1 APPENDIX 3 J O B S P E C I F I C A T I O N DIRECTORATE: DIVISION/SECTION/UNIT: Information & Business Change UNIT MANAGER: ICT Services Manager POST TITLE: Software Solutions Architect JOB FAMILY & ROLE PROFILE: OS60S POST NO: CS65367 GRADE 11 SUMMARY OF ROLE REPORTING TO: PURPOSE OF THE POST: ICT Service Manager The purpose of this critical role is to monitor, develop and innovate the Council s ICT software infrastructure, applications and (from January 2016, helpdesk support), in line with the Council s ICT Strategy. The post holder will undertake technical research and development and provide advice to the Directorates and schools in relation to all software technical matters appropriate to current and future technologies. The post holder will be responsible for the day to day management of a software development team, in addition to being the Council s designated Security Officer (software) with responsibility for the security of the Council s data network and server infrastructure to ensure compliance with PCI and PSN Codes of Connection. The post holder will also deputise for the ICT Services Manager as and when required.. THE POST HOLDER IS RESPONSIBLE FOR THE FOLLOWING: 1. Responsible for the overall design, documentation and governance of the Council s ICT software application development and other related innovations. 2. Develop a Council wide architecture roadmap for the incremental development and growth of the Council s
2 ICT infrastructure over a period of 3-5 years 3. Liaise with user departments to translate business requirements into technical specifications actionable by the development team 4. Provide end to end application architecture and design for complex business solutions 5. Actively participate in quality assurance activities including design and code reviews, unit testing, defect fixes, operational readiness, etc. 6. Act as Corporate ICT Consultant, championing the customer in developing and designing ICT projects for Directorates and schools. 7. Responsibility to contribute to PCI and PSN Code of Connection (software) compliance, to maintain the council s connection to the Government Secure Infrastructure. 8. To support business users and other ICT colleagues in resolving service/contractual disputes of a technical nature as part of an agreed escalation process. 9. To research and keep abreast of new and emerging technologies, particularly in relation to software development, cloud computing and mobile technologies 10. To assist the ICT Service Manager in continually developing the ICT Strategy around emerging technologies and new innovations and ensuring corporate alignment. 11. Represent the Council at external meetings of technical specialists and support/advise the Head of Information and Business Change at any external meetings / events as required. 12. Analyse technical propositions from external third parties ensuring compliance with standards and the strategy, and make recommendations. 13. To develop and monitor technical policies and standards, in line with legislation, security protocols from Central Government, best practice and in a way which is practical for service users 14. Deliver training to service users or leads within Directorates and schools, particularly following the roll out of new developments 15. To assist the ICT Service Manager in ensuring the integrity of the Council s ICT infrastructure and that it is resilient, secure, and facilitates the Council s Business Continuity and Disaster Recovery plans 16. To assist the ICT Service Manager on major procurement exercises, providing technical advice and guidance, liaising with the Procurement section to ensure the Council s procedures are followed, and make recommendations. 17. To support the ICT Services Manager in maintaining skills, capacity and capability for the future through good practice, e.g. ITIL, Agile, Six Sigma, Investors in People; Performance Management and Appraisal; Continuous Professional Development, etc.
3 18. Work closely with colleagues in the Innovation function of HR/OD to support the development of organisational capability to drive a culture of ICT enabled innovation across the Council 19. Support the work of corporate Learning and Development and the Innovation Co-ordinator in encouraging purple room ICT initiatives and activities and ensure they are supported throughout the innovation process from inception to business as usual Income: 20. Work closely with the income strand to incorporate / embed income generation opportunities into ICT projects across the Council 21. Ensure any income targets are SMARTER, monitored and reported through agreed governance arrangements Financial responsibilities: 22. Manage any capital / revenue budget allocated to a specific ICT project on behalf of Directorates / strand leads. Report analysis or variances through agreed governance arrangements. 4 P E R S O N S P E C I F I C A T I O N ROLE CRITERIA NO.1 Essential EDUCATION, QUALIFICATIONS & TRAINING Degree or equivalent professional qualification. Alternatively the candidate must be able to demonstrate significant skills, abilities and experience in technical ICT matters as defined in the job description. Evidence ROLE CRITERIA NO.2 Essential All certificates to be provided at interview for validation. SKILLS /TECHNICAL / PROFESSIONAL COMPETENCE Candidates will have a strong ICT related background, with a broad knowledge of a variety of technologies and the ability to program using C#, Java, CSS, HTML, SQL and ASP.net. Experience of converting traditional business processes into new technology Experience of successful design and implementation of IT strategy in an enterprise architecture that achieves required business service levels Experience of generating technical documentation Strong object orientated development in C# up to the latest.net Framework and Visual Studio Enthusiastic and adaptable, with the ability to pick up new products areas and technologies quickly. Knowledge and experience of the software development lifecycle Candidates must have an excellent level of technical competence and an understanding and awareness of best security practices, current and emerging technologies and how these can be utilised to meet business solutions. Broad and deep technical knowledge of Microsoft products and technologies. Strong knowledge of planning, design, implementation and support of enterprise software applications. Strong analytical skills Strong ability to think creatively Strong Program and Project Management skills Excellent verbal and written communications skills Strong ability to work in a team environment
5 Strong attention to detail An experienced programmer, without necessarily writing code day-to-day. Excellent communicator, able to explain, persuade and justify decisions and concepts to people at all levels. Detailed understanding of software development tools, design methodologies and best practice. Candidates, should have an understanding of the following: ITIL33 BS27001 Agile development and software management methodologies Evidence ROLE CRITERIA NO.3 Essential At interview, then in post EXPERIENCE Candidates should have experience at a senior level ideally gained within a Local Authority ICT environment. The post holder will be experienced at leading the software development team, ensuring all software infrastructure solutions are aligned with approved ICT architectural standards and meet the current and future needs of the business. Familiar with providing software technical consultancy to departmental staff and participating in business development efforts including proposals, development plans, and presentations, as directed. Experience of undertaking project work across the team as required participation in reference groups, training and testing on new functionality etc. Security certification to SC level will be required. Evidence At interview, then in post ROLE CRITERIA NO.4 COMPETENCIES & ABILITIES Essential Have an in-depth knowledge of software development, implementation of software solutions and application design and architecture The ability to manage a team of developers effectively and ensure their time is used appropriately The ability to solve work problems logically and make decisions appropriate level to the post Demonstrable commitment to the integration of ICT strategy and business strategy in order to ensure that the aims of each are aligned Good knowledge of IS and IT legislation (e.g. Computer Misuse Act 1990) and relevant technical and best practice standards e.g. e-gif, XML, BS27001, ITIL etc.

Excellent interpersonal skills with the ability to develop and sustain relationships with a variety of people, at senior levels, both within and external to the organisation. Excellent written and oral skills including the ability to make effective presentations. The ability to lead and chair meetings, to provide direction and support to ICT users and ICT colleagues. The ability to identify potential future risks, anticipate problems and direct mitigating action The ability to encourage, influence and promote the use of current and emerging technologies and a desire to keep abreast of emerging technologies for future exploitation. 8 DISCLOSURE AND BARRING SERVICE (DBS) DISCLOSURE CHECKS The Disclosure and Barring Service (DBS) has been introduced as a result of Part V of the Police Act, 1997 and will replace the current system of police checking (see attached notes). It should be noted that this post requires a Standard/Enhanced level of disclosure. Further information about the Disclosure Scheme is available at or by contacting the Employee Vetting Team at the Guildhall, Swansea SA1 4PE. This service enables organisations in the public, private and voluntary sectors to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially that involve children or vulnerable adults. The DBS was established under Part V of the Police Act 1997 and was launched in March The DBS can issue 5 levels of Disclosure Certificates, depending on the position applied for, namely Standard, Enhanced, Enhanced with ISA check (children), Enhanced with ISA check (adults) and Enhanced with ISA check (children and adults) Prospective applicants should be aware that before any offer of appointment is confirmed the successful candidate will be required to complete an application for the appropriate level of disclosure; the Authority will provide the relevant DBS Application Forms. Proof of the successful candidate s identity will also be required in the form of the following: Passport, Driving Licence, Birth Certificate and Utility Bills.
