Functional Area: People Commissioning Accountable to: Lead Strategic Commissioner for Intelligence Job Profile Job Dimensions: The role liaises directly with all schools (Head teachers and support staff) and ECC services who deliver to schools. It co-ordinates communications with schools on behalf of the Director for Commissioning, Education and Learning, and the senior management team. There may be line management requirements in overseeing an apprenticeship placement. There are no budgetary responsibilities The Role: Education and Learning as part of People Commissioning is undergoing transformational change in its commissioning and delivery to schools in Essex. The School Communications Officer will: Play a key role in supporting these changes with efficient communication channels and ensuring clear communications from a wide range of services. Create and edit content liaising with subject matter experts across the service ensuring that content is simple, accessible and school focussed. Operate under tight financial constraints and deliver enhanced and new functions across ECC s communication channels to support schools to access the information and services they require. Support ECC s work to ensure school improvement. This issue: 01 October

2 Job Purpose Summary: The purpose of this job is to ensure that Education and Learning service has an effective communications strategy for its schools, thereby supporting ECC s drive for school improvement and better outcomes for all children and young people Key Responsibilities and Accountabilities: Non Line Manager Core Accountabilities Understand the needs of your customers and deliver the best possible outcomes through exemplar behaviour in accordance with ECC s Values and Core Organisational Behaviours. Work flexibly and collaboratively across structural boundaries in support of key outcomes. To contribute to development of organisational capability by taking ownership of your own training and development, including identifying and taking part in training and development activity and responding to feedback on performance. Thinking creatively, challenging the norms, and constructively challenging those around them (including those more senior) to ensure continuous improvement and commercial astuteness, and inspire the same in colleagues. Take responsibility for identifying and actioning areas of risk including Health and Safety and Business Continuity. Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output. Role Specific Accountabilities (maximum 10) Ensure the Education and Learning service delivers a range of new functions for the schools portal, ensuring best value for money, accurate and timely information and more efficient processes. Manage the planning and production of Education Essex, the weekly schools e-newsletter, whilst engaging with appropriate stakeholders to coordinate high quality and timely communications with schools, to achieve high customer satisfaction. Coordinate specialist skills and knowledge across stakeholders to ensure the continued enhancement of the school portal to project deadlines, ensuring that it becomes a key enabler in ECC s transformation of Education and Learning services. Coordinate content production including editing and reviewing content for the school portal, ensuring it is suitable for the target audience, easy to access and useful.

3 Provide communications advice and guidance relating to all channels, including web based channels, to all services delivering to schools, ensuring consistent brand messages, in line with an agreed editorial style. Ensure compliance with all external and internal regulations concerning web based and communications information, such as data protection. Work collaboratively with schools to coordinate responses to critical incidents to ensure the best overall outcome for Head teachers, staff, young people and the public. Knowledge, Skills and Experience (maximum 10): Evidence of the ability to develop and sustain effective relationships with a diverse range of stakeholders. Experience of working with schools, with broad understanding of the school environment and current issues affecting schools. Understanding of Sharepoint 2010 content management system and/or other web based systems to publish and develop content. Experience of working in a communications or information role, ideally within a school, public sector organisation or Local Authority. Evidence of sound copywriting, editing and proof reading skills. Ability to work to pace and meet deadlines under pressure. Ability to provide advice on communication issues Ability to analyse issues, think innovatively and solve problems Competencies and Behaviours: The postholder must behave in accordance with ECC s Values and Behaviours.
