1 Department of Health & Human Services Position Description Senior Project Officer Data, Quality and Funding (Clinical Supervision / Simulation portfolio) The Senior Project Officer, Data, Quality and Funding (Clinical Supervision / Simulation portfolio) works in the Health Workforce Branch (Branch), which is responsible for influencing and implementing policy directions to build a sustainable health workforce. The position exercises leadership in analysing complex policy and planning issues, providing expert advice to the Government and senior management, and influencing the design, development and delivery of effective health workforce strategies and policy guidelines. The role is responsible for the development of key health workforce policy initiatives and the planning, implementation and funding of health workforce programs in Victoria. Responsibilities also include managing contracts with external service providers and liaison with strategic partners and stakeholders to ensure delivery of project outcomes. You will be a highly motivated professional with strong skills in policy and program development and an understanding of issues relating to the health workforce. Additionally, Portfolio Strategy and Reform will oversee and develop new policy approaches for client service delivery as well as lead critical reform projects. Branch Health Workforce Branch The role of the Health Workforce Branch is to develop health workforce strategies and plans and deliver workforce development and innovation and reform activity to improve Victoria s health workforce supply, distribution and utilisation. The Branch works closely with health and education partners to strengthen health education and training, support recruitment and retention efforts of health services and ensure that health professionals have appropriate roles, competencies and workforce environments to assist them in addressing client/patient needs. 3 Purpose and accountability Purpose The Senior Project Officer Data, Quality and Funding (Clinical Supervision / Simulation portfolio) contributes to the development, delivery and evaluation of the department s key health workforce strategies and activities. The senior project officer role provides strategic advice and develops strong, collaborative relationships with internal and external stakeholders. Accountabilities Operating at value range 1 1. Provides program-related support and advice to health workforce stakeholders relating to clinical supervision and simulation initiatives in Victoria. 2. Supports operational and administrative functions for clinical supervision and simulation initiatives in Victoria, including reporting, issues resolution and representation as required. 3. Disseminates outcomes, benefits and learnings related to clinical supervision and simulation across Victoria s Health Workforce Networks. 4. Promotes clinical supervision and simulation initiatives which support Victoria s health workforce. 5. Works to ensure that clinical supervision and simulation initiatives are integrated, wherever possible with other work programs of the department including through Health Workforce Networks. 6. Provide authoritative advice, reasoned recommendations and innovative solutions to complex and sensitive issues based on comprehensive research. 7. Develop policy initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters. 8. Monitor and report on high priority issues, risks and trends and prepare and present reports, ministerial briefs, Cabinet and agency submissions. 9. Establish and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders. 10. Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development. 11. Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives and contribute to relevant committee and governance processes. 12. Lead policy responses to health workforce issues relating to training and employment of health professionals in Victoria. 13. Lead the policy, planning and funding of existing and new innovative models in health training pathways across Victoria. 14. Manage a range of funding agreements, grants, projects and other initiatives in the workforce unit and monitor organisation performance against established program and service targets, key performance indicators and benchmarks. 15. Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements. 16. Demonstrate how the actions and outcomes of this role and work unit impact clients and the department s ability to deliver, or facilitate the delivery of, effective support and services. 17. Ensure that disclosure and confidentiality requirements related to the department s work are maintained. 18. Ensure that intellectual property requirements related to the department s work are maintained. 19. Undertakes other duties under the direction of the Manager. 20. Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures. Specialist expertise Knowledge of public policy issues related to the Victorian health workforce is highly desirable. Strong analytical skills with the ability to collect, organise, analyse, and disseminate significant amounts of information with attention to detail and accuracy A tertiary qualification in a relevant health, social and/or political sciences field is desirable. Employment considerations People who work for the department must comply with the Code of Conduct for Victorian Public Sector Employees 2007 and agree to work according to our values. Secondment: this role will be employed by a public health service and seconded to the Department of Health. The employing organisation will provide essential human resource functions and supports related to payroll and nominate an organisational contact to act as a liaison officer for the Senior Project Officer, Data, Quality and Funding (Clinical Supervision / Simulation portfolio).
