Job Summary The post holder will be responsible for managing the following North West Surrey (NWS) CCG s contracts: South East Coast Ambulance (SECAmb) 999 SECAmb Patient Transport Service (PTS) SECAmb111 NWS Surrey CCG is the county lead Associate commissioner for the SECamb 999 and 111 contracts for the Surrey Collaborative CCGs and Lead Commissioner for the PTS contract. From 1 st April 2015 Surrey will have a separate SECAmb 999 contract for Surrey CCGs which with NWS CCG as the Lead Commissioner. The post holder will be responsible for the disaggregation of the SECAmb 999 to establish a Surrey contract, lead the contract negotiation and overall contract management of all three contracts ensuring they are appropriately negotiated, monitored and reviewed to drive contract development in support of agreed service transformation, quality improvement in line with the CCG s urgent care plans. The post holder will manage the external support currently provided by South London Commissioning Support Unit for the 111 contracts and Kent & Medway Commissioning Support Unit for the SECamb 999 contracts. 2. Key Responsibilities Contract Development Support the CCG to translate their Urgent Care commissioning intentions and priorities into signed contracts that meet national and local requirements, including financial and quality parameters and are legally binding. 2 Support the CCG in developing a Surrey contract for the SECAmb 999 service from 2015/16 engaging in the disaggregation project across Kent, Surrey and Sussex. Develop the negotiating Strategy for the above contracts setting out agreed strategic commissioning and provider specific contracting objectives, working collaboratively with other CCG partners, as required. Co-ordinate the modelling and analysis of different scenarios to inform negotiating approaches, including impact of CCG Operating plan requirements, NHS England Operating Framework, National tariff system and NHS Standard Contract guidance. Provide advice and support to assess appropriate contractual levers and risk sharing mechanisms to support the effective implementation of CCG change management programmes (QIPP) and drive systems efficiencies and productivity along the care pathway. Oversee, co-ordinate and document the negotiations with providers on behalf of the CCG to sign off; translation of contractual agreements into national contract templates using the e contract portal. Provide detailed briefings to colleagues across the CCG Collaborative and additionally to the Executive team so that any pressure points within negotiations or contract management that may escalate, are understood and suitable strategies employed by directors. Ensure NWS CCG achieves required inputs and outputs relating to SECAmb 999, 111, and PTS contracts led by others across the collaborative. Lead on the procurement of the 111 and 999 contracts with a view to potential alignment with other initiatives such as the Single Point of Access schemes within the CCG. Contract Monitoring Establish robust in-year monitoring and performance management mechanisms to ensure that contract management processes are rigorous and effective. o Undertake monthly contract analysis, monitoring, management of Providers at a Surrey county level o Ensure performance against contractual standards, finance and quality are monitored. o Manage contract compliance by ensuring early diagnosis of issues and timely intervention to ensure that contractual plans and standards are delivered and risk assessments undertaken. Demonstrate ability to work in a matrix style with Finance, CCG Programme Leads, Business Intelligence, and Contract Analysts. Quality team members and Surrey Collaborative CCGs. 3 Co-ordinate the analysis of variances, including a root cause analysis of performance issues, using trend analysis and benchmarking as appropriate, that interprets the data and provides recommendations on next steps to be taken by the CCG. Lead the assessment of risk and performance variances issues with development of appropriate Remedial Action Plans with providers. Lead the active management of contracts to ensure contract compliance e.g. - terms, levers, incentives and penalties are utilised effectively leading to reconciliation. Apply robust contract management processes as per General Condition 9 of the Standard Contract. Lead the escalation and intervention, alerting the CCG to issues of concern and making recommendations for the actions the CCG should take. Co-ordinate the provision of CCG bespoke reports for the Surrey Collaborative Quality and Performance management Ensure contracts reflect activity, funding and contract terms to secure the planned delivery of national and local standards and quality requirements. Ensure underpinning action and implementation plans are in place to support delivery of performance and quality requirements working in a matrix style with the CCG s Quality team. Co-ordinate the monitoring and management of the provider performance against agreed milestones, trajectories and targets and the agreement of remedial action plan to address performance problems Coordinating Commissioning On behalf of the Surrey Collaborative and the CCG, develop and implement governance arrangements in the management of SECAmb 999, 111 and PTS contracts. Chair the monthly Provider Contract meetings and engage with the Providers and Commissioners. Lead the Coordinating Commissioner role for SECamb on behalf of the Surrey Collaborative by ensuring that the commissioning is carried out in line with agreed coordinating commissioner protocols and governance requirements. Lead on Patient Transport, and 111 contracts (where NWS CCG is the lead) and coordinate with other CCG leads/csu staff as required. Manage the relationship with providers particularly at corporate level in relation to the coordinating commissioner role. Head of Ambulance Contracts Band 8c Page 3

4 Support the annual commissioning process with providers including coordinating and leading the negotiation of annual contracts with providers, to include: o Agreement of contracts that deliver national objectives o The agreement of methodologies and modeling to set appropriate volumes and national prices or tariffs o The agreement of service developments. o The agreement of appropriate policies, terms and conditions and underpinning schedules for the contract, in line with the national mode contract Lead the agreement of generic elements of the contract, including CQUIN Ensure effective liaison and communication with other CCGs within the collaborative and Associate Commissioners and CSUs. Ensure robust and timely governance arrangements are put in place to ensure the effective on going management and monitoring of the contracts. Take the lead role in agreeing and overseeing the implementation of agreed action and recovery plans in the event of variance from the agreed contract thresholds. Manage the interface and relationships between the Lead Commissioner, Collaborative Commissioners, Providers and CSU s Develop Collaborative Commissioning Arrangements on an annual basis. Line Management Effectively recruit, manage, motivate and develop directly reporting staff to ensure responsibilities are fulfilled and any development needs and performance issues are addressed. Contribute with other senior managers to further develop the culture of the CCG stimulating high performance standards and demonstrable respect for others.
