5 PART I: OVERVIEW AND GENERAL REQUIREMENTS A. INTRODUCTION In this annuncement, the Institute f Educatin Sciences (Institute) describes its Research Training Prgrams in the Educatin Sciences (Research Training) funded thrugh the Natinal Center fr Educatin Research (NCER). Fr FY 2016, the Institute is accepting applicatins fr training under ne tpic: (1) Pathways t the Educatin Sciences Research Training Prgram (Pathways Training Prgram). This prgram is designed t prepare undergraduate students, recent graduates, and master s students frm underpresented grups fr dctral study in educatin research. Since 2004, the Institute has been invested in increasing the supply f scientists and researchers in educatin wh are prepared t cnduct rigrus educatin research thrugh its training prgrams. The verall purpse f the Institute s training prgrams is t prepare individuals t cnduct rigrus and relevant educatin research that advances knwledge within the field and addresses issues imprtant t educatin plicymakers and practitiners. Thrugh its training prgrams, the Institute seeks t fund new appraches t train and mentr students and researchers frm diverse backgrunds in rder t encurage their entry int and success in educatin research careers. The Institute intends these effrts t lead bth t the training f talented educatin researchers frm a variety f backgrunds and t the incrpratin f diverse ideas and perspectives in educatin research. Fr the FY 2016 cmpetitin, the Institute will cnsider nly applicatins that meet the requirements utlined in this Request fr Applicatins fr the Pathways Training Prgram. The Institute des nt prvide funds directly t individuals seeking training (e.g., undergraduate students, graduate students, educatin researchers). Rather, the Institute prvides funds t institutins t establish training prgrams and independently recruit and train participants fr thse prgrams. Fr this cmpetitin, all awards will be made as cperative agreements in rder t supprt the Institute s invlvement in the planning and implementatin f the training prgram and crdinatin acrss prgrams. Tpics Yur applicatin must be directed t the fllwing training tpic (see Part II). The tpic identifies the type and purpse f the wrk yu will be ding. The Pathways t the Educatin Sciences Research Training Prgram (Pathways Training Prgram) funds training prgrams at minrity-serving institutins (MSIs) and institutins f higher educatin that partner with MSIs. These prgrams are pen t all students and are designed t prvide upper-level undergraduate students, recent graduates, and/r master s students, especially frm underrepresented grups, with educatin research experience and prfessinal develpment in rder t prepare these students t pursue dctral study in the educatin sciences r in fields relevant t educatin research. 2. Eligible Applicants A. Eligible applicants fr the Pathways Training Prgram: Minrity-serving institutins (MSIs) in the United States and its territries that grant bachelr s degrees r graduate degrees in fields relevant t educatin. 1 Academic institutins in the United States and its territries that grant bachelr s degrees r graduate degrees in fields relevant t educatin and that partner with an eligible MSI. MSIs are institutins f higher educatin in the United States and its territries enrlling ppulatins with significant percentages f undergraduate minrity students r that serve certain ppulatins f minrity students under varius prgrams created by Cngress r ther federal agencies. All Pathways applicatins must include an MSI as the applicant r as a partner institutin. Eligible applicants must certify the institutin s status as an MSI (r its partner institutin s status as an MSI) 2 and grant bachelr s r graduate degrees in fields relevant t educatin. There are several categries f MSIs eligible fr this cmpetitin. Fr the purpse f this FY B Request fr Applicatins, the Institute is using the U.S. Department f Educatin s Office f Pstsecndary Educatin s Title III and Title V Prgram Eligibility lists and lists maintained by the White Huse Initiative n American Indian and Alaskan Native Educatin and the White Huse Initiative n Histrically Black Clleges and Universities t certify an institutin s MSI status. The Principal Investigatr and Authrized Organizatin Representative The Principal Investigatr The Principal Investigatr/Training Directr (PI) is the individual wh has the authrity and respnsibility fr the prper cnduct f the training, including the apprpriate use f federal funds and the submissin f required scientific prgress reprts. 6 Yur institutin is respnsible fr identifying the PI n a grant applicatin and may elect t designate mre than ne persn t serve in this rle. In s ding, yur institutin identifies these PIs as sharing the authrity and respnsibility fr leading and directing the training prject intellectually and lgistically. All PIs will be listed n any grant award ntificatin. Hwever, institutins applying fr funding must designate a single pint f cntact fr the prject. The rle f this persn is primarily fr cmmunicatin purpses n the scientific and related budgetary aspects f the prject and shuld be listed as the PI. All ther PIs shuld be listed as C-Principal Investigatrs. The Authrized Organizatin Representative The Authrized Organizatin Representative (AOR) fr the applicant institutin is the fficial wh has the authrity t legally cmmit the applicant t (1) accept federal funding and (2) execute the prpsed prject. When yur applicatin is submitted thrugh Grants.gv, the AOR autmatically signs the cver sheet f the applicatin and, in ding s, assures cmpliance with U.S. Department f Educatin plicy n public access t scientific publicatins and data as well as ther plicies and regulatins gverning research awards (see Part III.B Additinal Award Requirements). 4. Cmmn Applicant Questins May I submit an applicatin if I did nt submit a Letter f Intent? Yes, but the Institute strngly encurages yu t submit ne. If yu miss the deadline fr submitting a Letter f Intent, cntact the apprpriate Prgram Officer fr the tpic yu are interested in and that seems t best fit yur training. CHANGES IN THE FY 2016 REQUEST FOR APPLICATIONS There are tw majr changes t the RFA fr the Research Training Prgrams in the Educatin Sciences (CFDA B) cmpetitin in FY 2016: The Institute is intrducing a new prgram, the Pathways t the Educatin Sciences Research Training Prgram. The Institute is nt cmpeting the Predctral Interdisciplinary Research Training Prgram in the Educatin Sciences, the Pstdctral Research Training Prgram, r the Methds Training Prgram. Yu shuld carefully read the requirements listed under the Pathways Training Prgram tpic (see Part II Tpic Requirements) as well as the instructins fr preparing yur applicatin (see Part IV Preparing yur Applicatin) t ensure that yur applicatin is respnsive t the RFA. D. READING THE RFA The Institute encurages bth Principal Investigatrs and Authrized Organizatin Representatives t read this Request fr Applicatins t learn hw t prepare an applicatin that meets three types f criteria: 1. Criteria that are required fr an applicatin t be sent frward fr peer review (Requirements) 2. Criteria that make fr a strng (cmpetitive) applicatin and are used by the peer reviewers (Recmmendatins fr a Strng Applicatin) 3. Criteria that are required fr a highly-rated applicatin t receive funding (Pre-Award Requirements) 1. Recmmendatins fr a Strng Applicatin Applicatins that meet the required criteria discussed abve will be frwarded t peer review fr an evaluatin f their scientific and technical merit (see Part III.C). Under the Pathways Training Prgram tpic (see Part II), the Institute prvides recmmendatins t imprve the quality f yur applicatin. The peer reviewers are asked t cnsider these recmmendatins in their evaluatin f yur applicatin. The Institute strngly encurages yu t incrprate the recmmendatins int yur Prject Narrative and relevant appendices. 3. Pre-Award Requirements Applicatins that are being cnsidered fr funding may be required t prvide further infrmatin n their prpsed research training activities (see Part III.B) befre a grant award is made. Fr example, yu may be required t prvide updated letters f agreement frm any participating departments/schls r partners reaffirming cmmitment t participating in the training prgram and prpsed cst-sharing (if applicable). Yu may be asked fr additinal detail regarding yur recruitment plan. In additin, yu may be required t prvide greater detail regarding yur prpsed wrk. Significant revisins t the prject that arise frm these infrmatin requests will have t be addressed under the riginal budget. APPLYING TO A TRAINING TOPIC Fr the FY 2016 Research Training Prgrams, yu must submit yur applicatin t the Pathways Training Prgram tpic described in Part II.A.1. 7 This tpic has specific requirements that must be met fr an applicatin t be fund respnsive and sent frward t peer review. The Institute strngly encurages yu t cntact the relevant Prgram Officer if yu have questins regarding the apprpriateness f a particular prject fr submissin under the Pathways tpic. The fllwing pages describe the Pathways Training Prgram tpic s purpse, as well as Requirements and Recmmendatins fr a Strng Applicatin. The requirements fr the Pathways tpic are the minimum necessary fr an applicatin t be sent frward fr peer review. Yur applicatin must meet all requirements listed fr the tpic yu select in rder fr yur applicatin t be cnsidered respnsive and sent frward fr peer review. Pathways t the Educatin Sciences Research Training Prgram Prgram Officer: Dr. Katina Stapletn ( ; Katina.Stapletn@ed.gv) a) Purpse Althugh the percent f underrepresented minrities earning science-related bachelr s and master s degrees has increased since 1993, the percent f underrepresented minrities earning dctrate degrees in science-related fields has remained flat at abut 7 percent fr the past 10 years. 8 The Natinal Science Fundatin (NSF) 9 and the Natinal Institutes f Health (NIH) 10 have bth made increasing diversity amng researchers a pririty, with NSF stating that [b]radening pprtunities and enabling the participatin f all citizens, wmen and men, underrepresented minrities, and persns with disabilities, are essential t the health and vitality f science and engineering (NSF 2008, p. 3). Thrugh the Pathways t the Educatin Sciences Research Training Prgram (Pathways Training Prgram), the Institute seeks t fund innvative training prgrams that prmte diversity and prepare underrepresented students fr dctral study in educatin research. The Pathways Training Prgrams, while pen t all students, seeks t increase the number f fellws frm grups underrepresented in dctral study, including racial and ethnic minrities, first-generatin cllege students, ecnmically disadvantaged students, veterans, and students with disabilities. Pathways Training Prgrams prepare undergraduate, pst-baccalaureate, and master s students fr dctral study in educatin research, and target students wh are underrepresented in such study. Fr FY 2016, the Pathways Training Prgram grants will be awarded t minrity-serving institutins (MSIs) and ther institutins f higher educatin in partnership with MSIs. The gal is t prvide students, especially underrepresented students, with an intrductin t educatin research and scientific methds, meaningful pprtunities t participate in educatin research studies, and prfessinal develpment and mentring that leads t dctral study. The Institute chse t fcus the Pathways Training Prgrams n MSIs because f their lng histry as critical stepping stnes fr underrepresented minrity students wh pursue dctral degrees. 11,12 Pathways training fellws may include upper-level undergraduates (junirs and senirs), pstbaccalaureate students (within 5 years f receiving a bachelr s degree), r students enrlled in master s degree prgrams. 13 The cre feature f the Pathways Training Prgram is a required research apprenticeship, in which fellws gain hands-n research experience under the supervisin f faculty mentrs. In rder t prepare participants fr dctral study, prgrams will als prvide training in multiple areas: Subject-matter knwledge in the chsen educatin research theme f the training prgram Methdlgical knwledge and skills Career develpment Each prpsed training prgram shuld be interdisciplinary invlving fields such as educatin, statistics, ecnmics, scilgy, psychlgy, and public plicy and prvide pprtunities fr students t learn hw researchers are addressing significant issues and challenges facing educatin plicymakers and practitiners. Pathways training prgrams can be f varying frmats, lengths, and fci; hwever, at a minimum, they must each have an educatin research theme and research apprenticeship pprtunities fr fellws. Cmmunicatin skills (bth written and ral): Prgrams can prvide pprtunities fr fellws t learn, practice, and apply skills needed t cmmunicate with ther researchers, educatin practitiners, plicymakers, and the public.
