1 REQUEST FOR PROPOSAL FOR SHAREPOINT LEGISLATIVE MANAGEMENT SERVICES The Wyming Legislature is at a pivtal pint in the management f its infrmatin and we are lking fr an accmplished firm with SharePint technlgy expertise t prvide directin fr the use f SharePint 2010 as the main platfrm fr legislative management activities in the Wyming Legislature t mst effectively manage the branch s infrmatin. The Wyming Legislative Service Office (LSO) invites qualified firms t submit a prpsal fr SharePint Deplyment services fr the fllwing prject, which will cnsist f three parts: SharePint installatin and cnfiguratin; legislative management design dcument; and SharePint training. PROJECT TITLE WYOMING LEGISLATIVE BRANCH SHAREPOINT LEGISLATIVE MANAGEMENT SERVICES PROJECT LOCATION Wyming State Capitl, Cheyenne, Wyming PROJECT GOALS Replace the existing legislative management system with a 2010 SharePint slutin. This prject will be the first phase t replace the legislative management system and cnsist f the fllwing: (1) Install and cnfigure SharePint 2010 envirnment. (2) Develp a legislative management slutin design dcument that lists all system & business requirements and functinality and hw each requirement will be met in the SharePint envirnment. The design dcument will als include an accurate estimate f the level f effrt and csts necessary t cmplete the slutin. (3) Recmmend SharePint User, Pwer-user and Develper training ptins fr LSO persnnel t imprve and enhance their SharePint knwledge. The Wyming Legislature wishes t utilize the branch s existing technlgy resurces t the maximum extent pssible in the develpment f the legislative management slutin. SUMMARY OF PROJECT BACKGROUND ON THE LEGISLATIVE BRANCH Wrking clsely with staff frm the LSO, the prpsed vendr will establish a SharePint envirnment and prepare a design dcument fr legislatin management activities. These activities cnsist f bill drafting, bill prcessing and bill tracking and are shwn in the mind map n page 5. The prpsal will include cmpletin f a detailed prject implementatin plan that utlines tasks, timelines, and resurces needed t cmplete the prject. The Wyming Legislature is a 90-member citizen legislature, meaning the members elected serve part-time and this is typically nt the members primary ccupatin. Annual legislative sessins are held in Cheyenne fr 40 days in dd-numbered years and fr 20 days in even-numbered years. Legislatrs meet thrughut the state during the interim between sessins t cnduct interim cmmittee wrk. The Legislature emplys a small number f nn-partisan staff t prvide administrative and prfessinal services fr the state s legislative branch f gvernment. There are 35 staff wh wrk year-rund fr the Wyming Legislative Service Office (LSO) and abut 80 additinal staff wh wrk part-time during the sessin fr the Wyming Senate and the Wyming Huse f Representatives.

Train and mentr LSO emplyee in all steps f the installatin and cnfiguratin prcess. Create SharePint backup strategy SharePint system tested and ready fr prductin. Part II will cnsist f the develpment f a Legislative Management Slutin Design Specificatin fr all items shwn in the mind map n page 5 t include: Slutin Requirements t include hw the requirements will be met in SharePint (e.g. ut f the bx, cnfiguratin r custm develpment). Infrmatin Architecture Business Use Cases Cmplete and accurate estimate f level f effrt & csts t cmplete the system develpment. PART III: SHAREPOINT TRAINING PROPOSAL FORMAT AND NUMBER OF COPIES Part III will cnsist f n-site SharePint training fr LSO persnnel. The prpser must have experience training with Micrsft Official Curriculum training and must have hands n persnnel mentring experience with the fllwing technlgies: Micrsft Office SharePint Server 2007, InfPath Frms,.NET, SQL Server, Visual Studi Team System, Team Fundatin Server, and Windws Server/Active Directry envirnments. Training will include the fllwing curses: SharePint end-user training SharePint pwer-user training SharePint develper training Mbile lab includes laptps, cnfiguring, testing and delivery f SharePint 2010 envirnment Please prvide seven (7) printed cpies and One (1) digital cpy f yur prpsal t the Legislative Service Office at the address listed belw, attentin Jamie Schaub. The prpsal will cnsist f the fllwing cmpnents: Executive Summary - This part f the respnse t the RFP shuld be limited t a brief narrative highlighting the vendr s prpsal. The summary shuld cntain as little technical jargn as pssible and shuld be riented tward nn-technical persnnel. This sectin shuld nt include cst infrmatin. Scpe f Services - This sectin f the vendr's prpsal shuld include a general discussin f the vendr's understanding f the "verall" prject and the scpe f wrk prpsed. Implementatin Plan - While it is understd that the chsen vendr will g thrugh a prcess f requirements verificatin, it is requested that each vendr prvide a preliminary implementatin plan and assciated timeline fr perfrming the plan. Fr cmparative purpses, respndents shuld assume a start date f September Within the implementatin plan, each respndent shuld include the fllwing: Activity/task breakdwn structure Estimated start and finish dates fr each activity/task Milestnes, i.e. deliverables Estimated number f resurces frm the LSO and vendr required fr each activity/task Vendr Backgrund Infrmatin - This sectin will help the LSO better understand the stability, experience, and expertise f each f the respnding cmpanies. Vendrs must prvide the fllwing infrmatin abut their cmpany, including: Hw lng the cmpany has been in business. A brief descriptin f the cmpany size and rganizatinal structure. List f all legislative branch clients by name and state. Any material (including letters f supprt r endrsement frm clients) indicative f the vendr s capabilities. Prject Csts - It is especially imprtant fr the LSO t understand all f the csts assciated with the prpsed prject. The csts shuld be brken dwn by resurce, hurly rate, ttal hurs and ttal cst. All travel csts shuld be brken dwn by resurce, number f days nsite and per-diem rate per day. SCHEDULE SELECTION COMMITTEE SELECTION PROCESS The schedule fr selectin f a cnsultant is prvided belw. The Selectin Cmmittee will review the prpsals, rank the firms, select firms t be interviewed, cnduct the interviews, and select the firm fr award f the cntract. The Selectin Cmmittee will emply a Qualificatins Based Selectin (QBS) prcess fr the selectin f the cnsultant fr this prject. Qualificatins f the cnsulting firm, and any cnsultants and their experience f wrking tgether as a team. Prfessinal backgrund and caliber f previus experience f each persn frm the firm t be assigned t this prject, including prject management certificatins. Prpsed prject management plan and the precise rle f each persn in accmplishing the wrk. Experience in enterprise-wide systems planning and prject management, with significant experience in technlgy planning and analysis f business prcesses. A strng understanding f the technical issues assciated with the SharePint platfrm and demnstrated ability t relate technical infrmatin t nn-technical audiences. Prpser must demnstrate recent and relevant cnsulting experience wrking with gvernmental agencies. The recent cnsulting wrk must include implementatin experience with Micrsft Office SharePint Server (MOSS) 2007, InfPath Frms,.NET, SQL Server, Visual Studi Team System, Team Fundatin Server, BizTalk, and Windws Server/Active Directry envirnments. Prvide names and telephne numbers f tw (2) references fr each prject. Unique r ther relevant experience related t implementatin f technlgy prjects, specifically within legislative r ther public cntexts. Prpser must have experience with Micrsft Official Curriculum training. The prpser must have hands n persnnel mentring experience with the fllwing technlgies: Micrsft Office SharePint Server 2007, InfPath Frms,.NET, SQL Server, Visual Studi Team System, Team Fundatin Server, and Windws Server/Active Directry envirnments. Preference will be given t an active Micrsft Gld Certified Partner with the fllwing current cmpetencies fr Micrsft: Infrmatin Wrker Slutins with specializatin in Enterprise Cntent Management and Frms. Custm Develpment Slutins Data Management Slutins Service Oriented Architecture (SOA) and Business Prcesses Learning Slutins Preference will be given t prpsed individuals with recent Micrsft certificatins, in particular thse with the designatin f Micrsft Certified SharePint 2007 Technical Specialist.
