5 1G-MED WATERinCORE 1 - Intrductin A Cmmunicatin & Capitalizatin Strategy (CCS) is an imprtant cmpnent fr any prject, prgram, service r activity and prvides a framewrk fr ensuring that infrmatin is shared with the apprpriate audience n a timely basis and by the mst effective means. The purpse f this CCS is t prvide a frmal planning dcument fr the cmmunicatin, infrmatin and capitalizatin f the WATERinCORE prject and the tls and knwledge that will be prduced thrughut the prject life cycle. Within this strategy we will identify and rganise the activities t be perfrmed in rder t reach the widest pssible audience, specially the audiences that will benefit frm the prject utcmes the mst. This plan highlights: The cmmunicatin bjectives and target grups The disseminated infrmatin The cmmunicatin tls and activities that will be used The assessment f CCS After prject cmmunicatin actins The target audience f this CCS is the partners f the WATERinCORE MED prject. 6 2 - WATERinCORE cntent The prject WATERinCORE is aiming at the design, applicatin and disseminatin f a methdlgical frame fr the integratin f Lcal Agenda 21 principles in Water Resurces Management in Mediterranean River Basins. It is fcusing n the identificatin f the water management practices and plicies as well as f the actual state f Lcal Agenda applicatin in the participants regins. Cnsidering these and additinally the specific characteristics f the regins a public participatin prcess will be designed and implemented at selected pilt river basins/sub basins in each regin in rder t mtivate and actively invlve the lcal key actrs/stakehlders in the develpment and applicatin f lcal actins in water management. By this way the prvisin f tls fr a better integratin f activities in the fields f bth sustainable water management and Lcal Agenda 21 will be achieved and the cnfrntatin f the different prblems and threats n water resurces in a crss-sectrial, territrial as well as dialgue riented apprach will be accmplished. Finally, the PP methdlgy that will be applied and validated ver the several pilt river basins will cnstitute the baseline fr further and wide disseminatin and applicatin by the water cmpetent authrities and managing institutins at the Mediterranean area, in rder t enhance Cmmn Respnsibility f scial actrs twards the integrated and sustainable management f water resurces and envirnment, generally. The main bjective f the prpsed prject is the enhancement f lcal actrs Cmmn Respnsibility and their invlvement in the develpment f WM plans and the peratin f WM cmpetent authrities. The prject s cmmunicatin & capitalizatin activities mainly fcusing n: a) the permanent and active participatin f lcal actrs in the decisin making fr WM in the participant regins and b) the disseminatin f prject s utcmes arund Med area t incrprate them in the WM plicies and enhance capacity f water authrities. 2

7 1G-MED WATERinCORE 3 - Cmmunicatin bjectives The main gal f the prject s CCS is t make the prject better knwn t a wide audience as well as t the lcal water actrs aiming at their invlvement in the prject as well as the capitalizatin f prject results twards the ratinal WM, external cmmunicatin. In parallel it is imprtant t ensure an effective cmmunicatin between prject s partners and Med prgramme in rder t achieve the prject s bjectives sufficiently, internal cmmunicatin. 8 develped Mrever, t fulfil the bjectives f the prject, the CCS will be structure arund three key phases which verlap in an imprtant degree: The implementatin phase prject s timetable The capitalisatin phase prject s last year The after prject phase after the end f prject s timetable The cmmunicatin and capitalizatin bjectives f each phase identified fr the internal and external cmmunicatin in the frame f the prject are presented in the table 1. Mrever, as it is mentined in the previus chapter a Public Participatin prcesses will be implemented in the frame f the prject. Such prcesses have t be supprted by intensive and effective campaigns in rder t ensure the invlvement and cntributin f lcal actrs in the implementatin f prject and in particular in the develpment f the water actin plans fr the pilt river basins. Fr this reasn a precise campaign will be prpsed and be incrprated in the public participatin methdlgy that will be designed in the frame f prject s cmpnent 4. 4

9 1G-MED WATERinCORE 4 - Cmmunicatin s Target grups As it has already mentined in the previus chapter the cmmunicatin target grups shuld be divided in tw general grups. 1. Internal Cmmunicatin grups: - Prject s Partners - Prgramme MED (JTS, MA, structures f Natinal crdinatrs and cntact pints) 2. External Cmmunicatin grups: - Partner s Structures and Wrking Bdies. - Water users and plicymakers. - Research Institutes and Academic sectr. - Other interested third parties and internatinal rganisatins and netwrks. - General Public. 10 5 - Disseminated infrmatin The infrmatin that will be disseminated it depends n the grups that will be targeted. Therefre, the infrmatin that will be prvided t: the internal cmmunicatin grups will be: twards partners: MED JTS implementatin guidelines, the prject s wrking plan, Prject s mnitring indicatrs, Technical instructins f LP and each phase respnsible partner wrking grups, infrmatin abut prject s prgress, Minutes f SC meetings twards MED prgramme: infrmatin abut prject s prgress, all the infrmatin including in the disseminatin tls the external cmmunicatin grups will be: infrmatin abut the prject, its bjectives and results, strategic water management plan f each regin, general infrmatin abut water management and prtectin and LA21, tls, methds and best practices n WM and LA21 and utputs f the prject. 6

11 1G-MED WATERinCORE 6 - Tls and activities The fllwing means were envisaged in relatin with the audience that will be infrmed: - Interactive website fr the cmmunicatin between partners, stakehlders and the general public. Its main aims are: Prviding infrmatin abut the prject, its bjectives and results. Running as a wrk tl fr internal cmmunicatin f the prject partners Mtivating stakehlders/lcal actrs in rder t participate in the PP prcess Enhancing cmmn respnsibility f a wide audience twards the prtectin f water resurces Presenting infrmatin material and relative web links n water management. - Wrkshps fr the prject s partners and natinal lcal actrs. Fr the prject s internal cmmunicatin, six wrkshps (ne per semester) will be held in rder t increase the visibility f the prject twards, mainly, t the partners and institutins. During the wrkshps the prjects utcmes and activities will be presented and evaluated. They will be als used as a tl fr the prject s external cmmunicatin; representatives f lcal authrities and institutins n WM will be invited t participate. The hlding dates and places are presented in the fllwing table: - Press releases and Newsletters fr the general public. During the prject press releases will be written and distributed t the media befre the hlding f the prject events (wrkshps, negtiatin tables, pinin surveys, clsing cnference). In the frame f the cmpnent 5 Cmmn respnsibility enhancement an pinin survey will be made in rder t a wider targeted audience be infrmed and participated in the frmatin f the WM Actin plan. - One t three days Curse/seminar (10 20 hurs) address t the staff f gvernance, lcal authrities, agricultural cperatives and institutinal bdies will be held by each partner during prject s last semester in rder t capitalize prject s results. Each lcal curse is expecting t be attended by 30 scientists and the tutrs will be partners staff and external experts. - Shrt guidebks: Tw shrt guidebks will be edited and distributed fr the capitalizatin f prject results. A Shrt Guidebk n Keywrds and requirements f Lcal Agenda 21 as well as n gd examples case studies f lcal water management activities meeting Lcal Agenda 21 criteria. A Shrt Guidebk presenting the WM in the pilt basins based n the prject s results. Bth Guidebks will be prduced in English and natinal languages and will be distributed t defined target audience and the participants f curses/seminars. - A Clsing cnference fr plicy makers, academics and scientist and enterprises that are interested in the WM issues will be rganised at the end f prject s timetable in Greece. The cnference s e-prceedings will be als prduced and distributed t the participants and ther interested individuals r/and institutes. It has t be mentined that the negtiatin tables and the pinin survey are tls that will be used during the implementatin f public participatin prcess in the frame f prject s Cmpnent 5: Cmmn respnsibility enhancement in Water Management. In the frame f the same cmpnent has als freseen an infrmatin mtivatin campaign. The prject s partners having in mind the special characteristics f the lcal sciety will rganize and implement a campaign in the pilt basin f each participant regin. The tls and means that will be used, except frm the nes described abve, will be included in the Public Participatin methdlgy that will be designed in the frame f Cmpnent 4 Analysis f LA 21 applicatin in the participants regins. 10

16 7 - Assessment f Strategy The LP will ensure the implementatin f CCS in cperatin with the ther prject s partners. Accrding t the specific needs f each participant regin, sme CC activities culd be mdified r/and replaced with thers. The prject s Steering Cmmittee culd decide n the updating f CCS and will evaluate its applicatin. The fllwing indicatrs will be used in rder t make the evaluatin. All the partners must keep the relevant dcumentatin n the presented indicatrs and prvided them t the LP and SC. It is even mre imprtant t disseminate cncrete results after the end f the prject ensuring the applicatin f them lcally, reginally and internatinally in terms f imprving the state f envirnment. In rder t ensure the disseminatin f prject and results after prject s timetable cmpletin the abve means culd be used: - The updating f the web site with new infrmatin abut water management - The participatin f partners in natinal and internatinal cnferences and editins - The generatin f cperatin Eurpean prgrammes n issues relating with the prject s bjectives. - The supprt f the applicatin and f the mnitring f prject results within the targeted area and ther regins and f the incrpratin f prject s results in the future natinal water strategy The final activities will be determined utilizing the experienced gain during the disseminatin f prject within the prject s implementatin perid. 18 9 - Publicity Obligatins frm MED prgramme It is f great imprtance t respect the fllwing cnditins during the prject s publicity actins, as they are described in the subsidy cntract: - All cmmunicatin r publicatin regarding the prject, including cnferences r/and seminars, must state that it has received a subsidy frm the ERDF thrugh the MED Prgramme. In rganising infrmatin disseminatin events (cnferences, seminars, fairs, exhibitins, cmpetitins ) related t a prject partly financed by the Structural Funds, the rganizers must indicate the cmmunity participatin t these prjects thrugh the presence f the Eurpean flag in the meeting rm, f the Eurpean emblem and the lg f the prgramme n the dcuments. In general, the LP will guarantee the respect f the Regulatin (EC) 1828/2006 f the Cmmissin fr the infrmatin and publicity actins n the Eurpean Structural Funds. Fr all cmmunicatin and publicatin activities the next three elements are bligatry.
