre with stakeholders, major clients and the community in all matters relevant to the duties of the role. 12 All employees have a general duty in law to take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts or omissions. 13 Understand and be committed to the organisation s Health and Safety Policy statement and its safety priorities and be aware of his/her contribution to such priorities. 14 Be aware of and comply with the health and safety legislation and other ATM requirements that are relevant to his/her post. 15 In accordance with the organisation s risk policy, identify and record material risks for the Centre. Ensure safeguards/controls are in place to mitigate the risks to an acceptable level. If required prepare and deliver a risk management action plan further to reduce the level of a risk. In addition manage the centre s operation of safeguards and controls which are required to mitigate ATM s level of risk. 16 Be familiar with the organisations Equality and Diversity Policy; 17 Promote equality and diversity in the workplace and through the curriculum and set the tone for behaviour between colleagues and learners; 4

5 18 Be familiar with Safeguarding Children and Young People requirements as outlined in the Safeguarding policy and comply with its requirements to safeguard and protect the welfare of children and vulnerable adults. 19 Participate as required in Centre-wide activities such as duty manager rotas, marketing activities and staff and student events. 20 Undertake such additional duties or projects as the Director of Operations and Performance may determine from time to time, after consultation with the post-holder. 21 Ensure personal professional development is continuously updated and participate in all activities designed to improve the quality of provision for learners. 22 Undertake a Level 4 or Level 5 leadership and management qualification which must be commenced within a year of starting in post and completed within 5 years The above job description relates to the post as it is envisaged at the time of publication. 6 PERSON SPECIFICATION - Curriculum and Operations Manager Criteria Essential Desirable Qualifications Experience/ Knowledge Skills/ Competencies Educated to degree level or relevant professional qualification at level 3 or above Teaching Qualification i.e. PGCE, Cert Ed. Bed, DTLLS (Level 5) in accordance with the professional standards set by the IfL Evidence of continuing professional development. Experience of curriculum management within further education. Knowledge of current and future developments in FE and HE. Successful relevant teaching experience Experience of successful curriculum development Successful track record in improving the quality of teaching and learning. Experience of the successful management of business units and performance Excellent leadership and organisational skills Ability to manage budgets Effective teaching skills and use of ICT Ability to promote and implement active and flexible learning programmes Effective written communication skills including report writing Effective oral communication and Relevant post-graduate qualification Specialist leadership/management qualification Experience of Ofsted Inspections Experience of working with external partners and stakeholders Experience of teaching at many levels of the FE curriculum Experience of carrying out graded lesson observations Ability to set and achieve high standards for self and others. 6
