1 Academic Prgram Review USD Master f Arts in Cunseling Prgram Respnse t Prgram Review Team Reprt August 17, 2007 The Cunseling Prgram faculty received the Findings and Recmmendatins f the External Review Cmmunity in June. All faculty have read the reprt and have met several times ver the summer and cmmunicated thrugh discussins t frmulate ur respnse and t develp prpsed plans fr respnding t the recmmendatins f the Prgram Review Team (PRT). Dr. Gnzalez, wh was n family leave until June 30, received the reprt but chse nt t send specific cmments and has been unavailable fr the faculty meetings ver the summer. A preliminary respnse was submitted t Dean Crdeir n June 29 th, The Cunseling Prgram faculty was encuraged t hld a faculty retreat in early August t further discuss the PRT reprt and t cmplete preliminary planning dcuments t supprt ur recmmendatins fr the Cunseling Prgram. The Cunseling Prgram appreciates the effrts made by the Prgram Review Team. It is difficult t thrughly review a prgram in a tw day perid. The Academic Prgram Review self-study dcument was limited t 20 pages which is much different than the CACREP self-study which the Cunseling Prgram had als cmpleted in the past year which was 110 pages with additinal supprting material. This additinal self-study dcument can be made available t the Prvst and the Academic Review Cmmittee (ARC) team members, if needed, since it prvides much mre infrmatin abut the specific cntent f ur prgram and the natinal CACREP standards that we have used t design and deliver ur degree prgrams. During the review the PRT met with all fulltime faculty except fr Dr. Kenneth Gnzalez wh was n family leave. They additinally met with 25 f the 85 students enrlled in the prgram in spring and with additinal administratrs in SOLES and the University. They had a brief sessin with a small number f ur internship and fieldwrk site prviders. They were unable t meet with any graduates f the prgram r current emplyers f ur students. They were supplied with curse syllabi, faculty and adjunct faculty vitae, prgram manuals, student data n admissins, retentin and graduatin and ther dcuments as requested. The recmmendatins that were made in the PRT reprt gave the faculty sme specific directin as we cntinuusly review ur prgram and institute change. The Cunseling Prgram wuld like t respnd t the Prgram Review Team reprt in tw parts. In the first part we want t address sme specific areas f the PRT reprt where we think additinal infrmatin is needed fr understanding f the prgram and t crrect inaccurate infrmatin in the reprt. In the secnd part we present ur recmmendatins fr the Cunseling Prgram based n ur wn self-study fr the APR and fr CACREP as well as the recmmendatins frm the PRT.

2 2 Part I Further Clarificatins f the PRT reprt 1. Missin The PRT reprt lists a number f gals fr the prgram that they fund apprpriate fr the prgram. The Cunseling Prgram has made cnsiderable prgress in reaching these gals. Fr example: a) We have cmpleted the self-study dcument fr CACREP fr all three current cunseling specializatin prgrams. We are awaiting administrative decisins t cnfirm that we will submit the applicatin fr accreditatin f nly the schl specializatin this year and will then edit the self-study and submit in Fall b) We already have the majrity f ur curses using varius technlgical tls including use f the nline WebCT classrm applicatin prvided by the university. c) We cmplete the assessment f ur graduates n the three year cycle required by CACREP and NCATE and are wrking n the nline survey that will be sent in Fall 2007 r early 2008 t graduates d) Over the last three years we have develped an assessment f clinical skills frm that is cmpleted at end f prepracticum by the student and curse instructr, at the end f practicum by students and the individual supervisr f the student and at the end f each fieldwrk/internship by the student, nsite supervisr and university-assigned supervisr. We can nw track the develpment f a student s clinical skills frm start t finish f the prgram. e) Students and faculty have dne jint research and presentatin at cnferences. There is increase student interest in these pprtunities but the prgram needs increased funding t supprt student participatin in cnferences. f) CS3 is wrking n research reprts, presentatins and grant prpsals. g) Our current MA in Cunseling 48 unit prgrams with the three specializatin areas meet the prpsed requirements fr cursewrk and clinical experience that is in the Califrnia legislatin t fr Licensed Prfessinal Cunselrs. Five years after the legislatin is passed there will be a requirement fr a 60 unit prgram and the prpsed CMHC prgram wuld meet that requirement fr the future. An additinal recmmendatin frm PRT was additinal senir leadership wuld be needed t design and crdinate the clinical cunselr training emphasis. We presently have fur f ur five faculty Drs. Jhnsn, Lw, Rwell and Zgliczynski wh have dctral degrees with training and experience in clinical settings and wh meet requirements fr licensing as mental health prfessinal under current r future licensing legislatin in Califrnia. We are recmmending adding Dr. Canfield fulltime t the prgram which gives us five faculty with cnsiderable training and experience in clinical areas. A last cncern in this sectin was PRT uncertainty abut Dr. Rwell s availability t teach curses within the SC emphasis and in the Cre curriculum. The PRT lked at the last tw years when reductins in Dr. Rwell s curse lad resulted frm a University Prfessrship, sabbatical, SOLES invlvement with a charter schl (Keiller Leadership Academy), and the passage f AB 1802 schl cunseling legislatin which resulted in additinal funding fr Dr. Rwell s wrk with schl districts implementing prgrams t increase numbers f cunselrs at the middle schl and high schl level. A usual lad fr Dr. Rwell includes at least ne curse in the general cre. In Fall 2007 and

3 3 Spring 2008 Dr. Rwell will be teaching COUN 504 Prepracticum which is a curse taken by all students in the prgram. 2. Curriculum and Curse Delivery The PRT raised a cncern in the area f research and prgram develpment. The team reprted incrrect infrmatin abut the Research Methds curse. There is nt a tw semester Research Methds curse in the schl specializatin. There is a tw-curse sequence that cmbines the Fall cre research curse fr the schl specializatin with a spring schl specializatin curse nly in carrying ver the student s prject fcus and actin research wrk in a schl setting. All students under the CACREP standards take a similar research curse that cvers traditinal research designs and statistical methds. The schl specializatin curse has an Actin Research curse as the main prject fr the curse and the curse taken by the career and cllege specializatin students includes a prpsal writing assignment as the main prject. The PRT raised a cncern in the area f instructin in ethics. It seems there infrmatin was based n the perceptins f a few students wh were interviewed. Our CACREP standards require a specific curse fcused n Ethics which is COUN 503 Prfessinal Orientatin and Ethics in Cunseling. The standards then require that each curse in the cre and specializatin areas als address ethical issues and that each curse syllabus clearly shw where ethical issues are addressed. A review f the cunseling curse syllabi wuld shw that ethical issues are addressed in each curse and we can send a file f electrnic cpies f the syllabi t the Prvst and ARC, if requested. 3. Clinical Instructin The PRT expressed a cncern in the area f placement pprtunities fr fieldwrk sited acrss the three specializatin areas. The situatin with field placements fr career and schl cunseling specializatins cannt be cmpared directly. There are 43 schl districts in the cunty, with mre than 20 ffering an pprtunity fr apprved placements. The Schl Practicums have been held in specific schl districts ver a number f years. Fr career and cllege specializatin students we had allwed fr mre flexibility in placement t meet students need. In Spring 2007 we instituted several specific sites fr practicum fr these students als and since this was a new prgram there was mre stress in getting all the placements dne and a cuple f students didn t get their first chice f placement. In April when the team visited students were just starting t determine their internship placements fr fall and there was a lt f initial anxiety. Peggy Hetheringtn has successfully wrked with the career and cllege specializatin students t find placements in cllege and cmmunity cllege, career and cmmunity settings fr all f ur students. We have a wide range f sites that we have used fr several years. The team nly talked t a very small number f site supervisrs fr all settings (less than 5) s they didn t get a full picture f ur placement and supervisin prcess. Errr in fact: Fr cllege cunseling, the specializatin crdinatr s seeming refusal t prvide infrmatin requested by the placement crdinatr r t prvide infrmatin in a timely manner has been misinterpreted by sme students as a lack f attentin t the specializatin. There is n favritism twards schl cunseling student placement. There was a cncern by PRT regarding the number f adjunct prfessrs prviding supervisin in the practicum and fieldwrk curses. CACREP has clear standards fr

4 4 the qualificatins fr instructrs in the practicum and fieldwrk and specific ratis fr student t faculty. In practicum classes we can nly have 5 students t 1 instructr. In fieldwrk seminar we can have 10 students t 1 instructr. We had 9 sectins f practicum and 6 sectins f fieldwrk seminar last spring. Our fulltime faculty wuld have taken up mst their lad if they were assigned t this class leaving n faculty in the cre and specializatin curses. We have recmmended hiring additinal prgram faculty but ur standards allw fr using full and adjunct faculty in these curses as lng as all meet clinical skills and experience requirements. The Cunseling Prgram faculty actually see adjunct instructr participatin in supervisin as a particular strength f the prgram. Adjunct instructrs are practitiners wh are clse t the issues in the field and wh are uniquely psitined t prvide cntext-specific feedback and supervisin f ur students. The PRT team raised a cncern regarding the persnal cunseling requirement fr students in the prgram. Students are prvided with detailed infrmatin regarding cstsaving ptins fr meeting the requirement. A number f cunseling related services like the persnal cunseling center, career center, campus ministry grups and the wmen s center prvide services t ur students and there are many lw cst cmmunity services available. 4. Faculty and staff There was a cncern with what the PRT saw as fragmentatin acrss the faculty related t wrk in different specializatin areas. The Cunseling Prgram faculty believes it is nt the specializatins per se that have fragmented this faculty. Our faculty des have a wide range f teaching, student service and cmmunity and prfessinal cmmitments and that can cause stress. Fr many years the prgram had three specializatin areas and there was n prblem f fragmentatin. All f the faculty teach curses in the general cunseling cre and all but Dr. Gnzalez have an identity as a cunselr and/r a mental health prfessinal. The difference in prfessinal interest and emphasis expressed by the lead faculty member in CCSD is present and Dr. Gnzalez cntinues t express interest in teaching in a different SOLES area which fits his training in Higher Educatin Administratin. The PRT expressed cncern abut the relatinships between the MFT and Cunseling Prgram. The Cunseling faculty views the separatin mre as caused by a difference in prfessinal identities. The MFT prgram has accreditatin under a Marriage and Family Therapy accreditatin bdy and faculty members have clear identity as MFTs. Our faculty wrks under different accreditatin standards and have prfessinal identities as cunselrs. There is little verlap in the curse requirements between the tw prgrams. Our students take curses in MFT as electives and we have had MFT students in Lifespan Develpment and Multicultural Curses. 5. Students The PRT expressed a cncern regarding perceptin f favred status f schl students. Sme students in career and cllege were interviewed fr 15 minutes during a class. The Cunseling faculty desn t think there is a general perceptin f favritism twards the schl prgram. The cllege and career students new and cntinuing are presently wrking with Dr. Zgliczynski as their advisr and have had separate chrts activities during the summer and are planning mre activities fr the cming year

5 5 which include getting tgether acrss prgrams. These all-student activities are implemented thrugh the Chi Sigma Ita cunseling hnrary chapter which plans activities that invlve all students. There was a PRT cncern regarding the admissins prcess. We are nt sure what the PRT team had as evidence regarding the admissins prcess. Criteria fr review f applicatin and the phne interview are clearly indicated n frms cmpleted as a part f the prcess fr all prgrams. Graduate Admissins desn t send a file dwn t be evaluated unless there are the required three letters f recmmendatin s that is nt a cncern fr the prgram. While the schl cunseling specializatin des hld a grup interview, sme f their applicants frm ut f states participate nly in a phne interview. Cllege and career applicants ften cme in fr individual face-t-face interviews as well as participate in the phne interviews. The PRT expressed a need fr mre diversity in the prgram. The Cunseling Prgram has a strng histry f diversity in ur fulltime and adjunct faculty and in ur students. We encurage the ARC t lk at the chart n pages 5& 6 f the APR dcument we submitted fr statistics fr Spring 2007 fr faculty and students. The chart clearly shws that we d have 2 Native American students but the PRT team said we had nne s we are nt sure they studied the chart. Last year we had n African American students enrlled but we had tw admitted wh deferred until Fall Out f 85 students in ur prgram in Spring 07 we had 36 wh reprted a nn- White identity. In ur incming students fr Fall 2008 we have tw African American students and als have recruited tw Middle East students an internatinal student frm Saudi Arabia and an Iranian-American student. We have had high numbers f Latin students in ur prgrams fr years. We value diversity acrss race, ethnicity, age, and SES. One way t increase diversity even mre wuld be increased Merit Award funds and ther schlarship mnies targeted t particular ppulatins. 6. Prgram Organizatin and Administratin The PRT expressed a cncern with persnnel decisins and the ARRT prcess. The team didn t seem t have all the infrmatin n ur ARRT prcedures and the rle f the Dean and the prgram faculty. We can supply a cpy f the ARRT prcess descriptin t the ARC, if needed. The PRT based a belief that nly schl cunseling was in high demand base n the number f CACREP prgrams in each specializatin area acrss the cuntry instead f lking at emplyment f ur graduates. The number f CACREP prgrams and the specializatin areas is based n licensing preferences in the state and nt n emplyment data. Our career and cllege graduates get hired when they graduate. We have ver 30 graduates frm recent years wrking in UC institutins as career and cllege cunselrs. We have alumni in every cmmunity cllege district in San Dieg Cunty. We have graduates in gvernment and business settings and in nn-prfit rganizatins. The Cunseling Faculty has seen n evidence f lack f jbs fr ur graduates. We wuld be glad t prvide additinal clarificatin n any ther area f the PRT reprt as requested by the Prvst r ARC.

6 6 Cunseling Prgram Faculty Recmmendatins fr Future Prgram The faculty is lking at the trends fr the Cunseling Prfessin fr the future. Frtynine states currently have licensing fr Licensed Prfessinal Cunselr and/r Licensed Mental Health cunselr. In these states Cunseling Prgrams typically have tw prgrams a Schl Cunseling prgram and a Clinical Cunseling Prgram. Califrnia has a licensing bill that has cleared the Assembly and will be cnsidered in the Senate in January Prfessinal cunselrs and cunselr educatrs in Califrnia are hpeful that we will becme the last state with licensing in the near future and as early as Spring The current three specializatin prgrams we have meet the requirements fr licensing in the current bill. Graduates f ur prgram have btained licenses as prfessinal cunselrs in Nrth Carlina, Michigan, New Yrk, Arizna, Illinis and Texas, fr example. Hwever, mst states are mving t a 60 unit degree requirement fr the license and Califrnia s licensing bill includes mvement t a 60 unit prgram after five years. The faculty agrees that having tw prgrams in Cunseling instead f the current three specializatins is a gd idea. We wuld cntinue with a 48 unit MA in Cunseling with a specializatin in Schl Cunseling. We want t mve immediately t develping a 60 unit prgram in Clinical Mental Health Cunseling (CMHC) which wuld prvide quality preparatin fr prfessinal cunselr licensing in Califrnia as well as meeting requirements in many ther states. In the past few years we have seen that ut-f-state applicatins and acceptance f admissin have declined because mst students lking fr a graduate prgram in cunseling want t be eligible fr licensing. Our CMHC wuld be an attractive ptin, particularly t ut f state students. We als see increased applicatins frm Califrnia students wh may sn have a secnd prfessinal licensing ptin t Marriage Family Therapy when they pursue clinical training at the Master s level. We wuld like t btain curriculum apprval fr the Clinical Mental Health Cunseling degree as sn as pssible. We already have the nine cre curses required fr mst state prfessinal cunselr licenses, including Califrnia s prpsed license, in place already. We wuld develp additinal curses using the CACREP mdel fr Clinical Mental Health prgrams. We currently have a cre f faculty with clinical training wh wuld be eligible fr licensing under grandfathering in the Califrnia bill. Drs. Zgliczynski, Rwell and Lw culd immediately apply fr licensing. Dr. Jhnsn is currently licensed as a psychlgist and wuld cntinue prviding clinical training fr ur students. The Cunseling Faculty agrees with the PRT recmmendatin fr Dr. Brian Canfield t be assigned as a fulltime faculty member in Cunseling. Dr. Canfield is currently licensed in ther states as a Licensed Prfessinal Cunselr as well as a Licensed Psychlgist and Licensed Marriage and Family Therapist. He als wuld be immediately eligible fr the Califrnia cunselr license. Dr. Gnzalez, wh is currently assigned t the Cunseling Prgram, wuld nt be eligible fr licensing since he has n degrees in Cunseling. The faculty recmmends his reassignment t anther area that best fits his training and expertise as we institute the CMHC prgram. We believe this new CMHC prgram wuld let us cntinue t prepare cunselrs wh want t wrk in cllege, career, rganizatinal and cmmunity mental health settings.

7 7 Our current students in the career and cllege specialty areas have been very interested in getting licensed as prfessinal cunselrs. They identify as cunselrs. Students culd apply t the CMHC prgram and have eventual gal f wrking in a cllege setting prviding cunseling services r practice in a cmmunity setting prviding mental health services that culd include career and life planning issues. Students in the Clinical Mental Health Cunseling prgram wuld have electives t help them prepare fr wrk with specific ppulatins and with specific client cncerns and cnditins. Students in the Schl Cunseling Master s culd pt t take additinal curses and be eligible fr licensing as prfessinal cunselrs. We prpse beginning the recruitment f students t this prgram fr Summer and Fall 08. Students wuld take cre cunseling curses already in place during their initial year f study with new curses being develped and apprved by Summer 08. The cunseling faculty thinks it is very imprtant t maintain cntinuity in training cunselrs fr wrking in schls and als prvide training fr cunselrs wh want t prvide services t adults in a variety f settings. A number f Califrnia wrkfrce reprts shw that Califrnia needs mre cunselrs and ther mental health prfessinals prviding services in areas utside f K-12 settings. We have been prviding cunselrs fr cllege, career and cmmunity settings fr ver 20 years and ur interns and graduates are highly valued as was pinted ut by the APR team. It wuld be detrimental t ur partnerships with cllege and cmmunity settings if there was even a brief perid where the pprtunity fr training cunselrs fr nn-schl settings was nt available. We als think that it wuld be hard t maintain ur enrllment recrd (96 ttal students with ver 50 new students in Fall 2007) with nly the single prgram in Schl Cunseling. The faculty agrees that we want t have tw CACREP-apprved prgrams in the future Schl Cunseling and Clinical Mental Health Cunseling. The faculty cncurs with the PRT that we mve n submissin f the CACREP self-study reprt seeking accreditatin nly fr the Schl Cunseling specializatin in the cming academic year instead f waiting fr the CMHC prgram t be finalized. Once we have this prgram accredited, we will be in a psitin t utilize the CACREP add a track prvisin fr a 60 graduate unit Clinical Mental Health Cunseling specializatin. This prvisin wuld nt require a secnd n-campus site team visit, but merely submissin f a self-study dcument fr the new prgram. As previusly discussed, a CMHC specializatin wuld replace the current cllege and career specializatin areas. A significant advantage f this prpsed specializatin track wuld be license eligibility fr ur students in 49 States (likely 50 by the time the first student graduates). Again the implementatin f this CMHC track culd begin in Fall 2008, allwing a place fr us t admit cunseling students wh d nt wish t specialize in schl cunseling. Since all cunseling students will take cre curses during their first year f study, this will give us abut 18 mnths frm Fall 2007 t have the CMHC track finalized althugh we believe we can have the full prgram with new curses apprved by the SOLES curriculum cmmittee within a year. (See Appendix I fr the draft f the Clinical Mental Health Cunseling Prgram that the Cunseling Prgram develped during their August 3 rd faculty retreat.) The Cunseling Faculty als supprts explring the feasibility f develping a Cunselr Educatin and Supervisin Ph.D. Prgram at the University f San Dieg. While the PRT reprt did nt specifically recmmend develpment f the prgram, it did address what wuld be needed in the way f faculty resurces t supprt a dctral prgram. The Cunseling Faculty believes that there is a strng ratinale fr explring the

8 8 develpment f a Cunselr Educatin and Supervisin Ph.D. prgram as the first prgram f its kind in Califrnia t meet the need fr training cunselr educatrs and researchers. See Appendix 2 fr the ratinale and the draft f a Ph.D. prgram in Cunselr Educatin and Supervisin that was develped in July 2007 and discussed and supprted by the faculty at the August 3 rd retreat. In rder t maintain the quality f ur prgram the Cunseling Faculty realizes that additinal resurces will be needed. The PRT als pinted ut areas where resurces shuld be added r expanded. We identify the fllwing needs: Increase in Merit Award funding as we begin the CMHC prgram and expand the number f students we will recruit fr the schl cunseling prgram. We als want t maintain ur excellent recrd in recruiting and retaining diverse graduate students and s additinal Merit Award mnies are needed as well as an effrt t identify additinal financial aid resurces fr cunseling graduate students such as private endwments f schlarships and grants t CS3. Expansin f the rle f the Crdinatr fr Field Placements. As the CHMC prgram is develped we need t begin identifying new fieldwrk placements sites fr that prgram and wrking n new partnership agreements. We als anticipate sme increase in the number f students in the Schl Specializatin s we see the need t expand t a fulltime Crdinatr f Field Placements t supprt ur tw degree prgrams. Prvide an additinal faculty line fr Fall 2008 fr a faculty member wh culd teach specific schl cunseling curses and practicum and fieldwrk curses as well as teaching cre curses cmmn t bth degree prgrams. This psitin wuld address the PRT cncerns that Dr. Rwell is nt always available t teach a full lad f curses because he gets grants fr wrk n CS3 activities. The size f the schl cunseling prgram and the grwth f CS3 center activities and research supprt this recmmendatin. Prvide an additinal faculty line fr Fall 2008 fr a faculty member wh culd teach specific mental health cunseling cre curses and clinical instructin curses as well as teaching curses in the cmmn cre. This recmmendatin was supprted by the PRT wh said additinal clinically trained faculty wuld be needed fr an expanded 60 unit mental health prgram. CACREP accreditatin als requires a 10 FTE t 1 fulltime faculty psitin and recmmends mre fulltime faculty be assigned t the prgram rather than using extensive numbers f part-time faculty. Even if the recmmendatin made earlier in this reprt t bring Dr. Canfield int the Cunseling Prgram fulltime wuld nt meet the CACREP rati fr the tw degree prgrams with expanded number f students. We wuld be happy t prvide the Prvst and ARC with additinal infrmatin abut the prgram as they review the PRT recmmendatins alng with ur faculty recmmendatins.

9 9 Appendix 1 Prpsed Master r Arts in Clinical Mental Health Cunseling, University f San Dieg Cunseling Prgram Ratinale: 1. Cmprehensive preparatin fr Prfessinal Cunselr Licensing in CA 2. In the 3 rd draft f the new standards CACREP has cmbined Mental Health Cunseling and Cmmunity Cunseling s this prgram wuld be aligned with what is in upcming standards in title and cntent. 2. Requires 100 hur practicum and 800 hurs f Internship fr ttal 900 hurs f Clinical Experience. 3. We wuld mve t have CACREP review the CMHC prgram under their add a track prcedure which des nt require a team visit when a site has ne r mre apprved CACREP prgrams. Clinical Mental Health Cunseling Prgram Descriptin The Master f Arts (M.A.) degree prgram in Clinical Mental Health Cunseling is designed t equip students with prfessinal cmpetencies required fr natinal certificatin and cunseling licensure in mst States. The 60 unit Clinical Mental Health Cunseling prgram prepares students fr psitins as prfessinal cunselrs, with a specializatin in clinical mental health, fr wrk in a variety f settings. These include cmmunity agencies, hspitals, ut-patient clinics, state, federal, and private scial service agencies, university settings and fr psitins in business and industry thrugh emplyee assistance prgrams (EAPs). Graduates are prepared t prvide mental health services t individuals, cuples, families, and grups n a variety f mental health and develpmental needs, including career develpment, health, lifestyle, intercultural issues, gerntlgical issues, substance abuse, and/r wellness cunseling. Students wh cmplete the prgram are eligible t take the Natinal Cunselr Examinatin (NCE) ffered by the Natinal Bard fr Certified Cunselrs (NBCC) in rder t qualify fr the Natinal Bard Certified Cunselr (NBCC) credential. Graduates are als eligible t becme prfessinal members f the American Cunseling Assciatin (ACA), and/r the American Mental Health Cunselrs Assciatin (AMHCA).
