1 Napa Valley Community College District REGULAR MEETING OF THE BOARD OF TRUSTEES February 12, :00 p.m. Napa Broadcasting Workshop Room 1230A Building :30 p.m. Call to Order & Closed Session, Room 1538 Board Room 5:30 p.m. (approximate time) Return to Public Session, Room 1538 Board Room Building 1500 McPherson Administration Building 2277 Napa-Vallejo Highway Napa, California Regular meetings of the Napa Valley Community College District Board of Trustees are held the second Thursday of each month. Special meetings may be called by the Board Chair, by the Board at a regular meeting, or by the Board Chair at the request of a majority of the board members. The agenda is distributed to trustees, the news media, legal counsel, college administration, and heads of college constituent groups; it is also posted on campus and at the Upper Valley Campus. All regular and special meetings are open to the public, whose interest is encouraged and appreciated. The district adheres to the Americans with Disabilities Act. In compliance with Government code section (a) Napa Valley College will, on request, make this agenda available in appropriate alternative format. Any member of the public in need of a disability-related modification or accommodation in order to participate in the meeting should contact the President s Office, 2277 Napa-Vallejo Highway, Napa, California, (707) In addition to time provided for general public comment, any member of the audience wishing to address the board regarding an agenda item should go to the podium when the item is under consideration and, after being recognized by the Board Chair, give his/her name and address and state any comments or questions. To give all interested parties an opportunity to speak, comments should be brief and be limited to the specific subject under discussion. Time shall be limited at the discretion of the Board Chair. Any member of the board may request a roll call vote on any item. 5 9.3 1st Reading of Board Policies Recommended to be Repealed This is the first reading of the following board policies that are recommended for repeal: 1. BP Informal Bidding 2. F Quarterly Budget Report 3. F Procedure For Consideration Of Claims 4. F Claims And Actions Against The District 5. F Personal Property Liability 6. F Mileage Reimbursement 7. F Consulting Services In keeping with board policy D1140 Shared Governance, these policies were reviewed through the Council of Presidents. It is anticipated that the Board will take action on these policies at the March 2015 Regular meeting CONSENT CALENDAR The items listed on the Consent Calendar are considered to be routine matters requiring approval or ratification by the board. They are accepted or approved by a single motion without discussion Ratify Financial Documents (Hawk) Approve Warrants for January 31, 2015 General Fund (Fund: 11, 12) $1,415, Child Care Fund (Fund: 33, 35) $ 3, Capital Outlay Projects Fund (Fund: 41) $ Approve Total Gross Payroll January 31, 2015 $1,763, Personnel Document of February 3, 2015 (Ecklin) Academic Personnel Status Document It is recommended that the Board of Trustee approve the Academic Personnel Status Document and the changes in contract status and salary steps listed for (Ecklin) 10.4 Revised Academic Calendar It is recommended that the Board of Trustees approve revisions to the summer session on the Academic Calendar. The calendar was originally approved by the Board of Trustees at the November 14, 2013 Regular meeting. To maximize opportunities for students and enhance enrollment during the summer, two 5-week sessions were added to the calendar. The District and the Faculty Association have reached agreement on the additional sessions and revised calendar which is an item of bargaining. (Giugni) Academic Calendar It is recommended that the Board of Trustees approve the academic calendar. The proposed calendar meets legal mandates and holidays and breaks coincide with those scheduled by the Napa Valley Unified School District. The District and the Faculty Association have reached agreement on this calendar for fall 2015 and spring The academic calendar is an item of bargaining. (Giugni)
6 10.6 Cooperative Agreement #14-CCC-PUENTE-32 It is recommended that the Board of Trustees approve cooperative agreement #14- CCC-PUENTE-32 between the Regents of the University of California/Puente Project and Napa Valley College to continue to provide a program for educationally disadvantaged students at Napa Valley College. The term of this agreement is from July 1, 2014 through June 30, The minimum cost to the College would be $15,000 to cover the implementation of the program over the next 3 years. The maximum amount of funding available from the University of California/Puente Project is $1,500 per year. (Giugni) 10.7 Agreement with California Commission on Peace Officer Standards and Training It is recommended that the Board of Trustees approve an agreement with California Commission on Peace Officer Standards and Training (POST) with Napa Valley College and the Criminal Justice Training Center to provide training for Dispatchers at various locations in California. This training includes instructor development for dispatchers who will be training other dispatchers and advanced skill classes for dispatchers. The total amount of the contract is $191,092. The District will earn up to $13,644 for overhead expenses. The term of this contract is from July 1, 2014 through June 30, (Giugni/Miraglia) 11.0 ACTION ITEMS 11.1 Changes to the Curriculum It is recommended by the Curriculum Committee and Vice President of Instruction Terrence Giugni that the Board of Trustees approve changes to the curriculum as presented. (Giugni/Badgett) 11.2 FINANCIAL REPORTS Quarterly Financial Status Report (CCFS-311Q) for the quarter ending December 31, 2014 (Hawk) Quarterly Financial Status of Income and Expenditures for the quarter ending December 31, 2014 (Hawk) Quarterly Financial Health Checklist for the quarter ending December 31, 2014 (Hawk) Budget Development Values It is recommended that the Board of Trustees approve the Budget Development Values. Each year, the Budget Committee reviews, modifies (if necessary), and forwards a recommendation on budget development values (previously called assumptions or parameters ) to the President. The President then recommends annual budget values for adoption to the Board of Trustees. Recommended Budget Development Values are included in the backup packet. (Kraft/Hawk/Hall)
7 Planning Priorities It is recommended that the Board of Trustees approve the College Planning Priorities. Each year, the Planning Committee recommends college-wide planning priorities to the President. The President then recommends annual planning priorities for adoption to the Board of Trustees. Planning priorities are drawn from the Institutional Strategic Plan and are used to guide unit-level planning by budget center managers for the annual planning process. Recommended Planning Priorities are included in the backup packet. (Kraft/Wornall/Shea) 11.5 Resolution Declaring Intention to Lease Real Property & Publication of Notice Thereof It is recommended that the Board of Trustees unanimously adopt the attached Resolution declaring the Napa Valley Community College District s intent to lease real property to the Napa Valley Unified School District as described in the Resolution.
