1 POSITION TITLE: Asset Management Engineer POSITION NUMBER: 0054 CLASSIFICATION/BAND: City of Greater Geelong Enterprise Agreement (as amended from time to time) Band 7 Salary $78, to $87, per annum, plus superannuation STATUS: Permanent full-time position DIVISION: DEPARTMENT: City Services Engineering Services APPROVED BY: Jamie Westhorpe DATE APPROVED: July 2014 POSITION OBJECTIVE: To contribute to the efficient and effective management of the municipality s assets and infrastructure by optimising the use of technology and Asset Management practices in managing the City s assets in a cost effective and properly prioritised manner.

2 THE CITY OF GREATER GEELONG: The City of Greater Geelong is one of the largest local government areas in Victoria. The City provides more than 120 services to the municipality which has a population of more than 200,000. The City has an annual budget of $229 million and employs over 2000 staff. It also utilises a large number of volunteers. The organisation has five divisions: Community Services; Corporate Services; Economic Development, Planning and Tourism; City Services and Projects, Recreation and Central Geelong. Geelong: Located 75 kilometres from Melbourne, Geelong is Victoria s second largest city and is renowned for its stunning north facing waterfront which overlooks Corio Bay. Geelong is a vibrant cosmopolitan city with a relaxed coastal flavour. It is recognised as offering one of the best lifestyles in Australia. Geelong has all the modern amenities of larger cities, combined with a clean and healthy environment. Geelong Grammar, Geelong College, The Gordon and Deakin University are just some of the schools and tertiary institutions in the region. 3 ORGANISATION RELATIONSHIP: This position is part of the City Services Division which comprises the following departments: Engineering Services Environment and Waste Services Infrastructure Operations Parks and Support Services Reports To: Directly Manages: Internal Liaisons: External Liaisons: Senior Engineer Asset Management Five road and footpath inspection staff, Section Staff, other Council Staff and Management. Statutory and Service Authorities, contractors, consultants, counterparts in other Organisations, Members of the Public. KEY RESPONSIBILITIES: The effectiveness of this position will be determined on the quality of outputs for the following: 1. Life Cycle Asset Management: Modeling and optimum decision making for Asset Management, City programs, benchmarking City Asset Management and examining rehabilitation and replacement of City Assets. Ensure that data on assets, including valuations, maintenance records and current conditions is gathered, entered into the AMIS, assessed and updated regularly. Provide asset information and reports to asset users and works program planners. Develop and implement asset condition programs. Prepare the annual reports on the City s assets to Government departments. 2. Asset Management Plans development: Development and review of Asset Management Plans for Civil Engineering assets Provide asset financial modeling data to Financial Services on a regular basis. Investigations and periodic review of the Council Road Management Plan 3. Modeling & Forwarding Planning: Formulation of overall programs gained through analysis and application of the Pavement Management System. Preparation and identification of base data for road rehabilitation, reseals, kerb and channel, footpaths for the City. 4. Financial Management: Input to budget preparation, and preparation of asset financial reports. 5. Policy & Business Management: Production of reports concerning the benefits of sound asset management strategies, working with consultants for the introduction of new asset management systems. Designing new procedures and practices for the section including manuals with flowcharts. Assisting the section in customer responses on all appropriate discipline. Adherence to all Council s policies and procedures as relevant to this position.

4 Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time. KEY SELECTION CRITERIA: Essential: Civil Engineering Degree. Strong knowledge of Civil Infrastructure assets. Ability to combine technical and strategic knowledge. Ability to model the renewal of assets using predictive modelling Ability to develop and implement innovative solutions to strategic problems. Ability to prepare clear and concise technical reports and correspondence. Sound literacy and numeracy. Sound project management skills. Demonstrated supervisory skills Working Knowledge of the Road Management Act 2004 ACCOUNTABILITY AND EXTENT OF AUTHORITY: Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. This is applicable to both hardcopy and electronic information, including . The primary responsibilities of this position are: o The efficient and effective output of the area in accordance with legislative responsibilities and customer needs. o To make a positive contribution to the operation and success of the section as a whole. o To effectively program and set in place funding streams and management of expenditures. o The timely provision of accurate specialist advice to senior staff and internal and external customers. The freedom to act is governed by legislation, Council policies, procedures, the objectives and budget of the section with regular reporting to Senior Engineer Asset Management. The quality of work may be subject to review by more senior staff and decisions are subject to review or appeal by more senior staff. JUDGEMENT AND DECISION MAKING: This is a specialised position which is essentially problem solving in nature. Position will be required to make professional and sometimes complex judgements with guidance as required.

5 SPECIALIST SKILLS AND KNOWLEDGE: Ability to effectively: Prepare comprehensive programs for asset management using modeling and infrastructure analyses; Benchmarking; Understand relevant sections of Local Government Act; Understand funding processes for infrastructure assets; Assist with preparation of section budget; Assist with preparation of business plan; Use personal computers, word-processing, data base and spreadsheet software; Interpret standards via manuals and other literature. MANAGEMENT SKILLS: Efficient and effective planning and use of own time as well as other members of the team including the setting of priorities to achieve specific and set objectives with the resources available and within set time frames despite conflicting pressures. Ability to initiate, implement and respond positively to change. INTERPERSONAL SKILLS: Oral communication skills of an order sufficient to effectively; Liaise with counterparts within the industry and all levels of Council staff to exchange views and resolve problems. Negotiate successful outcomes. Deliver effective informal and formal presentations in public forum. Gain co-operation and assistance from clients and members of the public. Written communication skills of an order sufficient to effectively prepare clear and concise reports and correspondence on matters relating to operation of section. Ability to demonstrate Integrity, Responsibility, Innovation and Respect in all aspects of the position. QUALIFICATIONS AND EXPERIENCE: Tertiary Degree in Civil Engineering with substantial experience in infrastructure, asset management and funding processes. Experience in staff supervision. Current Victorian drivers licence essential.

6 SPECIFIC HEALTH AND SAFETY REQUIREMENTS: A pre-employment medical examination may be required. Participate, where required, in the reporting of health, safety and wellbeing issues. Manual handling tasks involved. Demanding deadlines. Prolonged periods of in-activity i.e. sitting at the computer. Regular keyboarding associated activities. Long / short distance travel between sites as necessary. Dealing with difficult clients and situations. SPECIAL CONDITIONS: Employment is subject to the presentation of documentary evidence of the right to work in Australia. A National Police Records check may be required throughout your employment with Council. Current Victorian Drivers Licence is essential where the need to drive a Council vehicle is required.
