1 Senior Asset Capability Engineer Electrical PO6 Permanent - Ipswich Based About the position Reporting to the Principal Asset Capability, as the Senior Asset Capability Engineer you will be responsible for the contribution of electrical engineering expertise and advice to the management of existing and future assets to achieve water supply strategies and legislation obligations at least whole of life cost. Your primary objectives will be: Contribute engineering expertise and advice to the management of existing and future assets to achieve water supply strategies and legislation obligations at least whole of life cost. Provide expert discipline Electrical Engineering direction for the definition of the capability of existing assets, using risk and criticality ratings. Undertake expert discipline Engineering assessments to determine the capability of built assets. Develop, and contribute to, efficient and effective asset management plans for built assets. Provide technical input and support to the Water Supply Strategy and Policy group, including advice about strategic risks, capability gaps and maintenance objectives. Desirable skills and experience Tertiary qualifications in Electrical Engineering. Significant experience in a similar Electrical Engineering asset management role. Qualifications and or professional experience in management or project management are highly regarded along with RPEQ accreditation. Substantial experience in the management of infrastructure, evaluation of assets and their performance, including treatment plants, pumping equipment and pipelines. Significant experience in planning, organising, executing and reporting progress against achievement of asset management plans, including development of emergent, annual and longer term investment priorities and programs. Extensive experience in undertaking development of project proposals for efficient and effective improvements. Demonstrated ability to provide electrical discipline engineering advice on policy, standards and strategies in relation to asset management and maintenance applicable to Seqwater s assets. High level interpersonal and written skills with the proven ability to communicate effectively with people of various disciplines at various levels. Demonstrated results oriented abilities and time management skills. Unrestricted Class C drivers licence. ORGANISATIONAL INFORMATION & OBJECTIVES Seqwater is one of Australia s largest water businesses with the most geographically spread and diverse asset base of any capital city water authority in the country. Seqwater is responsible for ensuring a safe, secure and reliable water supply for almost three million people across South East Queensland and managing more than $9 billion of water supply assets including dams, weirs, water treatment plants and a 600-kilometre pipeline network. This includes managing the natural catchment health of the region s major drinking water sources. The organisation also supplies climate resilient sources of water through the Gold Coast Desalination Plant and the Western Corridor Recycled Water Scheme. 3 Manages recreation facilities which currently provide more than 50 per cent of the green space for South East Queensland. More than two million people visited Seqwater recreation facilities over ; Provides essential flood mitigation services across Wivenhoe, Somerset, North Pine and Leslie Harrison dams; Has a strong research and development focus with partnerships with The University of Queensland and Griffith University; Provides irrigation services to around 1,000 rural customers in five water supply schemes; and Is the host institution for the Australian Water Recycling Centre of Excellence. GROUP OBJECTIVES AND FUNCTION The activities of the Asset Portfolio Development and Delivery Group are delivered under a structure that comprises of the following work teams: Water Quality and Environment, Asset Capability and Sustainability, Asset Planning, Engineering and Technical Support, and Program Delivery and supported by a Program Management Office. Key group objectives include: Managing natural and built assets to achieve water supply strategies and policies and regulatory obligations, now and into the future. Managing asset investment so that that asset utilisation is maximised, capital investments are optimised and medium to long term risks are managed. Developing, overseeing and implementing water quality and environmental activities to ensure effective outcomes and to manage risks and meet legislative and regulatory requirements. Obtaining best value in program management and delivery. WORKPLACE HEALTH & SAFETY RESPONSIBILITIES Safety at Seqwater is everyone s responsibility. KEY DUTIES & RESPONSIBILITIES Provide expert discipline Engineering advice and analysis to inform the management of existing and future assets to achieve water supply strategies and legislation obligations at least whole of life cost. Contribute extensively to the development, implementation and continuous improvement of risk based maintenance strategies across all Seqwater assets. Coordinate the identification of asset renewal requirements, informed by asset management planning, fault records or operational feedback, and the determination of whether an operational, capital or maintenance response is most appropriate to optimise asset performance and life-cycle costs. Undertake discipline Engineering assessments for the: o definition of the capability of existing assets, having regard to raw water quality risks, asset condition and legislation obligations o development of cost-effective asset management plans and asset class plans Contribute to continuous improvement in Seqwater asset management processes, within the framework defined by Water Supply Strategy and Policy, including: planned asset condition surveys, where necessary to supplement information available from maintenance and operational activities. Define, and contribute to, the definition of required asset improvements, for detailed planning by the Asset Planning team. Identify, and contribute to the identification of, asset renewal opportunities, informed by asset management planning and analysis of fault records and operational feedback. Contribute to determining whether an operational, capital or maintenance response is most appropriate to optimise asset performance and life-cycle costs. Contribute extensively to the development, implementation and continuous improvement of risk based maintenance strategies across all Seqwater assets. Support operational and program delivery activities as required. Contribute to the development of the annual planned maintenance and asset improvement programs, based on the asset renewal and refurbishment program and having regard to risks and financial constraints. 5 Participate in the development and administration of the Asset Capability budget; the forecast of funds needed for resources, equipment, materials and supplies, approve expenditure and implement budgetary adjustments as appropriate and necessary. Contribute to a working environment, mentoring a multi-discipline team and empowering individuals to take ownership of their work, encourage innovative thinking, teamwork, diversity, and a flexible and enthusiastic work culture. Carry out other duties as directed by the Principal Asset Capability, as required. Observe and comply with all Seqwater Occupational Health and Safety standards and practices, Quality Management System procedures and Environmental Management System procedures. In all duties, comply with the behavioural expectations set out in Seqwater s Code of Conduct, policies and procedures. KEY SELECTION CRITERIA Qualifications Tertiary qualifications in Engineering, e.g. Civil, Mechanical, Electrical or Process from a recognised tertiary institution with a minimum of 15 years experience in a similar field. Qualification as a Registered Professional Engineer of Queensland or Chartered Engineer. Qualifications and professional experience in management or project management are highly regarded. Unrestricted Class C drivers licence. Knowledge, Experience, Skills & Abilities Substantial experience in the management of infrastructure, evaluation of assets and their performance, including dams, treatment plants, pumping equipment and pipelines. Significant experience in planning, organising, executing and reporting progress against achievement of asset management plans, including development of emergent, annual and longer term investment priorities and programs. Extensive experience in undertaking process optimisation and the development of project proposals for efficient and effective improvements. Demonstrated ability to provide discipline engineering advice on policy, standards and strategies in relation to asset management and maintenance applicable to Seqwater s assets. Demonstrated professional operational and accounting knowledge relative to asset management. Experience in working with a diversified range of stakeholders and building professional networks to achieve improved resource management outcomes. Proven ability in delivering services, and the effective management of projects utilising external professionals, contractors, consultants and partnership arrangements to meet technical, financial, and time requirements. Highly developed verbal communication skills, to effectively liaise and negotiate with clients, regulatory authorities, peer research organisations, consultation groups and other staff. Demonstrated knowledge, or the ability to quickly acquire knowledge, of Seqwater s policies and operations, as well as State Government legislation and policies applicable to Seqwater.
