PURPOSE OF THE POSITION The primary purpose of this role is to lead and manage PHARMAC s processes for devices funding and expenditure management, within assigned categories. This is a senior role within PHARMAC. Devices funding is an expansion of PHARMAC s role, and the Devices Funding team is a newly created one. As the programme of work expands we anticipate there may be adjustments to the role content for this position. Early activity has been focused on national contracting on behalf of DHBs, and over time this is expected to develop into managing new technology adoption within a funding constraint. A723385

This position description may change as we respond to the new environment that PHARMAC operates within. KEY ROLE REQUIREMENTS The Devices Funding team manages PHARMAC s growing portfolio of national contracts with the aim of achieving national consistency, transparency and where possible reduction in cost for these items. While other staff and teams undertake functions associated with the tendering, contracting, analysis and economic assessment, the DCM leads the process supporting decisions relating to medical devices in their assigned area, this includes setting group strategy, leading commercial activity including contracting and negotiation as applicable, an making the final business case for decision makers. The Devices Category Manger (DCM) will: 1. Ensure the delivery of objectives in area(s) of accountability: Contribute to PHARMAC s involvement in the development of a national approach for hospital medical devices. Work closely with the Manger Devices Funding to identify hospital medical device areas that are likely to benefit from PHARMAC s involvement through creation of greater national consistency, savings to DHBs, standardisation of clinical practice or a combination of the above. Commercial Activity, including start-up Ensure that opportunities for obtaining better value in the funding of hospital medical devices are identified and pursued. Lead the processes by which the Devices Funding team pursues opportunities for better value in hospital medical devices purchasing. Maintain close relationships and linkages with activities of the Procurement and Contracts teams. Maintain awareness of the annual tender process and ensure input as required. Undertake or supervise resolution of disputes with suppliers. Develop, review, innovate and maintain appropriate and effective operational processes for the funding of hospital medical devices, including implementation of any policy changes or new strategies. For relevant areas, assess applications for medical devices funding Appraise applications to fund new medical devices and obtain clinical advice regarding potential new products for listing. Undertake or coordinate assessment of the cost-effectiveness and budget/resource impact analyses of new investments, and inform PHARMAC s prioritisation processes for new investment opportunities. Lead in the process of listing new medical devices (or amending existing listings) as follows: o Prepare clinical documentation for assessment by appropriate committees including PTAC o Negotiate contracts with suppliers for Pharmaceutical Schedule listings (also see commercial activities, above). o Draft and finalise contractual terms and conditions o Undertake consultation with relevant stakeholders and consumers. o Write and present the business case to PHARMAC s Board/DHB CEOs/other key stakeholders, as required. o Co-ordinate the implementation of decisions (e.g. communication with DHB s, prescribers, media etc.) with the PHARMAC Implementation Programmes Team.
3 Category Management Overview/Horizon scanning of clinical practice and broader health sector directions. External relationships are managed effectively, including with DHB staff 2. Develop and maintain effective work planning for areas of accountability: Plan own work and manage outputs and performance to ensure outcomes are met. Set clear and stretch objectives with direct manager in accordance with PHARMAC s performance management system. Measure and monitor the achievement of objectives. Take appropriate action where the achievement of objectives is threatened. 3. Provide regular and relevant reporting and communication: Provide effective communication between self, own team and colleagues in other teams across PHARMAC to ensure that activities are well coordinated and any issues with cross organisational impact are effectively resolved and managed. Ensure transparent and regular reporting on deliverables to direct manager with early warning of any slippage. Ensure reports are completed on time and to a high standard. Maintain a no surprises approach to the direct manager. 4. Provide effective stakeholder and relationship management: Where appropriate represent PHARMAC externally and promote PHARMAC s interests effectively with stakeholders and in line with PHARMAC s vision, missions, values and communications and stakeholder strategies. Ensure a high degree of professionalism is used at all times when interacting with stakeholders, and that integrity and effective communication tools are used in any communications. Respond in a timely manner to any interactions with stakeholders. 5. Promote and model ongoing professional development Actively engage in personal professional development activities, seeking regular feedback on performance and being responsive to that. Undertake such development work as agreed with manager and proactively take opportunities as they arise. DIMENSIONS AND AUTHORITIES Staff numbers nil direct reports Programme management responsibility which may include management of contractors, PHARMAC employees and budgets. Budget - nil Works across whole organisation, builds relationships with all senior and middle managers. Authority to approve funding decisions under the Pharmaceutical budget is held by the Director Operations, up to a specific level of delegation. Decisions exceeding the Director s authority are made by the Chief Executive or the Board. This position has a significant influencing role in the development of proposals and changes to expenditure under that budget that each year.
4 KEY RELATIONSHIPS External Sector organisations- such as Health Alliance, Health Benefits Limited, National Health Committee Ministry of Health, including Medsafe Medical Technology Association of New Zealand Medical Devices suppliers Clinicians and representative groups Patients and representative groups DHB staff Internal Chief Executive Senior Leadership Team Directorate Management Team Management Team PHARMAC staff PHARMAC Board PTAC Committee and subcommittee members Consumer Advisory Committee members Internally, the position works closely with a range of teams; particularly the Procurement and Contracts team who manage the PHARMAC tender and monitor contracts, and analysts and health economists who provide analysis to support decision making. The position also works closely with the Engagement and Implementation Directorate, which supports communication and implementation activity. IDEAL PERSON SPECIFICATION The role requires excellent skills in relationship building and management, as the Devices Funding team works with a wide range of stakeholders. The DCM interacts at multiple levels with stakeholder organisations, and needs to be cognisant of PHARMAC strategic aims in these relationships. Qualifications required Tertiary qualifications in commerce and health or science, or other relevant qualifications or comparable relevant experience. The ideal person for this role would have broad experience and/or knowledge in several areas: Up to date understanding of the health sector and issues in the hospital medical devices industry. Knowledge of hospital medical devices and the medical devices sector. Strong commercial focus. Contract negotiation skills, risk management and the ability to understand legal considerations. Strong analytical skills, able to deal with complex financial and economic data, and clinical data. Competent project management skills and the ability to lead project teams. Robust understanding of the nature of complex markets, able to conceptualise, model and evaluate interactions between complex market factors to maximise value. Able to take a strategic perspective and think systematically. Knowledge of PHARMAC s approach to funding pharmaceuticals would be an advantage.

Ability to establish and build strong working relationships and a proven ability to develop trust with internal and external partners. Self-awareness. A creative thinker, able to develop new strategic approaches and solutions. Strong negotiation, persuasion and influencing skills. Well-developed relationship management skills and ability to develop networks with key stakeholders. Team worker able to work collaboratively with the PHARMAC team.
