7 PMCDP Certificatin and Equivalency Guidelines Intrductin 1-1 SECTION 1 INTRODUCTION This Certificatin and Equivalency Guidelines (CEG) establishes the U.S. Department f Energy (DOE) cmpetency requirements fr all DOE federal prject management persnnel t be certified as DOE Federal Prjects Directrs (FPDs) in accrdance with DOE Order 361.1B, Acquisitin Career Management Prgram, Chapter IV (Prject Management Career Develpment Prgram [PMCDP]). i The purpse f the CEG is t prvide requirements fr certificatin and guidance t FPDs fr the submissin f certificatin packages presented t the Certificatin Review Bard (CRB) fr cnsideratin and apprval. Each Prgram has a pint f cntact (POC) whse rle is t supprt the FPD in preparing the certificatin package. A list f Prgram POCs is n the PMCDP website under quick links. As an incumbent FPD r FPD seeking a higher level f certificatin, the first step is t identify the Prgram POC and cntact him/her t start the prcess fr certificatin.

8 PMCDP Certificatin and Equivalency Guidelines Applicability 2-1 SECTION 2 APPLICABILITY This Certificatin and Equivalency Guidelines (CEG) applies t all Department f Energy (DOE) federal prject management persnnel required t plan and execute prjects in accrdance with DOE Order 413.3B, Prgram and Prject Management fr the Acquisitin f Capital Assets. IDENTIFICATION AND SELECTION OF PMCDP PARTICIPANTS DOE Cntractrs. This CEG and DOE Order 361.1B d nt apply t cntractrs. Exclusins. This CEG and DOE Order 361.1B d nt apply t the Bnneville Pwer Administratin. Grandfathering. This mdule des nt have a grandfather prvisin fr prject management certificatin, and the Certificatin Review Bard (CRB) will nt issue a certificatin based slely n the candidate s incumbency as a Federal Prject Directr (FPD) befre the effective date f DOE Order 361.1B. Participants. Certificatin candidates are nminated by their Prgram Secretarial Office (PSO) with a prfile submitted t the CRB electrnically thrugh the Crprate Human Resurces Infrmatin Service (CHRIS)/Emplyee Self Service System (ESS). Certificatin prfiles are nt accepted frm individuals withut their Prgram s apprval and spnsrship. Candidates packages will be reviewed against the certificatin requirements in place at the time f the initial submissin date. Prfiles that fail t cmplete the independent review phase and are nt presented t the CRB fr certificatin actin within ne year will be remved frm cnsideratin. The spnsring Prgram will be required t resubmit the certificatin package under the current certificatin requirements. The duties and respnsibilities f a FPD can be fund in DOE Order 413.3B. INTERFACE WITH FEDERAL QUALIFICATION PROGRAMS The Prject Management Career Develpment Prgram (PMCDP) has been designed t interface with ther federal qualificatin prgrams. DOE Technical Qualificatin Prgram (TQP). Prir training and qualificatins under the TQP and Senir Technical Safety Manager (STSM) prgrams may be cnsidered as PMCDP training and wrk/develpmental equivalencies where applicable. Acquisitin Career Prfessinals. Acquisitin persnnel ther than FPDs are certified under separate chapters f DOE Order 361.1B. PMCDP training is available t the acquisitin cmmunity and prvided n an as-needed basis.

9 2-2 PMCDP Certificatin and Equivalency Guidelines Applicability Federal Acquisitin Certificatin fr Prgram and Prject Managers (FAC-P/PM) ii The Office f Management and Budget (OMB), Office f Federal Prcurement Plicy (OFPP) has prmulgated certificatin requirements fr the acquisitin wrkfrce iii in civilian agencies. The FAC-P/PM recgnizes three levels f certificatin entry/apprentice, mid-level/jurneyman and senir/expert. The PMCDP is cmpliant with the requirements f the FAC-P/PM at all levels: FAC-P/PM EQUATES TO PMCDP Entry Level = Level I Mid-Level/Jurneyman = Level II Senir/Expert Level = Level III FPDs assigned t prjects cnsidered majr acquisitins iv are required t attain senir level certificatin under the FAC-P/PM. The Acquisitin Career Manager appinted by the Chief Acquisitin Officer under Plicy Letter 05-01, r designee, is respnsible fr administering the DOE FAC-P/PM certificatin prgram and issuing FAC-P/PM certificatin. Certificatin under FAC-P/PM requirements may apply (at a minimum) t the fllwing DOE prject management persnnel: Individuals with significant invlvement in ne r mre phases f the acquisitin investment prcess (initiatin, cnceptualizatin/design, develpment, implementatin, mdificatin, maintenance, evaluatin, and dispsal) Managers with authrity and respnsibility fr verseeing multiple phases f the acquisitin investment prcess Individuals with respnsibility fr leading crss-agency r acquisitin investment prgrams fr a majr prtin r all f the investment life-cycle Individuals respnsible fr leading, crdinating, and managing integrated prject teams (IPTs) fr acquisitin investments Individuals participating n an IPT r a phase f the investment lifecycle with aspiratins fr career develpment as a prject manager PROFESSIONAL CERTIFICATIONS The PMCDP acknwledges the extensive training and experience requirements fr several prfessinal certificatins/licenses and grants fulfillment f specific PMCDP requirements. The fllwing licenses and certificatins are accepted as fulfillment fr sme PMCDP requirements. Prject Management Prfessinal (PMP). The Prject Management Institute (PMI) ffers a certificatin credential that requires the applicant pass an exam and dcument experience t demnstrate a prficient level f prject management skills. PMCDP accepts this credential fr numerus cmpetencies at Level I. This certificatin has t be current.

10 PMCDP Certificatin and Equivalency Guidelines Applicability 2-3 Prfessinal Engineer (PE). PMCDP accepts a PE license frm any United States entity. This certificatin des nt have t be current. Registered Architect (RA). PMCDP accepts a RA license frm any United States entity. This certificatin des nt have t be current. Certified Safety Prfessinal (CSP). The Bard f Certified Safety Prfessinals accredits safety, health, and envirnmental practitiners and sets standards related t prfessinal safety practice. The PMCDP accepts a CSP certificatin fr fulfillment f cmpetency Senir Technical Safety Manager (STSM). The DOE certifies technical staff under the TQP. STSM certificatin is granted thrugh the DOE General Technical Base Qualificatin Standard. The PMCDP accepts an STSM certificatin fr fulfillment f cmpetency 1.5.1

11 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements 3-1 SECTION 3 FUNCTIONAL REQUIREMENTS The Prject Management Career Develpment Prgram (PMCDP) establishes requirements and respnsibilities fr all Federal Prject Directrs (FPDs) required t plan and execute prjects in accrdance with DOE Order 413.3B. The PMCDP certifies FPDs in supprt f the Department f Energy s (DOE s) cnstructin, experimental equipment, and envirnmental management capital asset prjects that crrespnd t defined levels f prject management respnsibilities. The certificatin requires cmpleting an applicatin that presents the candidates training, educatin, experience and demnstrated perfrmance. All knwledge, skill, and ability (KSA) requirements are cmpetency-based and encmpass a range f develpmental, experiential, training, and mentring activities leading t certificatin. Levels III and IV require an interview and reference checks in additin. CERTIFICATION Certificatin in the PMCDP is dependent upn meeting training, wrk and develpment activity requirements and n pssessing cmpetencies cmmensurate with a specific level f certificatin. Currently, prject management certificatin under the prgram is based upn the requirements utlined in the certificatin standard cntained in DOE Order 361.1B and this Certificatin and Equivalency Guidelines (CEG). The Office f Acquisitin and Prject Management (APM) and the Natinal Nuclear Security Administratin (NNSA) will grant the final certificatin. Althugh the gal f certificatin may nt be a requirement fr sme wh participate, the PMCDP ffers a range f training that can be geared specifically t help participants stay abreast f current applicatins in managerial, prfessinal and technical areas. CERTIFICATION LEVEL Persns planning t be certified under the PMCDP may attain certificatin levels with the fllwing ttal prject cst (TPC) limits: Certificatin Level IV: TPC exceeding $400 millin (M) Certificatin Level III: TPC greater than $100M and equal t r less than $400M Certificatin Level II: TPC greater than $20M and equal t r less than $100M Certificatin Level I: TPC greater than $5M and equal t r less than $20M If an FPD is managing a prtfli f prjects, the required certificatin level is determined by the prject with the highest TPC dllar value. In certain circumstances, prjects may be aggregated fr candidates seeking Level IV certificatin. Level IV candidates must speak t their Bard member prir t requesting this exemptin.

12 3-2 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements Certificatin level requirements based n prject TPC shuld be evaluated based n the fllwing cnsideratins and in cncert with the requirements f DOE Order 361.1B: General plant prjects (GPPs) r similar small, rutine infrastructure imprvement prjects may nt be included in the TPC cnsideratin The certificatin candidate must serve n a prject fr at least six cntinuus mnths t receive apprpriate experience credit The certificatin candidate ideally will have a brad spectrum f experience that spans all prject critical decisin (CD) phases, CD-0 thrugh CD-4; the TPC utilized t shw experience at a particular certificatin level may nt be exclusively cmpsed f prjects that have nt reached CD-1 Fr nn-line item prjects (e.g., Office f Envirnmental Management [EM] Cleanup Prjects), a "Near-Term Baseline" (NTB) as apprved by the Acquisitin Executive (AE) can be used in lieu f the TPC fr purpses f crediting experience, r fr determining required certificatin levels relative t the abve threshlds; nly engineering and cnstructin csts within the NTB may be included; peratins and nn-capital asset wrk activities shuld nt be included The PMCDP is designed arund cmpetencies rganized in KSA categries. These may be acquired by training, experience, develpmental assignments, r a cmbinatin. These requirements are prvided fr each f the fur levels f certificatin (see Sectin 4 PMCDP Requirements by Certificatin Level ) and are categrized by each f the KSA areas. Fr all required cmpetencies, certificatin candidates must prvide a brief statement that details their required level f knwledge, hw they have put their knwledge int actin, and the impact f the training, experience, and/r develpmental assignments had n their prject(s). This must be included in the certificatin prfile. COMPETENCIES: KNOWLEDGE, SKILLS, AND ABILITY The cmpetencies cntained in this dcument are divided int the fllwing KSA categries fr each level f certificatin (as applicable): 1. General Prject Management 2. Leadership/Team Building 3. Scpe Management 4. Cmmunicatin Management 5. Quality/Safety Management 6. Cst Management 7. Time Management

Behaviral COMPETENCIES: KNOWLEDGE/SKILL LEVEL The knwledge/skill level that an individual must pssess is based n Blm s taxnmy and defined as fllws: Familiarity-level: Basic knwledge f, r expsure t, the subject/prcess. Wrking-level: Ability t apply the subject/prcess. Expert-level: Cmprehensive, practical knwledge f the subject/ prcess sufficient t prvide directin and guidance in the absence f prcedures. COMPETENCIES: TRAINING All PMCDP classes require participants t attend a minimum f 90 percent f training and have a minimum f 70 percent pass rate t cmplete the curse and receive PMCDP credit. COMPETENCIES: EQUIVALENCY PMCDP cmpetencies may be fulfilled thrugh designated PMCDP training, equivalent educatin/training, r wrk experience. Fulfillment f a cmpetency by equivalent educatin/training r experience may be granted if an bjective evaluatin determines the candidate apprpriately demnstrated equivalency. Nte: T apprpriately demnstrate equivalency, whether thrugh experience r alternative training, candidates must prvide specific examples describing hw they have applied the knwledge examples cvered in the PMCDP curse. An example is included fr each certificatin level in Appendix D. Field element managers (FEMs)/ffice managers validate equivalencies fr cmpetencies fr required cursewrk prpsed by prject management certificatin candidates. As part f the certificatin prcess, the Certificatin Review Bard (CRB) reviews equivalencies fr cmpliance with PMCDP certificatin requirements.

14 3-4 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements COMPETENCIES: BEHAVIORAL Levels II IV require candidates t address behaviral cmpetencies based n the five Executive Cre Qualificatins: 1. Leading Change: Ability t bring abut strategic change, bth within and utside the rganizatin, t meet rganizatinal gals and establish an rganizatinal visin and t implement it in a cntinuusly changing envirnment. 2. Leading Peple: Ability t lead peple tward meeting the rganizatin's visin, missin, and gals and prvide an inclusive wrkplace that fsters the develpment f thers, facilitates cperatin and teamwrk, and supprts cnstructive reslutin f cnflicts. 3. Prducing Results: Ability t meet rganizatinal gals and custmer expectatins, and make decisins that prduce high-quality results by applying technical knwledge, analyzing prblems, and calculating risks. 4. Business Acumen: Ability t manage human, financial, and infrmatin resurces strategically. 5. Building Calitins: Ability t build calitins internally and with ther federal agencies, state and lcal gvernments, nnprfit and private sectr rganizatins, freign gvernments, r internatinal rganizatins t achieve cmmn gals. EXPERIENCE: FEDERAL PROJECT DIRECTOR All experience claimed as fulfillment f a cmpetency shuld be described briefly and explicitly with specific prject examples that shw what was dne, hw it was dne, and the results f the actins taken. Specific titles, rles, and respnsibilities must be described fr all equivalencies. These examples are meant t act as a guide fr the certificatin candidate, nt as a template r text t be cpied verbatim. The certificatin candidate must serve n a prject fr at least six cntinuus mnths t receive apprpriate experience credit. An example is included fr each certificatin level in Appendix D.

15 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements 3-5 The fllwing requirements must be met fr develpmental/wrk experience claimed n Level II IV certificatins: Certificatin candidates must demnstrate a minimum f tw years f experience as an FPD (r equivalent) managing prjects at the previus level f certificatin; OR A cmbinatin f ne full year f FPD (r equivalent) experience, and ne full year f Deputy FPD experience n an active, pst CD-3 prject; OR A cmbinatin f FPD and Deputy FPD experience fr tw cntinuus years n the same active, pst CD-3 prject is acceptable as lng as the FPD experience accunts fr a minimum f 12 mnths f that tw-year perid; the guidance fr accepted experience gverning this requirement is addressed in the fllwing sectin Experience in prject management will nt be credited fr wrk dne n prjects that have yet t reach CD-0; ideally, certificatin candidates shuld pssess experience in all CD phases f prject management (this may be spread ver multiple prjects); Level II, III and IV applicants will be required t demnstrate pst CD-3 experience The rle f the FPD and Deputy FPD must be frmally recgnized in prject dcuments Candidates may nt use the same prject experience t satisfy experience requirements fr multiple certificatin levels unless the time perids d nt verlap; fr example, if a candidate served as the prject directr frm 1/2006 2/2010 n the same Level III capital asset prject, the candidate culd claim the time perid frm 1/2006 1/2008 t satisfy ne certificatin level experience requirement, and the time perid frm 2/2008 2/2010 t satisfy a higher certificatin level experience requirement Candidates may nt claim any prject management experience that ccurred simultaneusly t satisfy certificatin level experience requirements; fr example, a candidate cannt claim 2 years f prject management experience fr managing Prject A frm 10/2007 t 10/2008 and Prject B frm 10/2007 t 10/2008 because the time perids verlap (the candidate can nly claim ne year f experience) EXPERIENCE: DEPUTY FEDERAL PROJECT DIRECTOR At Levels II IV, the candidate may fulfill part f the wrk/develpmental experience requirement by serving as a Deputy FPD. T be granted credit fr experience, the candidate must serve as a Deputy FPD (r sme ther term f art) n an active, pst CD-3 prject having a TPC greater than $20M fr Level II and III candidates and greater than $100M fr Level IV candidates. T receive wrk and develpmental experience credit fr serving as a Deputy FPD, the candidate: Must demnstrate he r she has been accuntable and respnsible (i.e. wned ) a cmplete, discrete and usable subset f the verall prject (i.e. a cmplete subset f the wrk breakdwn structure [WBS]) Must describe and shw in dcumentatin hw he r she has functined as the FPD n a specific piece f the prject scpe, and be able t identify the cst, schedule, and scpe f the

16 3-6 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements prject sub-part; this may be a separate building r a majr, discrete sub-system f a very large prject, like the piping and pressure vessels in a nuclear pwer plant Must wrk directly fr the FPD n a capital asset cnstructin r envirnmental prject and be frmally designated in prject dcuments (e.g., Prject Executin Plan [PEP]) EXAMPLE: I was in charge f the cmplete cnstructin f Building 16 f the XYZ Prject, a separate and distinct facility within the large ABC prject. Building 16 had a TPC f $110M and was cnstructed ver eighteen mnths. I had full respnsibility fr the cst, schedule and scpe f cnstructin. The PEP identifying me as the Assciate (Deputy) FPD is attached. All experience must be described with specific examples demnstrating what was dne, hw it was dne, and what the results were. Deputy FPD experience may be used fr certificatin Levels II IV if the candidate functined as utlined abve The same Deputy FPD prject assignment cannt be used t attain multiple levels f certificatin PROJECT MANAGEMENT EXPERIENCE Prject management experience is distinguished frm FPD experience and applies t general prject management activities and experience. Psitins that d nt cunt twards experience in prject management include: prgram manager, prperty manager, health, safety and security (HSS) psitins, and financial psitins. Prject management activities include knwledge and skills f the fllwing nature: Cnducting design and prject reviews Develping and/r apprving engineering drawings Perfrming field cnstructin inspectins Perfrming cntract administratin functins Evaluating cntractr cnstructin deliverables Participating in the federal budget frmulatin and executin prcesses Develping prject data sheets Defining prject scpe and the prject WBS Writing and/r apprving specificatins Writing and/r apprving decisin memranda and prject reprts

17 PMCDP Certificatin and Equivalency Guidelines Functinal Requirements 3-7 Develping the prject acquisitin strategy and the acquisitin plan Writing the PEP and getting it apprved Participating in the Energy Systems Acquisitin Advisry Bard (ESAAB) prcess Participating in the Natinal Envirnmental Plicy Act (NEPA) and ther regulatry prcesses and writing NEPA dcuments Participating in quarterly prject reviews Participating in trade-ff analyses and/r value engineering studies Develping and updating prject schedules and cst estimates Develping and maintaining prject risk management plans Develping and using an earned value management system (EVMS) and perfrming earned value analyses EXPERIENCE AT EACH PHASE OF THE CRITICAL DECISION PROCESS Level III and Level IV PMCDP certificatin candidates shuld have experience in all phases f the CD prcess, but must demnstrate experience in CD-1 t CD-4 phases. Applicable experience fr each CD phase is defined as experience participating in and/r directing all f the different prject activities leading up t each CD phase. Fr demnstrating wrk experience leading up t CD-1, candidates may use bth Federal Prject Directr (FPD) and integrated prject team (IPT) experience. Fr demnstrating wrk experience leading up t CD-2, CD-3 and CD-4, this experience must be as an FPD r FPD equivalent. Candidates must serve n a prject fr at least six cntinuus mnths t receive experience credit. DOCUMENTATION Dcumentatin must be submitted with all Level II IV certificatin packages. Frmer FPD (r equivalent) experience must be dcumented with a cpy f prject dcuments naming the candidate as the prject directr. This can be thrugh a variety f prject dcuments such as, but nt limited t: Page frm PEP Page frm prgram/prject plan

Additinally, sme lines f inquiry may be unique t an individual FPD s experience and prject histry identified during the certificatin package review prcess (either by the Independent Reviewers r the CRB members). Interviews are cnducted after the certificatin candidate s prfile has been prvisinally apprved by the CRB. The interview may be cnducted face-t-face, by telephne, r thrugh televide, at the discretin f the CRB. The certificatin candidate is prvided with a minimum f fur questins the day befre the interview t allw time t prepare his/her respnses. After the interview, the CRB deliberates and determines the certificatin level recmmended. If the interview is nt successful, the CRB prvides details n key areas that the certificatin candidate must imprve befre again requesting certificatin. At a minimum, the certificatin candidate must wait 12 mnths befre reapplying t the CRB.
