1 SECTION A: POSITION DETAILS Position Title: Human Resources Manager Location: Annerley Remuneration: Social, Community Home Care and Disability Services Award Level 7/8 Reports to: Chief Executive Officer Organisation Profile Richmond Fellowship Queensland (RFQ) is a well respected not for profit company and leading provider of psychosocial mental health services, serving the Queensland community for 40 years. Richmond Fellowship was founded in Richmond, England, in 1959 and it became a worldwide mental health movement. RFQ is a member of the Richmond Fellowship Asia Pacific Forum and Richmond Fellowship Australia. Further information about RFQ can be found at: Purpose of the Position The Human Resources Manager (HRM) coordinates and supports the HR requirements of the company. It has a key role in the development of a HR strategy and plan and the provision of HR advice and support to management. The position increases the capacity of RFQ in response to significant growth and trends in a rapidly changing and complex operating environment. As part of the wider management team, it will share responsibility and ownership of the future sustainable development and growth of the company. Terms of Employment RFQ is a party to the new Modern Award and relevant terms and conditions of employment are contained in the Contract of Employment. 2 An attractive salary package will be negotiated and reflect the seniority and skills required of the role. The position works normal business hours but may be expected to work outside these hours in the performance of the role commensurate with its remuneration and responsibilities. Hours of work also reflect RFQ s family friendly philosophy. Some travel may be required. The position is ongoing but subject to a 6 month probationary period and annual performance reviews. Reports and Accountability The HRM is accountable to the CEO for efficient, effective, equitable and quality: Achievement of organisational, program and position purposes and goals; Implementation of position responsibilities; Implementation of organisational policies, operational requirements, work practices and service systems and strategies; Achievement of high standards for professional practice and duty of care within the program; and Use of the resources of the organisation as required by relevant statutes, funding agreements, standards or directions (or where there are no specific guidelines or directions, to standards that would reasonably be expected to apply in the particular circumstances). The position reports to the CEO through the Executive Manager Executive Support Services (EMESS). The position provides regular evaluation and reports to the CEO and management team. The position will have delegated financial expenditure and other authorities as required by the Chief Executive Officer. The position currently has no operational reports however, the role is supported by the Executive Support Officer through the EMESS. The CEO will regularly review with the HRM responsibilities and reporting arrangements across the wider executive team to provide flexible and responsive arrangements in support of organisational needs, demands and priorities. 3 SECTION B: KEY RESPONSIBILITIES Support and foster a culture which promotes genuine and open relationships, responsibility for self, mutual respect and personal growth, which is founded on values of empowerment, trust, compassion, resilience, diversity, integrity and lifelong learning Lead the development, implementation, monitoring and review of the HR strategy and plans which support the key operational priorities and strategic objectives of the company Provide advice and support to management in relation to statutory and award requirements, contemporary HR practices, trends, developments, opportunities and threats Coordinate and support HR requirements of the company including: Staff Orientation and Induction Performance Appraisal processes Recruitment and Selection processes Workplace Health and Safety Employee Assistance Program Return to Work Training and development activities Files and records Support the engagement of relevant business partners Collect, analyse and report key HR indicators for the company including coordination of external HR reporting requirements Support the development, implementation, monitoring and review of and compliance with organisational policies, guidelines, procedures and operational requirements Monitor and ensure compliance with relevant statutory requirements and the relevant modern award Support the development and implementation of targeted strategies to achieve a positive staff culture and promotion of RFQ as an employer of choice Liaise with external stakeholders including partner organisations, peak bodies, industry and professional groups Provide practical support and promote information sharing to staff in relation to HR policies, procedures and practices Perform other activities or projects that may be required from time to time HRD: 17068/01 Human Resources Manager Page 3 of 5

4 SECTION C: KEY PERFORMANCE INDICATORS Organisational Leadership: The CEO and delegate(s) are supported with the human resources function of the organisation Accountability: The reporting and accountability requirements in this position description are met External Relations: Positive working relationships are developed and maintained with internal and external stakeholders Service Delivery Quality HR systems, policies, procedures and practices are implemented and aligned with RFQ s Vision and Strategy and strategic priorities Staff Relationships: Positive working relationships are developed and maintained with management and staff Organisational Culture: The vision and values of the organisation are promoted and role modelled in all relationships. SECTION D: SELECTION CRITERIA Qualifications: The position requires a degree in human resources or other relevant degree or an equivalent standard acquired through lesser qualifications, considerable skills, and extensive experience. Previous experience of at least 3 years experience in a similar role is desirable. Membership of Australian Human Resources Institute (AHRI) would be highly regarded. Experience and Skills: The successful applicant will demonstrate: Proven experience in providing strategic and operational HR advice Proven experience and success in developing and implementing targeted HR policies, procedures and practices Knowledge and contemporary understanding of the relevant statutory environment and HR practices High level problem solving and analytical skills including the ability to obtain and interpret complex information and make specific recommendations for implementation Excellent oral and written communication skills and personal/interpersonal skills characterised by genuine and open personal qualities, self reflection and the ability to be other centred HRD: 17068/01 Human Resources Manager Page 4 of 5
