1 POSITION TITLE Coordinator Employee Relations and HR Business Partnering POSITION NUMBER: 0251 CLASSIFICATION/BAND: City of Greater Geelong Enterprise Agreement (as amended from time to time) Annualised Band 8 Salary (with the option of a vehicle) plus superannuation STATUS: DIVISION: Permanent full time position Corporate Services DEPARTMENT: Organisation Development APPROVED BY: Andrew Keen DATE APPROVED: 18 June 2014 POSITION OBJECTIVE: The objective of this position is to facilitate the development of human resource business partnering strategies that are aligned with business needs, and the brokering of HR Centre of Excellence services into the Organisation. In addition this position will be responsible for providing expert advice on a range of human resource management issues and co-ordinating the HR Business Partner s team, to ensure they meet all Business Plan initiatives.

2 THE CITY OF GREATER GEELONG: The City of Greater Geelong is one of the largest local government areas in Victoria. The City provides more than 120 services to the municipality which has a population of more than 200,000. The City has an annual budget of $229 million and employs over 2000 staff. It also utilises a large number of volunteers. The organisation has five divisions: Community Services; Corporate Services; Economic Development, Planning & Tourism; City Services and Projects, Recreation & Central Geelong. Geelong: Located 75 kilometres from Melbourne, Geelong is Victoria s second largest city and is renowned for its stunning north facing waterfront which overlooks Corio Bay. Geelong is a vibrant cosmopolitan city with a relaxed coastal flavour. It is recognised as offering one of the best lifestyles in Australia. 3 ORGANISATION RELATIONSHIP: This position is part of the Corporate Services Division which comprises the following departments: Communications and Marketing Administration and Governance Corporate Strategy and Property Management Customer Services and Councillor Support Financial Services Information Services Organisation Development Reports To: Directly Manages: Internal Liaisons: External Liaisons: Manager Organisation Development Human Resource Business Partners CEO, Senior Management, Co-ordinators and all staff of the City of Greater Geelong Employer bodies such as VECCI, Unions (PA, ANF ASU), Legal Advisors, Consultants and other relevant organisations KEY RESPONSIBILITIES: 1. Reporting to the Manager Organisation Development you will be responsible for delivery and coordination of HR services through an human resource business partnering model of service delivery. The successful applicant will provide advice, strategic partnering, and services to the management team on a range of HR issues including employee/industrial relations, recruitment & workforce management, capability & engagement, policy development, performance management & improvement, position classifications & remuneration, and employee development. 2. Provision of internal consultancy support and specialist IR advice to managers on a range of HR issues. 3. Lead a team of HR Business Partners. 4. Provide strategic direction and best practice HR solutions to the organisation 5. Coordinate consultation processes with the unions on industrial matters, including Enterprise Agreements. 6. Develop and foster good working relations between the organisation, relevant trade unions, and internal union delegates 7. Coordinate internal disciplinary and investigation processes. 8. Review Human Resources Policies and Procedures and apply continuous improvement methodology to ensure they meet business needs. 9. Responsible for the Administration Relief Pool of casual staff 10. Drive the HR Business Plan, HR Strategy and other business improvement initiatives. 11. Oversee our volunteer practices in conjunction with business unit volunteer co-coordinators. 12. Contribute as a member of a team in developing innovative business focus solutions. 13. Adherence to all Council s policies and procedures as relevant to this position. 14. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

4 KEY SELECTION CRITERIA: Essential: 1. A seasoned HR professional with a proven track record in the delivery of a range of HR services. 2. Extensive experience with providing expert advice to senior managers and line management on a range of human resource management issues including IR, Recruitment and Training & Development matters. 3. Highly regarded reputation as a trusted HR Business Partner or Strategic HR Advisor 4. Significant experience in complex formal disciplinary and investigation processes. 5. Demonstrated experience leading EA negotiations. 6. Well developed interpersonal skills, including influencing and negotiation skills. 7. Customer focussed with the ability to develop business focussed HR strategies. 8. Knowledge of industrial law and experience with negotiating outcomes with unions. 9. Previous experience with policy development 10. Ability to resolve conflicts and develop innovative solutions 11. Appropriate tertiary qualifications in human resource management or related disciplines 12. All candidates should display integrity, responsibility, respect for others and the ability to be innovative. Desirable: 1. Local Government experience ACCOUNTABILITY AND EXTENT OF AUTHORITY: Accountable for providing accurate specialist advice on a range of HR matters including specialist IR advice. This position is responsible for co-ordinating internal HR investigations and disciplinaries, ensuring the organisation s business untis and managers are aware of and meet legislative requirements (including requirements under the Fair Work Act, the CoGG Enterprise Agreement, and best practice consultation and dispute resolution processes), overseeing the HR service brokering activities of the HR Business Partners, interpretation of job classifications and developing and updating Employee Relations and Recruitment policies and guidelines. This position is also responsible for ensuring adherence to the Employee Relations Budget, and business planning review and reporting related to the function (i.e. Service Planning) JUDGEMENT AND DECISION MAKING: This is a specialist position which is essentially problem solving in nature. The position will be required to make professional and sometimes complex judgements in relation to a range of HR/IR matters sometimes with competing demands and conflicting stakeholders SPECIALIST SKILLS AND KNOWLEDGE: This role will be required to provide specialist advice on a range of HR matters and therefore the incumbent must have a solid understanding of relevant legislation, be able to interpret Awards and Enterprise Agreements, have a sound working knowledge of HR practices and policies and have some exposure to representing an organisation at conciliation hearings. Ability to undertake internal investigations and disciplinaries ensuring Council are abiding by relevant policies and that procedural fairness is afforded. Ability to use personal computer and possess a high skill level in the use of Microsoft suite of software, specifically Word and Excel. Ideally knowledge of HRIS (Empower) would be an advantage. Preparation of reports, budgets and policies.

5 MANAGEMENT SKILLS: Efficient and effective planning and use of own time in the setting of priorities to achieve specific and set objectives with the resources available and within set timeframes. Ability to manage staffing resources INTERPERSONAL SKILLS: The position requires communication skills of an order to effectively: Liaise with Managers, Unions and counterparts within the industry and all levels of Council staff to exchange views and discuss and resolve specialist problems; Negotiate successful outcomes; Deliver effective formal and informal presentations in public forums; The role involves interpersonal skills that will engage, lead and motivate direct reports to achieve business objectives. Written communication skills of an order sufficient to effectively prepare clear and concise reports and correspondence on matters relating to the position. Ability to demonstrate integrity, responsibility, respect and innovation in all aspects of the position. QUALIFICATIONS AND EXPERIENCE: Appropriate tertiary qualifications in human resource management or related disciplines. Current Victorian Driver s License. Proven experience in a range of computer applications. SPECIFIC HEALTH AND SAFETY REQUIREMENTS: A pre-employment medical examination may be required. Participate, where required, in the reporting of health, safety and wellbeing issues. SPECIAL CONDITIONS: Employment is subject to the presentation of documentary evidence of the right to work in Australia. A National Police Records check may be required throughout your employment with Council. Current Victorian Drivers Licence is essential where the need to drive a Council vehicle is required.
