Providing a customer focused staff recruitment and selection service will be important too, as will developing and putting in place HR policies and procedures. As well as a full CIPD qualification, or Chartered MCIPD status, you ll need the drive, determination and resilience it takes to deal with a multitude of priorities in a fast paced environment. We'll also be looking for a track record of managing a HR team/function, dealing with recruitment/selection and working with HR policies, procedures and practices at managerial level. Adept at providing direction, support and advice in employee relations and performance management, you're as comfortable managing legal and reputational risk as you are managing HR change projects. 3 JOB DESCRIPTION JOB TITLE: REGULATED ACTIVITY: RESPONSIBLE TO: LINE MANAGEMENT OF OTHER STAFF: LOCATION: HR Manager No, but DBS Countersignatory status required; this will include Enhanced DBS and Barred List checks HR Director Yes Colchester SALARY: Points (41,208-45,018) PURPOSE STATEMENT: Provide an effective operational HR service for the college staff/managers at all college sites that encompasses the full range of HR activities - HR systems, MI, pay and pensions, reward, relations, resourcing, and learning and development. To develop and implement HR policies and procedures in line with College strategies and to meet employment legislation. As a member of the College Management Group, undertake duties required by this Group of staff (e.g. undertaking the role of Evacuation Manager, participation in Evening Duty Management rota, and undertaking actions required under any appropriate College policy or procedure e.g. Disaster Recovery plan, Risk Management register, College Communication policy, and Financial Regulations and Associated Procedures). MAIN TASKS: 1. To manage the day-to-day operation of the Human Resources function, ensuring effective team working and that departmental deadlines are met. Take specific responsibility for the line management of Training and Development Assistants and HR Advisers. 2. To provide a customer focussed staff recruitment and selection service working directly with managers to ensure that their recruitment needs are met using flexible, modern policies/practices and on-line facilities. 3. To ensure that recruitment and selection practices/procedures meet DBS and Safeguarding requirements in this have specific responsibility for ensuring the College s Single Central Register is effectively maintained by the HR team, and be a DBS Countersignatory in the College. 4. To carry out and develop assessment centre techniques for the recruitment of staff as appropriate. This includes attending on occasion, recruitment selection interviews as the HR representative. 5. To develop and ensure the effective use of HR computerised information systems across all sites. 6. To ensure that all payroll and pensions processes, administration and management are undertaken to meet required deadlines. 7. To ensure that procedures are implemented for staff induction and probation.
4 8. To provide advice and guidance to managers and staff on conditions of service and the implementation of HR policies/procedures, including maternity and other family friendly policies. 9. To advise managers, supporting them with individual casework on discipline, grievance, capability, probation, absence control etc. as well as supporting HR Advisers in their case management where needed. 10. To ensure the preparation of HR Management Information for the Colleges Senior Management Team, College Managers and the Corporation Board Committees. 11. To develop and update HR policies and procedures and ensure that standard policies/procedures are used across all sites. 12. To work with the Director of HR and implement HR change programmes to meet organisational requirements. 13. To develop, deliver, and advise on HR training programmes / interventions within the organisation and for managers, as part of the College Strategy and to meet current/new employment legislation; this includes delivery of training such as Induction, Performance Management, Appraisal, Recruitment and Selection, and Q&A/Management Development sessions, as well as other involving other HR team members in this delivery where appropriate. 14. To monitor, develop and implement equality and diversity policies, schemes and action plans for the staff population and deliver staff training as required to ensure that the College s equality objectives/targets are met. 15 To support the Director of HR if required in meetings and consultations with the college s recognised trade unions. 16. Work in conjunction with the Director of HR in the planning, managing and monitoring of HR budget spend as directed by the Director of HR, to include both HR and Staff Training budgets. 17. To work with the Director of HR in the management and implementation of TUPE transfers to meet College requirements where required. 18. Work to promote and apply the College s Safeguarding and Child Protection policy and practices, as well as the College s Equality and Diversity policy and practices. 19. To provide cover and deputise for the Director of HR e.g. attending meetings on their behalf, being recipient of enquiries - during their absence such as during periods of annual leave. 20. Be pro-active and demonstrate belief and action for continuous improvement including being pro-active in own CPD planning and action. 21.
