POSITION PURPOSE To lead and coordinate the delivery of program development activities that: Support CEHL s strategic planning objectives and Ensure that the CEHL Housing Program is underpinned by coherent frameworks and is effective and sustainable As a member of the CEHL management team, provide leadership in relation to service delivery, innovation and planning, to meet organisational goals, improve organisational performance and promote a professional, high-functioning and collaborative culture. 3. ORGANISATIONAL DESCRIPTION A provider and developer of affordable housing, CEHL utilises Co-operative Housing models in a wider housing program. CEHL provides security of tenure for members, building personal and community capacity. Our Vision is to be a successful promoter and facilitator of secure affordable co-operative housing; where there are real opportunities for member participation. Our Mission is to provide affordable, secure, well managed housing to people wishing to access co-operative housing. Our Values are: Respect; Inclusivity; Independence; Accountability and Diversity. 2 for the community. CEHL is a not for profit company limited by guarantee. Its shareholders are some 112 housing cooperatives located throughout Victoria. CEHL owns around 2,200 properties which are managed by the co-operatives. CEHL is governed by a Board which meets monthly, comprising 11 members being: Co-op Directors (5), Technical Directors (5) and the Managing Director. The organisational structure is comprised of seven Teams: A Corporate Director leads the Financial Services; Human Resources and Compliance; and Administration Teams. A Program Director leads the Co-operative Development and Strategy; Asset Management; Property Development and Acquisitions; and Housing Services Teams. 4. KEY RESPONSIBILITIES Services Provided Program Development Leadership 1. Lead the development of relevant Agreements, Contracts, Program Policies, and oversee their implementation and review, while ensuring that CEHL engages with Co-operatives to inform this work. 2. Lead the Program Development Project with a focus on the development of priority policy reviews and required engagement processes 3. Provide direction and co-ordination of the Policy Advisory Committee input into program policy and implementation 4. Lead development of value of co-op work 5. Lead development of new co-op models 6. Build and maintain effective internal and external relationships and foster relevant input into program development 7. Lead identification of potential new program cohorts 8. Lead ongoing development & review of Future Direction Program Management Team Responsibilities As a member of the Management Team, participate in: Leadership of the organisation; Organisational business planning; Organisational development; Improvement of organisational performance; Organisational compliance responsibilities; Organisational occupational health and safety responsibilities; Organisational skills development assessment and planning; The annual budgeting process; Promoting a professional, high functioning and collaborative culture. 3 Planning Supervision Information and Advice Financial and Budgeting Compliance and Reporting Other Duties directions for the Team and the framework for ensuring the sound management of the Program. Contribute to and support the development of strategic directions for the Organisation and the development of innovative and integrated policies and planning processes. Lead and support the Program Development Team, creating an environment that promotes high performance, collaboration, staff development and succession planning. Direct the work of Program Development Team within established goals and performance targets. Motivate and lead staff through the provision of clear objectives, business plans and timely advice and feedback. Adhere to and implement Human Resources practices, policies and procedures. Provision of accurate advice to the Program Director to inform strategic planning and promote sound co-operative program management practices. Monitor relevant socio-economic data and legislative and policy approaches relevant to program development, and provide timely and predictive advice to CEHL and Cooperatives to anticipate and respond to change. Ensure team communication to co-operatives is informed and accurate, and work proactively with other teams to ensure consistent information is provided. Resource program consultation committees and forums in order to gain input and feedback from members into key CEHL activities such as; program and policy development. In addition to the key responsibilities, develop, monitor and manage the team s budget and ensure compliance with CEHL financial and reporting policies and procedures. Maintain a high-level understanding of program financial matters. Ensure the attainment of performance targets by the team and compliance with relevant policies, procedures and reporting requirements. Develop and implement strategies to ensure: Program policies promote adherence with community housing standards key performance measures and legislative requirements As directed, undertake other duties which are incidental and peripheral to the main tasks, provided that such duties are reasonably within the CEHL Position Description Program Development Manager July 2016 Page 3 of 6

4 requirements and responsibilities of the position. The allocation of other duties is in consultation with the staff member. Actively participate in professional development and the life, development and growth of CEHL. 5. KEY SELECTION CRITERIA Qualifications or equivalent industry knowledge and experience Knowledge of Experience Skills A degree in relevant discipline (eg. community development, learning and development, social science, business management) and extensive experience in a relevant management role. Specialist knowledge of strategic planning and systems thinking. Experience and/or ability to acquire and apply a sound knowledge of the Cooperatives Act 1996, Co-op National Law (CNL), Residential Tenancies Act and the Performance Standards in the Housing Act Demonstrated ability to lead, supervise and develop a team of professionals, and apply Human Resources, Health and Safety and Privacy practices. Extensive experience at a senior level in program and systems development. Demonstrated ability to understand and apply Agreements, Contracts, Directives, Standards and Policies within a community sector environment. 5 Excellent planning and stakeholder engagement skills Strong leadership, change management and staff management skills Able to foster innovation within a highly collaborative, small team environment. Proven consultation, facilitation, liaison and influencing skills with internal and external stakeholders. Highly developed written and oral communication skills, including the preparation of reports, briefing papers and correspondence. Sound teamwork and interpersonal skills. Excellent organisation, planning, reporting, problem solving, and coordination skills. Good information technology skills, including a working knowledge of all Microsoft Office applications. Other Willing and able to infrequently but when necessary attend meetings and other activities that may take place, usually by negotiation: Anywhere in Melbourne and Regional Victoria, and At times that may require evening or weekend travel and attendance and overnight motel stays. 7.
