1 BUSINESS SERVICES ORGANISATION - INFORMATION TECHNOLOGY SERVICES BAND 4 ICT Technician JOB DESCRIPTION POSTS: REPORTS TO: ACCOUNTABLE TO: LOCATION: BAND: Band 4 ICT Technician (a waiting list may also be compiled) Band 5 (or equivalent) or above. Band 8B (or equivalent). BSO Information Technology Services, Centre House, Belfast Band 4 ( 18,838-22,016 per annum) Background: The Business Services Organization provides a broad range of ICT services to HSC organisations. The ICT services are required to provide on-going support to business and clinical functions across HSC and to support a range of projects aimed at improving the efficiency and effectiveness of services to patients and clients. BSO Information Technology Services currently has approximately 150 ICT staff. ICT technicians may work in specialist areas of ICT including: system support, software development, web design, communications & network support, desktop support, systems integration and data warehousing. Technicians may also be part of short or long term project teams either directly delivering services or working with commercial providers to implement projects. Job Purpose: The post holder will assist in the support and delivery of ICT Services and Projects delivered by the BSO. This will include a range of functions within the following key areas:- To support the use of complex ICT solutions systems through the provision of ICT support services. Support Services will be delivered under one of the following business areas o Business Systems o Infrastructure and Architecture o Integration, Data Warehousing and New systems development o Community Social Services and Primary Care o Secondary Care Or within a range of ICT Projects including the specification, development, procurement and implementation of complex ICT solutions. The post-holder will work as part of a team in one of the areas described above.

2 Main Areas of Responsibility: 1. Provide ICT services as part of a specialist ICT services or project team within ITS including some or all of the following functions a. Proactive monitoring of Infrastructure and Application services b. Technical support services for Infrastructure such as desktops and mobile clients, servers, operating systems, storage c. Development, configuration and support of databases d. Develop and Modify software as directed e. Develop user requirements and specifications for software and equipment. f. Carry out Business and Data analysis g. Provide ICT Technical expertise, feedback and guidance e. Work with software suppliers in the development and implementation of solutions f. Testing and Review of products and solutions h. Network and Security services such as TCPIP network equipment and software, , directories, firewalls, DNS 2. Use and comply with all IT service management processes as defined by ITS including: a. Monitor and maintain performance of ICT services ensuring adequate capacity and availability of services taking both proactive and reactive action when required b. Record, analyse and resolve complex incidents and problems related to ICT Solutions c. Follow BSO ITS change management and configuration management processes. d. Use and comply with the ITS service management processes for management and functional escalation of problems and incidents. e. Ensure ICT Services operational documentation for which they are responsible is up to date f. Assist in ICT Security audits and Investigation of ICT Security breaches and incidents g. Assist in the development and implementation and testing of robust backup and business continuity procedures for ICT services 3. Work Within BSO ITS Projects including a. Use and comply with all IT project management processes as defined by ITS b. Assist on the design, implementation, development and support of complex ICT solutions c. Participate in and undertake appropriate tasks within ICT Programmes of work, reporting on progress as required d. Participate in the budgetary planning and monitoring processes for Systems and Services

3 e. Participate in the approval processes for ICT spend including input to business case development, gateway reviews and project evaluations. f. Participate in the procurement, negotiation, establishment, monitoring and review of support contracts and service level agreements for ICT Solutions and services. g. Assist in the approval, selection and procurement of Hardware, Software and Services achieving best value for money and compliance with relevant standards 4. Represent the BSO in local or regional forums and other collaborative projects and structures 5. Assist the ICT Business Manager in the formulation of policy, procedures, standards and guidance for both technical operations staff and users of the ICT Solutions 6. Engage in personal and professional development to ensure an expert level of knowledge of ICT technologies and methodologies remains up-to-date and appropriate to the needs of the post 7. Maximise the use of ICT Services ensuring best value for money and most efficient use of resources 8. Liaise and meet with suppliers as required ensuring good relationships are maintained 9. Present ICT Systems and Services related information to technical and non technical audiences 10. Develop knowledge of the relevant business areas associated with the ICT service or Project 11. Undertake any other duties as may be assigned by the ICT Business Manager Other Responsibilities The post-holder will be expected to display high standards of integrity and professionalism towards colleagues and others with whom they are in contact. Under the Health and Safety at Work Legislation staff are required to take all reasonable steps while at work to ensure their own health and safety and as well as that of those who may be affected by their acts or omissions at work. 4 GENERAL RESPONSIBILITIES To assist the Business Services Organisation in the fulfillment of its statutory duty under Section 75 of the Northern Ireland Act 1998, to promote equality of opportunity and good relations, and also the Human Rights Act 1998 and the Disability Discrimination Order To support the Business Services Organisation in meeting its obligations under Risk Management by adhering to the controls assurance standards identified in the Risk Register. ACCOUNTABLE TO: Band 8B (or equivalent). LOCATION: BSO Offices - Depending upon individual posting. SALARY: Band 4: 18,838-22,016 per annum. Essential Criteria:- The post holder must have: 1. a) GCSE Mathematics & English (Grades A-C) OR equivalent qualification to demonstrate literacy and numeracy OR higher qualification AND 2 A Levels equivalent OR higher qualification AND 1 year s relevant experience* OR b) 18 months relevant experience * * Relevant experience is defined as providing or supporting information and communications technology systems in a business environment. Business environment in this context includes ICT areas such as software development & support; web design and development; communications and network support; and technical support. * The following clarification is provided: Software Development & Support environments:.net, C#, Visual Basic,.NET, Unidata, Intersystems Cache, Cobol, Business Objects, Lotus Notes, Fortran, C+, Java, Visual Studio, FoxPro, JavaScript,

6 Oracle (Forms/Reports), Delphi, Filemaker, MS Access. Web Design and Development environments: Apache, IIS, ASP, PHP. Also databases such as MSSQL and MySQL and Web design tools including Dreamweaver, Front Page, (X)HTML, CSS, Javascript, Photoshop, Flash, ASP.NET, Reddot, and Livelink. Communications and Network Support environments: Maintenance and support of communication networks hardware and facilities (primarily based on Cisco equipment) including routers, switches, firewalls and other similar hardware, and have an appreciation of IP networking. Technical Support: Microsoft environments - Windows XP, Windows 7, Windows Server 2003 & 2008, Active Directory, Sharepoint 2010, MS Office 2007 & Unix IBM AIX, HPUX, Linux., Virtualization technologies - VMware, PowerVM, Hyper-V. Database SQL Server, Oracle, Unidata, Intersystems Cache Others - Lotus Applications, Mac OSX. 2. Ability to work as an effective member of a team; 3. Proven ability to communicate effectively, both orally and in writing (as appropriate to meet the needs of the post in full), and to establish good professional relationships; 4. Proven ability to use own initiative and to work with minimum supervision; 5. Ability to undertake detailed investigations, analyse complex data, present results in appropriate manners and make sound recommendations. 6. Ability to: (a) work accurately; (b) demonstrate attention to detail; and (c) prioritise and organise workload; within a pressurised environment and to tight project timescales. Desirable Criteria: - 1. Experience in providing customer support services; 2. Experience in software development processes. 3. ITIL foundation certificate 4. ECDL / Microsoft Expert or equivalent certificate. 5. Knowledge of the structure and key business of the Health Service
