The IMVC provides a diverse suite of programs, as such; we have the unique capability to provide our stakeholders with a holistic approach to the development of skills, assets, opportunities and capabilities to: Learn participate in education and training; Work participate in employment, unpaid or voluntary work; and Engage connect with people and community. Our diverse suite of programs include: Vocational Training, VET in Schools, Learn Local, Workplace Learning, Youth Case Management, Social Enterprise, Career and Transition initiatives, National Disability Coordination, Transition to Work, and Alternative Learning. Position Title: NDCO Team Leader Employment Type: 1.0 EFT Responsible to: Executive Officer Salary Range: $76,000 - $82,000 Hours: 7.6 work hours per day between 8.00am 5.30pm Location: South Melbourne Employee Allowances: Travel allowances are available Personal Leave 10 days a year pro rata Annual Leave: 20 days a year pro rata This position is for a contract period ending 28 May Appointment will be made subject to three months probation (new employees only), periodic performance reviews, successful police background check and Working With Children Check. Applicant is required to have a valid Victorian Driver s Licence. Superannuation will be paid by the IMVC at the prescribed rate as specified within the Superannuation Act.
2 Job Summary The IMVC will deliver the National Disability Coordination Officer (NDCO) Programme in Region 11 (Inner City and Northern Metropolitan Melbourne) and Region 13 (Eastern Metropolitan Melbourne) for the next year, commencing July 2016 for the Department of Education & Training (DET). The NDCO Programme targets the barriers that people with disability face in successfully accessing and completing post-school education and training and subsequent employment. The NDCO will work cross-sectorially and apply a whole of government and whole of community approach to harness existing resources to achieve outcomes. The NDCO will be expected to build effective, collaborative relationships with stakeholders who operate across the school to work continuum in order to identify local barriers and develop collaborative responses to local needs within their NDCO Region to influence systemic change. Stakeholders include secondary schools, tertiary education institutions, employment agencies, employer groups and peak bodies, disability services and community agencies, mainstream government programs that operate in the education, training and employment sectors, agencies working with Aboriginal and Torres Strait Islander people and people from a culturally and linguistically diverse (CALD) background. NDCO work will be grounded in evidence-based practice and will be driven by the needs of the region. The NDCO will use a strengths based approach to build capacity across all the relevant sectors of the region and will need to ensure non duplication of existing programs. The successful applicant will: be a self-starter and have a proven track record working with stakeholders in the disability, education or employment sectors; have experience managing a team; will have knowledge of the challenges facing people with disability in the higher education, training and employment sectors; will have an ability to critically review information and strong report writing skills to demonstrate program outcomes; will also need to demonstrate strong personal values and commitment to working in the not-for-profit sector and improving educational and employment outcomes for people with disability. An undergraduate qualification in disability or related discipline (e.g. psychology, social work, youth work) is essential. In addition, the successful candidate will possess outstanding interpersonal skills and communication skills, strong networking skills, resourcefulness, capable strategic thinking and the ability to work independently. Reporting Relationships The NDCO Team Leader will report directly to the Executive Officer to ensure compliance with policy and accountability for the overall operation of IMVC s Disability Programs. The NDCO - Team Leader will oversee the compliance of the NDCO Programme, manage the NDCO Northern Region, and undertake the program objectives and outcomes for the Eastern Region and to ensure that all project deliverables are met for both regions.
3 NDCO Programme Objectives and Outcomes The NDCO -Team Leader will actively contribute to achieving NDCO Programme objectives and outcomes. The current key objectives for the Program include: improved linkages between schools, Tertiary Education providers, employment service providers and providers of disability programs and assistance at all government levels; improved transitions for people with disability between school / community and Tertiary Education, and then to subsequent employment; and improved participation by people with disability in Tertiary Education and subsequent employment. The current NDCO Programme outcomes include: services that facilitate transitions and participation in Tertiary Education and subsequent employment for people with disability are coordinated; local networks collaborate to identify and overcome barriers in transitions and participation in Tertiary Education and subsequent employment for people with disability; stakeholders have the knowledge and capability to support transitions and participation in Tertiary Education and subsequent employment for people with disability; and people with disability make decisions about their education and employment based on an improved knowledge of their rights and entitlements, supports available, educational options and pathways to employment. The above objectives and outcomes are subject to change based on the NDCO Programme guidelines, issued by DET. Key Responsibilities and Accountabilities Strategic Coordination Provide strategic direction for both the Eastern & Northern Metropolitan Victoria regions. Establish and maintain sustainable networks, and strengthen links with and between all key stakeholders (working in the education, employment, community and disability support sectors) to facilitate improved transitions and participation in Tertiary Education and subsequent employment for people with disability; Support existing networks to incorporate a disability focus, address key issues and effect change to facilitate improved transitions and participation in Tertiary Education and subsequent employment for people with disability; Improve knowledge among stakeholders about opportunities for collaboration and coordination between programs and stakeholders to facilitate better transitions and participation between school/ community, Tertiary Education and subsequent employment for people with disability; Link and collaborate with NDCOs at the regional, state and national level, particularly with NDCOs in the adjacent regions; Oversee the NDCO Advisory Committee for Eastern & Northern Metropolitan Victoria comprising of representatives from key stakeholder groups. The Advisory Committee will meet at least three times per year to provide strategic leadership, support and guidance to the NDCO and ensure that planning and Program activity is aligned with the identified needs within each region; Maintain all reporting and monitoring requirements for both regions (i.e. Environmental Analysis, Strategic Plan, Business Plan, Annual Report, Final Report); Adhere to all NDCO Programme Guidelines and Funding Agreements;
4 Ensure compliance required by Government legislation and contractual obligations and company policies and procedures; Any other duties as assigned by the Executive Team of the IMVC Local Network Collaboration Collaborate with local stakeholders across all relevant sectors to identify systemic barriers and service gaps to transitions and participation in Tertiary Education and subsequent employment for people with disability; Facilitate projects in collaboration with local stakeholders across the relevant sectors to overcome identified systemic barriers/issues to transitions and participation in Tertiary Education and subsequent employment for people with disability; Provide advice to the Department and relevant stakeholders about barriers and solutions to transitions and participation in Tertiary Education and subsequent employment for people with disability. Stakeholder Engagement Assist in building the capability of education and training providers, including private training providers, to better support their students or prospective students with disability transition and participate in Tertiary Education; Assist in building the capability of employment service providers and employment organisations to better support people with disability obtain and maintain suitable employment; Ensure education and training providers, employment and other key stakeholders have an awareness of their responsibilities under the Disability Discrimination Act 1992 and the Disability Standards for Education 2005; Improve stakeholder knowledge about disability programs and the supports available to enable people with disability to better participate in education and subsequent employment; Cultivate communities of practice which encourage shared learnings, goals and collaboration to improve transitions and participation in Tertiary Education and subsequent employment for people with disability; Advocacy Inform people with disability about their rights, entitlements, provider obligations, services and supports available, to help them make successful transitions and participate in Tertiary Education and subsequent employment; Educate and empower people with disability and their families to make informed choices about Tertiary Education and subsequent employment; Raise aspirations about education and employment possibilities among people with disability, their families and carers, and among the education, training, employment and community sectors. Develop inclusive strategies which are reflective of the regional demographics; such as Aboriginal and Torres Strait Islander people with disability; and people with disability from a culturally and linguistically diverse (CALD) background. Program & People Management: Provide leadership and direction to the staff involved in the delivery of the NDCO Programme. Develop, monitor and evaluate work, performance and staff development plans for all team members;
5 Coordinate regular team meetings, de-briefing sessions and professional development events and activities. Foster a team approach, ensure high quality team outputs and make a positive contribution to the team environment; Provide strategic advice to the IMVC Executive in relation to the NDCO Programme; Oversee and develop innovative delivery models in the NDCO Programme to meet the needs of the wider community in the IMVC Regions. Business Development Identify enhancements to current IMVC programs and NDCO operations and assist to develop funding submissions to achieve these Identify evidence based new program areas, for development based on clearly articulated and identified community need, that are aligned to the IMVC strategic and business plans and develop significant funding proposals for these Review internal and external environments to identify opportunities for partnerships and further collaboration Identify new opportunities to effectively raise funds from government, philanthropic and new areas to ensure designated targets are achieved Provide advice and support to the Executive Team in the development of specific marketing and development plans in relation to disability program growth Liaise with internal IMVC teams and clients to identify priority programs and initiatives Participate in network meetings and liaise with peak bodies to identify trends, resources, developments and opportunities in the sector; Work with various stakeholders to develop specialised programs and costings for at youth with disability. Qualifications and Experience An undergraduate qualification in disability or related discipline (e.g. social work, psychology, youth work) is essential; Employment history in the disability, education or employment sector; Previous experience working with Aboriginal and Torres Strait Islander people or people from a culturally and linguistically diverse (CALD) background is highly desirable; Experience in establishing and maintaining stakeholder networks and demonstrated ability to coordinate staff across a wide range of disciplines Proven ability to work independently and within a team environment; Excellent interpersonal and communication skills; Excellent report writing skills; Demonstrated effective time management and organisational skills; Previous experience in project management; Resourcefulness and capable strategic thinking; Demonstrated ability to coordinate the flow of information across a broad range of sectors; Applicants must be willing to travel throughout their nominated region.
