2 Letter from the Chief Executive of Newham Partnership Working Firstly, I would like to thank you for your interest in, and hopefully your application for the position of Head of Schools HR for Newham Partnership Working (NPW). I firmly believe that NPW is a place where you can really make your name and I hope you find the information in this pack both helpful and inspiring. NPW is a not for profit mutual company that provides a range of professional support services for early years, schools, academies and colleges. The company is owned by its membership, comprising of all educational establishments in the London Borough of Newham. NPW increasingly trades beyond Newham as a one stop shop providing and commissioning a wide range of services for our clients. Our core business areas are Education ICT, Schools HR, Governor Services and Schools Management Support Services. We also collaborate with schools in the coordination of Continuing Professional Development and NQT recruitment within Newham providing ways for member schools to work together to improve pupil learning and commission school improvement services. This is an exciting time for NPW as we build upon the early successes of the company and develop our growth strategy for the next phase of our development. I joined NPW as its first Chief Executive last year and now need to make two key appointments to the NPW leadership team. Both our Head of Schools HR and our Head of Education ICT will retire at the end of August, between them they have many years of experience with the London Borough of Newham and have been instrumental in the success of the company. They have excellent reputations and credibility with the schools they serve and will leave big shoes to fill. There is widespread satisfaction with our services, and we have the staff, the expertise and the infrastructure in place to achieve great things together. However, if you are happy to stand still then this role is not for you. You will have an opportunity to look to the future and think about how we can innovate, grow our organisation, enhance the breadth of and improve the services we offer to our clients. Our Head of Schools HR will play two key roles, firstly in running a comprehensive HR service to schools and other educational establishments, secondly as a member of the leadership team for NPW itself. Although our history was from within local government, we are now an independent company, run as a business so we are looking for a Head of Service who brings some traded service experience and commercial understanding as well as an indepth knowledge of schools HR. NPW has adopted strong co-operative values and any surplus we make is used for the benefit of children and young people. So it is also important that we identify somebody who embraces these values. 3 About us Newham Partnership Working (NPW) is an independent, not for profit mutual organisation formed from traded services within Newham Council and owned by Newham Schools. Membership of NPW is available to all state funded schools and providers in Newham, but we trade with all Newham schools, the Local Authority and increasingly with schools outside of the borough. Members of staff are also eligible to be members up to a limit of one third of total membership. Our History The last five years have seen radical changes in the relationship between national and local government and schools. Within this climate of change Newham schools have shown an almost universal commitment to partnership not competition, and rather than being reactive, actively sought the means to ensure that they continued to work together, hand in hand with the Local Authority, to ensure that the needs of the children and young people of Newham were met. In spring 2011 Primary Head Teachers commissioned the co-operative college to produce a report on the viability of developing a legal entity to commission and provide services for schools. This report, presented to council officers and schools, including secondary schools, in summer 2011 showed a very clear appetite for forming a new partnership organisation that could help to provide infrastructure and help to drive school improvement. As work started on developing the new schools' organisation, the council recognised a need to change the delivery method of schools traded services. Consideration was given to encouraging an employee led mutual, seeking external providers of services and moving the traded services within the corporate structure. There was a synergy between the two events which meant that a consultation with schools, staff and governors, in autumn 2011 led to a shared acknowledgement that an organisation run in partnership between Newham Council and Newham Schools was the favoured model for the delivery of Schools Traded Services. The organisation - Newham Partnership Working (NPW) - was formed in January 2012 and negotiations with Newham Council led to the completion of the transfer of School Traded Services in January of Newham s schools have signed up for 3 year contracts with NPW, there is a 4 year contract with Newham Council and one year contracts exist with other Newham schools and various schools in other areas. The Board of Directors represents head teachers (secondary, primary, special and nursery), governors, Newham Council, the Co Operative College, staff and co optees. NPW has a long lease on accommodation in East London, close to West Ham United s football ground. It has equipped this accommodation with superb ICT and training/meeting facilities that are in constant use by its own services and other education providers. NPW employs approximately 110 staff, a number of whom have been appointed since the TUPE transfer due to increased business. The company s accountants and auditors are Baker Tilly and the 2013/14 accounts showed a surplus in excess of 500,000.

Valuing the diversity and differences within the Partnership and strive to be inclusive in all aspects of its work, acknowledging different needs and structures. Overall Purpose of Job As a second tier manager of NPW, to run a traded service and to be part of the overall leadership of the company, providing high quality services to schools and other education providers. Job Context Post holder reports to Chief Executive Line management of approximately 25 staff Financial responsibility for direct NPW budgets of 1.5m and operating responsibility for LBN budgets of 2m. Key Tasks and Accountabilities Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the postholder. This is not an exhaustive list of all tasks that may fall to the postholder and employees will be expected to carry out such other reasonable duties for NPW which may be required from time to time. STRATEGIC LEADERSHIP 1. To function as a full member of the senior leadership team supporting colleagues in the governance of NPW and the delivery of NPW s aims and objectives 2. To support the Chief Executive in the development and the external promotion of NPW so that it achieves its aims

6 3. To prepare and present reports to NPW Board and Committees 4. To contribute to the strategic planning, management and performance monitoring of NPW 5. To lead designated company projects and/or provide expert professional advice on company projects 6. To allocate resources in line with NPW s requirements, standing orders and the effective management of risk including business continuity planning 7. To identify and implement NPW s legal, statutory and regulatory obligations 8. To contribute to policy development and implementation across NPW 9. To create and foster a working environment for all NPW employees which (a) promotes employee engagement (b) provides scope for personal development and (c) enables NPW to recruit and retain a highly motivated and productive workforce 10. To deputise for the Chief Executive as required in his/her absence providing effective leadership of NPW and the achievement of NPW s overall objectives and priorities 11. To abide by NPW s schemes of delegation, standing orders and governance arrangements in particular to represent the Chief Executive on delegated NPW matters 12. To develop and provide a clear sense of direction, aspiration, development and purpose. TRADED SERVICE LEADERSHIP (Provided to schools) 1. To lead on the negotiation and implementation of HR Service Agreements 2. To provide a high quality and responsive Schools HR service including: a) Employee relations, including: HR policy and advice, employee case management, trades union consultation and negotiation, employee reward enabling schools to manage staff in a timely, proportionate and effective manner and thereby contributing to a positive employee relations climate b) Recruitment, including: safeguarding in employment and NQT induction ensuring that new employees are recruited legally, fairly and quickly and that all relevant checks are completed c) Payroll, including: payments, supplements and variations to payments ensuring that all payments are made in a timely and cost-effective manner and that appropriate audit and anti-fraud arrangements are in place

7 d) Organisational Development, including: workforce development, organisational review and change ensuring plans are in place to develop talent and ensure the right people are in place through succession planning. e) Commissioned specialist and/or independent consultancy as appropriate 3. To review, propose and instigate new initiatives and develop new operating arrangements and procedures to support schools priorities and ensure effective people management. 4. To report on progress against HR KPIs 5. To direct and evaluate the work of Schools HR to achieve the targets set out in the Business Plan, and anticipate future workforce needs by planning and developing strategies to ensure that capacity and capabilities are in place for the future. 6. To ensure effective processes are in place to monitor, maintain and enhance quality and standards and exchange of best practice and ideas amongst all HR staff. NPW SERVICE LEADERSHIP (Provided to NPW) 1. To be NPW s lead HR professional and principal source of expert advice on HR matters including the application of employment law, HR policy, best practice and organisational change. 2. To review, report and manage HR associated risks in order to safeguard the reputation of NPW 3. To translate NPW s legal, statutory and regulatory obligations into effective HR practice 4. To lead on key aspects of the development, implementation and review of NPW s structure, the HR annual work plan and performance indicators 5. To lead HR projects to meet NPW s objectives providing expert advice as required 6. To manage staff allocated to the Schools HR service including recruitment, developing KPIs, performance monitoring and improvement, staff development and appraisal etc. 7. To prepare and manage budgets allocated to the Schools HR 8. To investigate, review and optimise business and operational functionality to continuously improve HR strategic capabilities within the organisation. 9. To ensure that NPW s HR policies and practices are up to date, relevant and fair in the current business environment and that NPW s HR Schools Service is managed in line with good practice

8 10. To follow NPW staff policies, codes of conduct and practice and ensure compliance with employment and equality legislation and good practice EXTERNAL REPRESENTATION 1. To be the principal ambassador for NPW on HR matters, engaged in promoting the NPW brand and public profile 2. To build sustainable and mutually beneficial partnerships with Newham Council, head teachers, governors and unions and outsourced partners who support the day to day NPW service 5. 12 Terms and conditions The full salary range for the post is 62,400 to 79,600 per annum. NPW staff are eligible to join the Local Government Pension Scheme (LGPS). For further information about LGPS please visit Local Government service is transferable when joining NPW. Holiday entitlement is 23 days plus 8 Bank Holidays, rising with service. NPW recognises previous Local Authority service with 5 additional days for service in excess of 5 years.
