Liaise with Council units and affiliated organisations regarding the provision, maintenance and analysis of spatial information as directed by the Information Systems Team Leader Promote, enhance and support improved use of existing data across business units to improve workplace processes. Provide mobile technology support and maintenance across Council s technical environment. Page 1 of 6

2 ORGANISATIONAL RELATIONSHIPS Reports to: Directly Supervises: Coordinates: Internal Liaisons: External Liaisons: Information Systems Team Leader Nil Nil Liaises with employees across Council Developers, surveyors land planners, ratepayers and government agencies KEY RESPONSIBILITIES AND DUTIES Duties of the Position Geographic Information System Create, integrate and maintain GIS data sets using technologies such as FME, SQL Spatial and SQL Reporting Services Provide accurate and up-to-date digital and hard copy geographic information to all Units. Provide support services to all Units in the performance of their work. This includes the provision of hardcopy, digital and analytical outputs as required on a job-to-job basis. Coordinate the PIP (Property Information Project) and PIA (Property Identification Audits) - NES (Notification for Editing Services) maintenance requests. Digital Map maintenance. Management of open data sets. Rural road numbering / road naming / liaison with Geographic Place Names Committee. Provide information and data to a range of clients including other Council Units, consultants and government bodies. Use existing data sets, and identify new data sets, to improve business processes throughout Council. Enterprise Mobility Take primary responsibility for the support, management and distribution of mobile devices and mobile technologies within Golden Plains Shire Council. Other duties Day to day management of Council s PABX systems. Management of Telephone Billing using Telstra T-Analyst. Provide support for Council s Emergency Management events. Other duties within the scope of the employee s skills, competence and training as directed. 3 Maintain strong team relationships among colleagues and community groups, on a formal and informal basis, across all Council functions. Ensure the security of Council s property and assets and maintain a commitment to the care of all Council s property and assets. Participate as directed in training and education to maintain an up to date knowledge of emergency management responses. Provide administration, logistics and specialist support and advice during CEO identified emergency events. Comply with Council policies and procedures. General Responsibilities Attend relevant training programs approved by the Unit Manager. ACCOUNTABILITY AND EXTENT OF AUTHORITY The officer provides specialist advice and support to clients. Freedom to act is subject to regulations, policies and regular supervision. The effect of decisions and actions taken by the officer on individual clients may be significant but it is usually subject to appeal or review by the Information Systems Team Leader or the Finance Manager. The quality of decisions and actions will often have an impact on the performance of employees being supported. JUDGEMENT AND DECISION MAKING The nature of the work is specialised with methods, procedures and processes developed from theory or precedent. The work may involve improving and developing methods and techniques based on previous experience. Problem solving involves the applications of methods and techniques to new situations. Guidance and advice are usually available. SPECIALIST SKILLS AND KNOWLEDGE The position requires: A sound knowledge of local government geographical information systems. FME data transformation skills SQL skills including SQL queries, SQL Spatial and SQL Reporting Services Experience using Mobile Device Management Software Excellent computer skills. Sound knowledge of mobile devices and technologies. Excellent customer service skills. An understanding of the roles and functions of employees to whom they provide support. An understanding of the long term goals of the Information Services Unit. An appreciation of the goals of the wider organisation (1604) IT Officer (GIS & EM) Officer Page 3 of 6

4 MANAGEMENT SKILLS The officer shall have skill in managing time, setting priorities and planning and organising their own work so as to achieve specific and set objectives in the most efficient way possible within the resources available and within a set timetable despite conflicting pressures. INTERPERSONAL SKILLS The position requires the ability to: Gain the cooperation of IS team members, other employees and members of the public, Provide verbal and written advice and recommendations to the Information Systems Team Leader. Liaise with their counterparts in other organisations to discuss and resolve specialist problems and with other employees within their own organisation to resolve intra-organisational problems Prepare written reports and external correspondence regarding GIS and mobile technologies. QUALIFICATIONS AND EXPERIENCE The skills and knowledge required are beyond those normally acquired through completion of tertiary education alone. They may be acquired through: Completion of a GIS related bachelor s degree or a GIS Diploma level qualification with at least four years relevant experience; or Completion of a Cert IV GIS related qualification with substantial relevant GIS experience; or Extensive GIS related relevant experience and work skills. SELECTION CRITERIA Tertiary qualifications in GIS, IT or related fields (or extensive GIS experience). Knowledge of Geographic Information System concepts, methodologies, technologies and the issues relating to the creation, manipulation, integration and analysis of spatial and non-spatial data sets. Knowledge of current mobile technologies and their practical uses. Knowledge of the functionality of relational databases in particular SQL. Ability to select and apply research, analytical and investigative skills and techniques. Excellent written, interpersonal and communication skills, in order to establish rapport with internal customers, external service providers to resolve technical issues, and to liaise with counterparts within the industry and at all levels within Council. Report unacceptable workplace behaviours such as harassment and bullying. RISK MANAGEMENT Employees are required to follow all policies and procedures in relation to risk management (asset protection, security, public liability and professional indemnity). Employees are expected to: Participate in risk assessments. Demonstrate an understanding of, and a commitment to, Council s Risk Management Standard Operating Procedure. Report all hazards and incidents of which they become aware. OTHER REQUIREMENTS Tasks within this role are often required to be undertaken in the evenings or on weekends. Any such attendance will form part of the core working hours per week. Where weekly hours are expected to exceed the core hours, with the prior approval of the Team Leader / Manager, additional hours may be worked and accumulated as time in lieu. Time in lieu will be hour for hour and shall be recorded and taken within one month in accordance with Council's Enterprise Agreement. Employment is subject to a satisfactory six month probationary period. Employees must comply with Golden Plains Shire Council s Code of Conduct. Completion of a pre-employment Disclosure of Pre-existing Injury or Disease form. A current Australian driver licence.
