1 Position Title: Executive General Manager, Core Services Systems Operations Classification: SES Band 2 Position Number: 1018 Position Status (ongoing/nonongoing): Ongoing Division: Core Services Systems Operations Branch: N/A Reports to: Chief Executive Officer Number of Subordinates: Direct Reports 4 Location: TBC Security Requirements: Baseline Overview of the Australian Digital Health Agency: The Australian Digital Health Agency will have the authority to develop, set and deliver on the Digital Health Strategy for Australia. This will set the direction for the Digital Health ecosystem enabling all parties, both public and private, to innovate and deliver complementary products and services. Additionally, this will allow the collaboration required to leverage the national Digital Health infrastructure and deliver the Digital Health outcomes. Based on this collaboration and engagement with key stakeholders, the Agency will provide secure storage and appropriate access to standards-based health information in accordance with individuals consent in order to improve health outcomes for all Australians. Overview of the Division: The Core Services Systems Operations Division operates the core digital health systems and provides technical support and leadership on the Digital Health Services provided by the Agency inclusive of, the My Health Record, Cyber Security Centre, ehealth reference platform, clinical informatics, terminology and tooling, NASH and the Healthcare Identifier Service operations and services management, including the core testing services, and ensures that they meet the agreed performance standards. The Division additionally leads the development, operation and risk management of the security, privacy, fraud and compliance risk management services for the Agency as well as for the end-to-end system operations. Position Purpose in Context: Reporting to the CEO, the Executive General Manager, Digital Services Systems Operations, operates and ensures that all of the national digital health operational systems meet the agreed performance standards; and provides leadership for Cyber Security, Privacy, Fraud, Compliance and risk management, ehealth reference platform, clinical informatics, terminology and tooling. This will require a collaborative and strategic approach to providing services, constantly seeking to improve the services from the perspective of the user. Additionally the role will lead and direct systems run by 1
2 the Agency or through contracted parties, including the My Health Record, the Digital Health Reference Platform and any other national digital health systems across a range of robust, sustainable, information technology platforms ensuring performance, reliability, availability and security. Activities and Accountabilities: Provide strategic business leadership and strategic advice on the operation of the national digital health services and operational systems managed by the Agency. Lead and take accountability for end to end cyber security, privacy, fraud, compliance and risk management to ensure the Agency's products and services are managing risk appropriately and protecting customers information and privacy. Lead the delivery of all core systems testing services. Oversee the operation of clinical informatics, terminology and tooling ensuring that products are clinically relevant, implementable and customer focussed. Undertake the functions of the System Operations of the My Health Record system on behalf of the Agency, as well as the core services provided by the Department of Human Services including the NASH and the Healthcare Identifier Service. Key management of outsourced contract arrangements for delivery of national infrastructure for both technical and service elements. Oversee and manage any core services or systems operations provided by external contractors. Ensure core services are run in accordance with contractual requirements, value for money is delivered, and services continue to meet agreed performance standards. Successfully represent the Agency's interests in relevant inter-agency and inter-jurisdictional working groups and committees. Effectively lead and manage the Core Services Systems Operations Division s people and financial resources to achieve the Division s priorities, including having an active involvement collaborating with other areas of the Agency. Contribute to Agency wide executive and risk management meetings and contribute to risk management activities across the Agency. Ensure the effective maintenance of clinical and technical specifications for My Health Record and other digital health initiatives in line with programme schedules. Management of incidents involving national digital health infrastructure. Manage and enhance the My Health Record System and Digital Health Reference Platform developing new capabilities as required by key stakeholder groups. Support the resource matrix arrangements for the Agency PMO to achieve outcomes for all projects within the Agency. Manage operational risk by monitoring, evaluating and reporting against data access and compliance in line with government security principles and frameworks. Required Qualifications, Skills and Experience: Strong background in strategic Senior Executive level leadership, including the extensive leadership and management of highly skilled professional teams working in complex environments. 2
3 Experience managing the delivery of large, complex work programmes with a significant technology and operations component. Experience in the delivery and operation of web based large population ICT operational environments at the Senior or Executive level with a preference for experience in a digital health environment. Expert level business and technology capability demonstrated through industry and/or vendor roles, and experience providing leadership to highly skilled professional resources, including executive level and senior managers, strategists and technologists. Experience providing strategic consultation and collaboration with senior executives and a demonstrated ability to manage complex stakeholder relationships, both internally and externally. Demonstrated innovation in the application of technology solutions to complex business problems. Appropriate tertiary qualifications (essential). Appropriate post-graduate qualifications (desirable). Technical Capabilities: Strategy, Innovative Design and Delivery Ability to oversee the implementation of multiple, integrated change initiatives, with outcomes that significantly impact communities, stakeholders and services. Ability to consider multiple options to resolve complex problems and develop innovative and realistic solutions. Proven ability to lead significant change initiatives that will have Agency and/or cross agency impacts. Proactive Clinical Safety, Security and Privacy Ability to efficiently and effectively assess environmental factors, identify relationships between complex issues and developing contingency plans to mitigate risks to the achievement of Government and broader health ecosystem priorities. Competency to provide high level critical advice in the area of operation and represent the Agency on those matters. Transparent Governance Accept full accountability for projects or funding in their charge. Ability to assess emerging issues and trends which may impact on regulation or standards management. Ultimate escalation point for professional/technical matters relating to the specific discipline. Customer Centric Digital Health Ecosystem Demonstrates the ability to effectively respond to and anticipate the needs of key stakeholders and providing persuasive advice in an environment of time pressure, divergent views and conflicting priorities.
