1 SCHOOL COUNSELING Salt Lake City UPDATED: April 1, 2014 The prfessinal schl cunselr is a licensed educatr wh assists students, teachers, parents, and administratrs in helping students reach their educatinal and career gals. Schl cunselrs are emplyed in elementary, middle/junir high, high schl, and pst-secndary schls. In their wrk, schl cunselrs attend t student s age-specific develpmental stages f grwth. Schl cunselrs are specialists in human behavir and relatinship issues and rganize their wrk arund a framewrk defined by a prgram f cmprehensive cunseling and guidance activities and services within schls. MISSION STATEMENT The missin f the University f Utah s Department f Educatinal Psychlgy Schl Cunseling Specializatin is t prepare pre-service cunselrs fr wrk and leadership rles in K-12 educatinal settings. The Schl Cunseling prgram primarily serves pst baccalaureate students in the State f Utah wh want t prepare themselves t prvide career, academic, and cunseling services in the schls. Lcated in the largest metrplitan area in the intermuntain West, the Educatinal Psychlgy Schl Cunseling Specializatin prgram at the University f Utah has been accredited by the Nrthwest Cmmissin n Clleges and Universities (NWCCU) since NWCCU is a bdy that is recgnized by the Cuncil fr Higher Educatin Accreditatin (CHEA). The prgram is currently apprved by the Utah State Office f Educatin (USOE) fr training schl cunselrs. Graduates in ur prgram meet the educatinal requirements f the State f Utah and are prepared t functin effectively as schl cunselrs within the Utah schl system that currently reflects a cmplex and diverse sciety. The faculty that make up the Schl Cunseling Master s Prgram are cmmitted t, and identified with, the prfessin f schl cunseling and strive t prvide theretical and practical instructin in the fllwing areas: fundatinal knwledge in cunseling; cunseling and career educatin fr K-12 students; rganizatin and administratin f schl cunseling and guidance services; and the integratin f prfessinal and ethical practices in schl cunselr identity develpment. PROGRAM PHILOSOPHY The prgram philsphy underscres the imprtance f a learning envirnment where the ability f every student is recgnized and adheres t the American Cunseling Assciatin (ACA) and the American Schl Cunselr Assciatin (ASCA) ethical guidelines and standards. Thrugh didactic and applied learning, students are instructed f the rle and functin f the public schl system and schl cunselr. This includes a mandatry internship that ccurs in a schl setting. Our prgram framewrk is cnsistent with the ASCA Natinal Mdel: A Framewrk fr Schl Cunseling Prgrams. PROGRAM OBJECTIVES & CURRICULUM The curse f study utlined in the Schl Cunseling Prgram is adapted directly frm The Cuncil fr Accreditatin f Cunseling and Related Educatinal Prgrams (CACREP) standards. These standards are intended t fster develpment f students abilities t meet the fllwing bjectives: PROFESSIONAL IDENTITY - an understanding f all aspects functining as a prfessinal schl cunselr. SOCIAL AND CULTURAL DIVERSITY - an understanding f the cultural cntext f relatinships, issues and trends in a multicultural and diverse sciety. HUMAN GROWTH AND DEVELOPMENT - understanding f the nature and needs f individuals at all develpmental levels. CAREER DEVELOPMENT - an understanding f career develpment and related life factrs. HELPING RELATIONSHIPS - an understanding f cunseling and cllabratin prcesses. GROUP WORK - theretical and experiential understandings f grup purpse, develpment, and dynamics. ASSESSMENT - understanding f individual and grup appraches t assessment and evaluatin. RESEARCH AND PROGRAM EVALUATION - an understanding f research methds, statistical analysis, needs assessment, and prgram evaluatin. 1

2 With respect t Schl Cunseling, CACREP standards that are specific t the public schls are underscred: FOUNDATIONS OF SCHOOL COUNSELING: An understanding f histry and trends in schl cunseling, ethical and legal issues, and rles and functins f the prfessinal schl cunselr. CONTEXTUAL DIMENSIONS OF SCHOOL COUNSELING: An understanding f the systemic, interdisciplinary, and scial/cultural variables within schl systems. KNOWLEDGE AND SKILL REQUIREMENTS FOR SCHOOL COUNSELORS: Cursewrk that fcuses n understanding f student develpment; namely, Academic/Learning, Life/Career, Multicultural, and Persnal/Scial. Students als learn the standards f schl cunseling thrugh cmpetency develpment in the Utah Mdel fr Cmprehensive Cunseling and Guidance: K-12 (Utah State Office f Educatin, 2008). CLINICAL INSTRUCTION: Cursewrk prvided by faculty wh are licensed prfessinals in the field; including licensed prfessinal schl cunselrs, licensed psychlgists, frmer administratrs, and public schl teachers. Instructin fllws a mdel f service delivery that cnfrms t State standards as described in the Utah Mdel fr Cmprehensive Cunseling and Guidance: K-12 (Utah State Office f Educatin, 2008) ORGANIZATIONAL STRUCTURE The Schl Cunseling Master s Prgram is ffered as a M.Ed. degree within the Cunseling and Cunseling Psychlgy (CCP) Prgram in the Department f Educatinal Psychlgy. This is a nnthesis degree ffering. The Department f Educatinal Psychlgy is hused within the Cllege f Educatin at the University f Utah. The Schl Cunseling prgram faculty teach required curses as well as serve n student supervisry cmmittees. Adjunct faculty are qualified prfessinals frm the cmmunity wh als serve as instructrs and supervisrs. PROGRAM OF STUDY The Master's degree (M.Ed.) in Educatinal Psychlgy with a Schl Cunseling specializatin requires a minimum f frty-eight (48) semester hurs. (If students have wrked three years as a licensed teacher, the credit requirement can be reduced t frty-six (46) semester hurs.) The prgram meets the Prfessinal Schl Cunselr requirements fr licensure with the Utah State Office f Educatin. Students cmplete the cursewrk and 2 fieldwrk requirements within 2-3 years f beginning the Schl Cunseling Master s Prgram. COMPREHENSIVE EXAMINATION Successful cmpletin f the M.Ed. degree requires that students pass a master s cmprehensive examinatin, typically cnducted at the culminatin f their prgram f study. Three faculty members are appinted by the CCP faculty t serve n the student s supervisry cmmittee. The examinatin cnsists f the PRAXIS Schl Cunseling and Guidance Test. This test fllws a multiple chice frmat and is used t meet licensure requirements fr schl cunseling in the State f Utah. The cntent f the PRAXIS fcuses n questins that relate t the fllwing fur categries in Schl Cunseling: (1) fundatins, (2) delivery f services, (3) management, and (4) accuntability. In rder t successfully pass yur cmprehensive examinatin and be eligible fr graduatin, yu must receive passing scres as determined by the Utah State Office f Educatin in cperatin with Educatinal Testing Service (ETS). If yu d nt receive a passing scre, yu may retake the exam. Students are strngly encuraged t cmplete the PRAXIS during the fall semester f their secnd year. Guidance n preparing and registering fr the PRAXIS is prvided as part f the Internship Class. ACADEMIC STANDARDS STUDENT EVALUTATION AND APPEALS Academic Standards: Students btaining a Master s in Educatinal Psychlgy with the Schl Cunseling Prgram must maintain a 3.0 cumulative grade pint average, sustain a minimum 3.0 grade pint average each semester, and earn a B- r higher in all required curses. Grades lwer than a B- must be repeated within 12 mnths t earn a higher grade (abve a B-), and all incmplete grades must be reslved with a B- r higher within 12 mnths. A cumulative GPA that is belw 3.0 fr mre than ne semester is grunds fr prgram dismissal. Annual Evaluatin: At the end f each academic year, faculty in the Cunseling and Cunseling Psychlgy (CCP) prgram meet t review and evaluate student prgress in the prgram. Students are evaluated in the fllwing areas: academic perfrmance and timeline cmpletin; clinical skill develpment; ethical/prfessinal behavir; persnal/interpersnal behavir: and multicultural cmpetence. A cpy f this annual evaluatin will be prvided t the student and a cpy will remain in the student s departmental file. In the event that cncerns are raised in the evaluatin meeting regarding a student s prgress in any area, the Schl Cunseling Training Directr will cnsult

3 with the student t cnsider what steps may be needed t remedy the cncern. Appeal Prcess: In sme cases, students may disagree with the utcme f student evaluatins, student grades, r supervisry r practicum evaluatins. In these cases, the fllwing prcedures have been identified t guide students in the prcess f appealing such decisins. In the case f students wh are experiencing difficulty in the prgram r wh have received an unsatisfactry evaluatin, the student will meet with the Training Directr t fllw up and establish plans fr remediatin. If the student cntinues t disagree with an evaluatin, the student may pursue the disagreement using mre frmal means. Detailed infrmatin abut the prcess f this appeal is cntained in the University f Utah Student Cde (http://www.admin.utah.edu/ppmanual/8/8-10.html) The CCP faculty is cmmitted t student prgress and success in the Schl Cunseling Master s prgram. Students are strngly urged t maintain cntact with the Schl Cunseling Crdinatr thrughut the Prgram. If unfreseen circumstances prevent timely and successful prgressin thrugh the prgram, please cnsult with the Schl Cunseling Crdinatr t explre pssible slutins as early as pssible. PRATICUM AND INTERNSHIP REQUIREMENTS AND PREREQUISITES The practicum in schl cunseling (ED PS 6709) ccurs during the first year f a student s prgram f study. Arrangements fr the 100 hur practicum experience will be crdinated by the instructr fr this curse. Successful cmpletin f ED PS 6821 and 6120 Prfessinal Issues in Schl Cunseling and Cmprehensive Guidance Mdels, ED PS 6200 Cunseling Theries, and ED PS 6210 Cunseling Skills are prerequisites fr enrlling in ED PS 6709 Practicum in Schl Cunseling. The internship in schl cunseling (ED PS 6900) ccurs during the final year f a student s prgram f study. Arrangements fr the internship experience need t be apprved by the Schl Cunseling internship crdinatr a full semester prir t beginning the internship curse. Prerequisites fr enrlling in ED PS 6900 Internship curse in Schl Cunseling include successful cmpletin f: ED PS 6120 Prfessinal Issues in Schl Cunseling and ED PS 6120 Cmprehensive Cunseling and Guidance, ED PS 6200 Cunseling Theries, ED PS 6210 Cunseling Skills, ED PS 6360 Multicultural 3 Cunseling, ED PS 6330 Career Develpment Cunseling, and ED PS 6709 Practicum in Schl Cunseling. The internship experience ccurs ver tw semesters and is apprximately 20 hurs per week f supervised experience beginning fall semester, which translates int 600 clck hurs f supervised wrk r 400 clck hurs fr licensed educatrs with three years f fulltime teaching experience. Paid internships are ften available and require 40 hurs per week f supervised experience. Backgrund Check By the end f the first week f Fall classes, students must have cmpleted a backgrund check thrugh the Utah State Office f Educatin (see link belw). This expense will be paid fr by the Department. Please use the preimbursement frm t have this expense paid fr in advance s yu d nt have t wrry abut reimbursement at a later date. https://secure.utah.gv/elr/ebc/welcme.html LICENSURE INFORMATION This Schl Cunseling Master s prgram prepares students t meet the educatinal requirements fr Utah State Office f Educatin (USOE) Licensure as a Prfessinal Schl Cunselr. Infrmatin pertaining t licensure and applicatin materials can be btained frm Utah State Office f Educatin ADMISSIONS REQUIREMENTS & PROCEDURES The Cunseling and Cunseling Psychlgy faculty is cmmitted t excellence in the educatin and training f prfessinal schl cunselrs. Applicatins are evaluated fr quality and diversity f experience and backgrund, past academic achievement, persnal statement, letters f recmmendatin, and Graduate Recrd Examinatin (GRE) scres. Applicants fr the Schl Cunseling Specializatin must meet the admissins requirements f the University f Utah Graduate Schl and demnstrate interest and cmmitment t the Schl Cunseling Specializatin. Applicatins fr admissin are reviewed nce per year. All materials must be received by December 15. Cmplete the nline Graduate Schl applicatin thrugh the Apply Yurself System befre the department s December 15th admissin applicatin deadline. (http://app.applyyurself.cm/?id=utahgrad)

4 The Graduate Schl allws six (6) semester hurs f transfer wrk frm ther institutins OR Nine (9) semester hurs f graduate credit earned in a nnmatriculated status at the University f Utah may be applied twards a degree at the discretin f the faculty. All transfer credit and credit earned in a nnmatriculated status must be apprved by the CCP faculty and by the Graduate Schl f the University f Utah. Nte: mst cunseling curses ffered by the University f Utah are restricted t students matriculating in ur degree-granting prgrams. As such, prspective applicants shuld nt expect t be admitted t schl cunseling-specific curses until after they have been admitted t the prgram. If yu are interested in cmpleting related curses prir t yur admissin, yu shuld speak directly with the Prgram Crdinatr. DEPARTMENT POLICIES AND FORMS Students must be registered fr a minimum f three credits per semester (with the exceptin f summer term) t maintain active status as a graduate student at the University f Utah. Students must cmplete all requirements fr the degree within a fur year time limit. All students must file a Request fr Supervisry Cmmittee frm with the Graduate Schl s Departmental Academic Prgram Specialist. This frm is due by the student s secnd year in the graduate prgram. Yur supervisr cmmittee is selected fr yu by the CCP faculty and is the same set f cmmittee members fr all students in yur chrt year. Students shuld als be aware that the Applicatin fr Admissin t Candidacy frm (als knwn as yur Prgram f Study) must be cmpleted during the semester the student intends t graduate. DIFFERENTIAL TUITION Differential tuitin is an additinal fee paid by all students in the EDPS department s prfessinal training prgrams. Currently differential tuitin is apprximately $53.90 per credit hur. Differential tuitin fees are returned in their entirety t the prgram and supprt students matriculating in that prgram thrugh a variety f means including travel funding, prfessinal membership fees, PRAXIS, intern license, etc. Further, these funds are used t supprt student scials, rientatin sessins, student awards, and an annual supervisr and student recgnitin event. Students shuld cntact their student representative fr mre infrmatin n hw t take advantage f differential tuitin funds. COLLABORATIVE COUNSELOR TRAINING INTITIATIVE (CCTI) The University f Utah recently adpted an nline curriculum t supplement curse cntent fr all schl cunseling students. The Cllabrative Cunselr training Initiative (CCTI) curse is sequenced thrugh the prgram f study. Cntent includes sessins n cmmunicating with students frm diverse cultural backgrunds, creating a cllege-ging schl culture, career planning, academic planning, pstsecndary chice, financial literacy, financial aid, cllege admissins testing, and the cllege applicatin prcess. The materials are designed fr nline delivery and must be cmpleted in the semester designated. The curses are nn-credit and are integrated int ne r mre f the curses during the semester.
