We are currently seeking an experienced Finance Manager, working across our sites directly supporting General Managers in meeting their objectives. As Finance Manager, you will work closely with the finance team and our shared services providers to achieve joint goals and prepare key deliverables by: Providing instructions, guidelines and timeframes for budgets; Participating in long term financial planning; Providing robust financial forecasts on a regular basis to ensure services on-going viability and sustainability; Streamlining accounting processes and procedures, including implementing effective internal controls; Identifying and reporting on business risks; Production and delivery of management reporting to Board level, cost intelligence and financial analysis services; and Facilitating the development and on-going monitoring of key performance indicators and financial recovery strategies for the organization. You must have the ability and desire to work with people across all levels of the organisation and master the financial complexity of the health & public sectors. This position is responsible to the Group Manager Operational Finance and Planning, who reports directly to the CFO. To succeed in this role you will: Be an experienced financial manager with a management accounting emphasis; Have at least 5 years significant experience within a complex commercial or health environment; Have strong leadership and interpersonal skills with an ability to work with, provide advice to and gain the respect of all levels of the organisation from Board to Clinical Leaders; Have a strong work ethic, a mature attitude and strong reporting and analytical skills, including experience with multi-divisional reporting; Be able to show where you add value, by creating or developing new processes; Have strong communication and negotiation skills with the ability to build and maintain strong internal and external relationships with key stakeholders; Be hands on, enjoy a broad based role and also enjoy showcasing your ability to be agile, adaptable and proactive in the face of change; Have the courage to challenge the status quo and be independent in thought; Be a strong team player. 3 Purpose of the role The purpose of the position is to oversee service financial management including the provision of: management accounting; capital management; business partnering; and output monitoring. The Finance Manager will provide advice and support to all levels of service management in the development of performance improvement strategies and business initiatives. Included in this will be the development of business cases or service development projects. The successful candidate will provide leadership to, and work with the service to manage their business as cost efficiently and effectively as possible. In doing this the Finance Manager will: Provide effective management and financial support around key business planning processes within the service; Oversee the monthly management reporting process, including in depth trend analysis and interpretation; Provides effective financial management training; Actively participate in contract management; and Ensure all statutory, regulatory and contractual obligations are met. KEY TASKS EXPECTED OUTCOMES Financial Management Co-ordinate and direct activities within the service to provide effective financial management on behalf of GM. All financial aspects of the business plans are completed within the revenue targets established by the CFO of WDHB. Budget reviews are coordinated and recommendations completed for the General Manager. Financial forecasts are coordinated for the service. Mitigation plans are prepared and monitored. Risk is captured and reported. Transactions are periodically reviewed to ensure costs and revenue are accurately measured, and recorded in the correct account, period and responsibility centre. Capital Management All major capital expenditure and project proposals are financially evaluated and recommendations made to the service manager. Asset management plans are prepared and monitored in line with DHB policy. Management Support Contextualizes the financial environment both internal and external drivers (such as MOH / Government directives), advising on financial strategy and business risk. Understands the relationship between cost and revenue i.e. productivity / contract outputs and the revenue model analyses trends, including demographic changes, in order to facilitate Waitemata District Health Board -JOB DESCRIPTION - Page 3

4 KEY TASKS EXPECTED OUTCOMES service planning. Leads the analysis of unit cost for activity funded services and promotes the preparation of cost improvement plans. Operations and RC Managers are supported to develop strategic and business plans that make the most of public health resources. Managers are supported to develop and maintain systems for meeting contract requirements. Managers are supported in their use of COGNOS planning. Training needs of Operations/Service/RC managers are addressed. Performance management Assist in the development of operational KPIs and monitoring systems to report against them. All contracts with other parties for services are managed and controlled, including re-negotiation and cost/price management. Reports are prepared for GM/CFO/CEO/MoH and others. Contribute to service improvement by way of expert information analysis of operational data sets. Ensure Clinicians and Managers have easy, reliable access to key costing information on a regular basis that enable them to make informed decisions in service delivery. Statutory & Treaty of Waitangi obligations Ensures the professional and political integrity of WDHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. Shows sensitivity to cultural complexity in the workforce and patient population. 5 PERSON SPECIFICATION POSITION TITLE: Finance Manager Qualification Experience Skills/Knowledge/Behaviour Minimum Tertiary qualification in commerce field. Previous experience in monitoring and managing finances in a medium to large organisation. Management Accounting experience. Good relationship management and influencing skills. Excellent communication and presentation skills. Project management abilities and experience in working in multidisciplinary teams. Highly developed conceptual and analytical skills with a strategic focus and experience with analysis tools. Preferred MBA CA Health Finance or Funding Experience. Prior management experience.
