Our main centres - Wonthaggi, Cowes, Inverloch, San Remo and Grantville - service the local population and more than 4.6 million visitors each year. Bass Coast is the fastest growing area in Gippsland, Our resident population is about 30,000. During peak holiday periods, this swells to over 70,000. Phillip Island attracts many visitors with its world famous Penguin Parade and the annual Australian Motorcycle Grand Prix. Regular events at the Grand Prix Circuit are complemented by a number of well established music festivals and a smorgasbord of arts, local produce and family entertainment at locations across the Shire. The major industries in Bass Coast are agriculture, construction, tourism, retail, health and community services, education and training. Council The municipality is governed by seven elected councillors and Council has an annual budget of $70 million, employing about 450 staff. The Civic Centre is located in McBride Avenue, Wonthaggi. We also provide customer service from offices located in Cowes, Grantville and Inverloch. Page 1 of 7

The position As one of the fastest growing regional Councils in Victoria, we are growing at a rapid rate. Our leadership team recognises the value of HR to business success, so our team resourcing is expanding accordingly. We have an exciting opportunity for an experienced Learning and Development professional to join our Human Resources Team. This is a new position and is one of six fulltime staff in HR. Within this role you will develop and implement a Learning and Development Program that aligns with our organisation s strategic objectives and goals. Essential in achieving this will be ensuring the program reflects the current and future needs of our workforce, so that we are well positioned for change. Your role will see you undertaking analysis and research to build and evaluate a Corporate Learning Calendar and to develop a comprehensive Leadership Development Program. You will also provide consultancy advice to individuals and their managers regarding specific learning and development needs. As a learning and development professional with strong presentation and facilitation skills, you will demonstrate the ability to communicate with stakeholders at all levels to achieve outcomes. General conditions Employment will be in accordance with the Bass Coast Shire Council Enterprise Agreement (6) 2009 (EBA), the policies and procedures of Council, and any workplace agreements that may be negotiated from time to time. Hours The hours are based on a 38 hour week, generally worked Monday to Friday between 8.30am and 5.00pm. Where approved beforehand, hours worked in excess of 38 hours in any one week may be accrued on an hour for hour basis to be taken as time-in-lieu at a later agreed date. Salary The position is classified as a Band 7, depending on skills and experience, in accordance with the EBA. With the additional benefits gained through Enterprise Bargaining at Bass Page 2 of 7

3 Coast, this provides an annual salary of $75,584 to $84,484, plus superannuation, public holidays, leave entitlements and other benefits. Generous annual pay increases are also provided through the EBA. Pre-employment medical Applicants may be required to undergo a pre-employment medical examination. The key selection criteria against which applicants will be assessed are: Tertiary qualifications in Human Resources and Certificate IV in WorkPlace Training and Assessment Significant experience in diagnosing issues and developing, implementing and evaluating learning and development programs within a diverse organisation Demonstrated experience in working with senior leaders and emerging leaders in the design, development, implementation and evaluation of leadership programs. 4 Position Description Position: Learning and Development Officer Classification: Band 7 Status (FTE): Permanent (1.0) Department: Occupant: Organisation Development Vacant Date: June Position Objectives To manage the lifecycle for all learning and development programs and initiatives including analysis of needs, development, implementation and evaluation. To provide advice to management and employees on learning and development options that will best support the achievement of Council s overall goals and objectives 2. Key Responsibility Areas Develop and implement a Learning and Development Program in alignment with organisation s strategic objectives and goals. Ensure the Learning and Development Program features strategies that strengthen Leadership Development capturing both experienced and emerging leaders within the organisation Provide timely and relevant advice to employees and their managers regarding learning and development needs to ensure the best outcomes are achieved. Ensure that we engage training providers that deliver us best value with superior quality, alignment to our values, delivery of outcomes and cost effectiveness. Coordinate the ongoing direction and priorities of our Performance Evaluation System to strengthen a performing and developing culture. Prepare and report on learning and development for management reporting, organisational performance indicators, HR s own performance metrics and external benchmarking surveys. Prepare and implement awareness programs to communicate key corporate policies. June 2012 page 4 of 7

5 Prepare and implement strategies that strengthen internal communications and maximise the use of our staff intranet, newsletters, meetings and other internal communications channels. Work as part of the wider Organisation Development team in building organisational awareness of their functions. Other duties as directed within the skills and abilities of a position at this level. 3. Organisational relationships Reports to: Supervises: HR Coordinator Nil 4. Accountability and Extent of Authority While being accountable for the quality, cost and timeliness of work carried out, there is freedom to act by set objectives or budgets. May have formal input into policy development and be required to give specialist advice with regular supervision. Lead and manage learning and development projects and help the organisation produce high quality outcomes. Provide high value to customers (internal and external) by improving systems, processes and relationships with a commitment to the philosophy of Business Excellence. OHS and Risk Management understanding, compliance and promotion of all policies, procedures and practices. Monitor the learning and development budget within delegated authority and in accordance with Council policies. Working Together (Equal Opportunity) principles must be observed at all times. Competencies 5.1 Judgement and Decision Making Work is essentially problem solving in nature. The work has specialised methods, procedures and techniques that can be applied to new situations for the purpose of problem resolution. Decision Making considers a broad range of internal and external factors when developing options for learning and development initiatives. Decisions are put in perspective of the bigger picture. Problem Solving high level research and problem solving in providing solutions to issues before they arise with a can-do proactive approach. 5.2 Specialist Skills and Knowledge Requires an understanding of the organisation s policies, regulations, precedents and long term goals. Analytical and investigative skills are required to identify and analyse a range of options before recommendations can be made. Working within set timetable despite conflicting pressures. Document Management corporate documents are logically recorded so they can be retrieved by others as required. Project Management highly developed project management skills with strong attention to detail. Demonstrated through the ability to manage a diverse range of conflicting priorities whilst still delivering on milestones. The ability to engage and collaborate across the organisation with directors, managers, team leaders, coordinators and staff to facilitate projects including providing clear and consistent advice and support to teams. Constantly exceed customer expectations by knowing what they want, being readily accessible and responsive to their enquiries. 5.5 Qualifications and Experience A tertiary qualification with substantial experience needs to be drawn upon to meet key responsibilities. A tertiary qualification in Human Resources Management or related discipline Certificate IV in Training and Assessment Proven and demonstrable experience in learning and development including experience in working with senior leaders and emerging leaders in the design, development, implementation and evaluation of leadership programs.
