CALL TO ORDER: 7:15 PM President, Kelly L. Van Valkenburgh called the meeting to order with a quorum present as indicated in the roll call below. She announced an executive session was held prior to tonight s meeting to discuss the Act 93 agreement. II. FLAG SALUTE III. ROLL CALL: Board of School Directors Present Absent Mrs. Kelly L. 2 IV. APPROVAL OF MINUTES May I have a motion to approve the minutes of the August 28, 2008 meeting of the Board of School Directors of the Quakertown Community School District. Manuel Alfonso Paul R. Stepanoff Motion Passed Unanimously V. REPORTS SUPERINTENDENT Philadelphia Magazine Article Dr. Andrejko was pleased to report that Philadelphia Magazine featured an article on the 50 top school districts and QCSD was rated #37 out of 105 school districts. The rating was based on student achievement and average teacher salary. Act 1 Index The Act 1 Index report is 4.1% for this year. Ms. Lenz explained that residents income and aid ratio are factors for determining the index. The school district index is 3.7% which indicates our residents are becoming wealthier Budget Ms. Lenz provided an update on the reserve funds in the budget. Real Estate collections are down, Earned Income Tax collections are up slightly and interest rates have gone down. She recommends waiting six months before the board considers spending any of the reserved funds. BUCKS COUNTY INTERMEDIATE UNIT Mrs. Tirjan reported on a bullying program for teachers and administrators presented by NOVA on September 22 at the BCIU. VI. ITEMS FOR BOARD ACTION (Possible Executive Session) A. PUBLIC COMMENT (on agenda items only) B. FISCAL CONSENT AGENDA 1. APPROVAL OF PLANCON J s The Business Services Department is recommending approval of PlanCon J s, Project Accounting Based on Final Costs, and authorization to submit them to the Pennsylvania Department of Education for their approval, for the following seven construction projects. 2
3 Neidig Elementary School, renovations and addition Quakertown High School, renovations and addition Trumbauersville Elementary School, new building Tohickon Valley Elementary School, renovations and addition Strayer Middle School, new building Pfaff Elementary School, new building Freshman Center, renovations and addition 2. APPROVAL OF PLANCON F, DISTRICT OFFICE RENOVATIONS The Business Services Department is recommending approval of PlanCon F for the renovation of the building at 100 Commerce Drive, which will be used to house the district office. May I have a motion to adopt the above resolution and approve the personnel items as recommended. Discussion: Paul R. Stepanoff George Dager Dr. Andrejko announced that Mr. Thomas Murray will be transferring from Assistant Principal at Strayer Middle School to Principal at Neidig Elementary School. Motion Passed Unanimously VII. INFORMATION ITEMS A. COMMUNICATION Policy on Commercialism/Advertising Dr. Andrejko reported that the district receives requests for advertising from companies who wish to support schools by sponsorship. She asked the board to look at the draft policy for guidance and feedback. Discussion ensued on the way businesses could sponsor the district and if the Quakertown Community Education Foundation could be involved. A draft policy will be presented to the board at a later date. Policy #911 News Media Relations Dr. Andrejko explained that she has received many requests in the past from the media for research and opinions. She would like the board to comment on a recent request from a columnist for her time and opinion. She explained that this was not a right-toknow request and would like the board to provide direction on this request. The board discussed the media relations with regard to Dr. Andrejko s use of her time and agreed that Dr. Andrejko should use her discretion in providing information to the news media. B. BOARD COMMENT Mr. Dean Wackerman suggested using electronic means to provide the board with their board packets prior to a meeting, instead of having the facilities department hand deliver them. Discussion ensued on the benefits of having board documents delivered electronically and possibly moving forward with having paperless board meetings. The board agreed to accept their board packets electronically in an effort to save the facility department time and money. 5

PUBLIC COMMENT Lisa Benack, Quakertown Borough recognized the success of the Freshman Concert Band and Jazz Ensemble and informed the board that they were invited to the Pennsylvania Music Educators Conference.
