3 Transprt Ecnmics Level 2 (January 2012) Natinal Certificates (Vcatinal) INTRODUCTION A. What is the subject Transprt Ecnmics Level 2 abut? Transprtatin is fundamental t the develpment f any ecnmy. This subject fcuses n the basic fundamentals f transprt ecnmics and the interrelatin between an effective transprt infrastructure and the grwth f the ecnmy. It serves as a departure pint t understand the nature and scpe f the transprt industry and transprt services in Suth Africa. Different categries f transprt services and mdes f transprt are described and gvernment s respnsibility t prvide a prperly regulated and well functining transprtatin system is emphasized. The transprt industry is investigated as part f the ecnmy in terms f its size and make-up and the market players within the industry are identified. The impact f cmpetitin and internatinal trade n transprt systems is explained. The nn-ecnmical rle and functin f transprtatin fr scial develpment within the ecnmy is explred against a brief study f the histrical develpment f the transprt infrastructure in Suth Africa. B. Why is Transprt Ecnmics Level 2 as a subject imprtant in the learning prgramme? Transprt Ecnmics is imprtant as it: Sets the fundatin fr learning abut the entire Suth African transprt industry which presently nly exists at tertiary level. Prvides the student with cnceptual knwledge and applied cmpetence in the understanding and interpretatin f Transprt as part f the brader ecnmy. C. Hw d the Learning Outcmes link with the Critical and Develpmental Outcmes? This subject will enable the student t achieve the fllwing Critical Crss Field Outcmes: Identify and slve prblems by using critical and creative thinking. The subject may be ffered n a part-time basis prvided the student meets all the assessment requirements. Students with special educatin needs (LSEN) must be catered fr in a way that eliminates barriers t learning. 2 SUBJECT LEVEL FOCUS Transprt as a service and industry within the Suth African ecnmy is explred. The Suth African transprt industry as an ecnmic factr is investigated. The nn-ecnmical and histrical aspects f transprt in Suth Africa are explred. SAQA QUALIFICATION ID: EXIT LEVEL OUTCOME 1 Explre what is transprt ecnmics. ASSOCIATED ASSESSMENT CRITERIA Key cncepts in transprt ecnmics is defined and described. The relatin between transprt and ecnmics, transprt ecnmics and infrastructure and an effective transprtatin system and the well being f an ecnmy is described. The reasns why gvernment shuld prvide a well functining transprt system are prvided. EXIT LEVEL OUTCOME 2 Investigate transprt as a service and industry within the Suth African ecnmy. ASSOCIATED ASSESSMENT CRITERIA The nature and scpe f the transprt industry and characteristics f transprt as a service are described. The brad categries f transprt services and mdes used in each are described. EXIT LEVEL OUTCOME 3 Investigate the Suth African transprt industry as an ecnmic factr. ASSOCIATED ASSESSMENT CRITERIA The Suth African transprt industry is described in terms f its size and make-up, different market players and the transprt market place. Transprtatin is described as an enabler f the ecnmy. The transprt market is related t the Grss Dmestic Prduct (GDP) and its influence n different prductin sectrs. The industry multiplier effect f transprt n the ecnmy is described. The impact f cmpetitin and internatinal trade n transprt systems are investigated. The histrical and current transprt infrastructure is cmpared t indicate similarities and differences. The Suth African infrastructure develpments are cmpared with develpments in ther cuntries. The strategy f the Suth African gvernment t address sci-ecnmic challenges by imprving the transprt infrastructure is described. Key stakehlders and decisin makers cntributing twards infrastructure develpment in Suth Africa are identified. 3 ASSESSMENT REQUIREMENTS 3.1 Internal assessment (50 percent) Theretical Cmpnent The theretical cmpnent ranges frm percent f the internal assessment. Internal assessment f the theretical cmpnent f Transprt Ecnmics NQF Level 2 will take the frm f bservatin, class questins, grup wrk (infrmal grup cmpetitins with rewards), grup and individual discussins with students, class tests, tpic tests, semester tests and internal examinatins. Daily bservatin can be dne f previus day s lessn by making use f class questins, grup r individual discussins and class tests Assignments, case studies and tests can be dne at the end f a tpic. Tests and internal examinatins must frm part f internal assessment Practical Cmpnent The practical cmpnent ranges frm percent f the internal assessment. Practical cmpnents include applicatins. All practical cmpnents must be indicated in a Prtfli f Evidence (PE). The practical cmpnent will frm percent f the internal assessment. Internal assessment f the practical cmpnent f Transprt Ecnmics NQF Level 2 will take the frm f assignments, practical exercises and case studies in a simulated business envirnment. Students can cmplete practical exercises n a daily basis and be assessed n a daily basis. Assignments, research and case studies can be dne at the end f a tpic. Sme examples f practical assessments include, but are nt limited t: A. Presentatins (lectures, demnstratins, grup discussins and activities, practical wrk, bservatin, rle-play, independent activity, synthesis and evaluatin) B. Exhibitins by students C. Visits undertaken by students based n a structured assignment task D. Research E. Task perfrmance in a Structured Envirnment Definitin f the term Structured Envirnment Structured envirnment fr the purpses f assessment refers t an actual r simulated wrkplace, r wrkshp envirnment. A practicum rm wuld be advisable n each campus fr students t d practical assessments. Department f Higher Educatin and Training 5

The tls and instruments used t cnduct these assessments as well as the evidence must be cntained in the Prtfli f Evidence (PE) Prcessing f internal assessment mark fr the year A year mark ut f 100 is calculated by adding the marks f the theretical cmpnent and the practical cmpnent f the internal cntinuus assessment (ICASS) Mderatin f internal assessment mark Internal assessment is subjected t internal and external mderatin prcedures as set ut in the relevant internal assessment guidelines prvided by the Department f Higher Educatin and Training. 3.2 External assessment (50 percent) A Natinal Examinatin is cnducted annually in Octber r Nvember by means f a paper(s) set and mderated externally. A practical cmpnent will als be assessed. External assessment details and prcedures are set ut in the Assessment Guidelines: Transprt Ecnmics: NQF Level 2 4 WEIGHTED VALUES OF TOPICS TOPICS WEIGHTED VALUE 1. Intrductin t Transprt Ecnmics The SA transprt industry as an ecnmic factr The nn-ecnmical and histrical aspects f transprt in SA 30 TOTAL CALCULATION OF FINAL MARK Internal assessment mark: Student s mark/100 x 50 = a mark ut f 50 (a) Examinatin mark: Student s mark/100 x 50 = a mark ut f 50 (b) Final mark: (a) + (b) = a mark ut f 100 All marks are systematically prcessed and accurately recrded t be available as hard cpy evidence fr, amngst thers, reprting, and mderatin and verificatin purpses. 6 PASS REQUIREMENTS A student must btain at least 50 percent in ICASS and fifty percent (50) in the examinatin. 7 SUBJECT AND LEARNING OUTCOMES On cmpletin f Transprt Ecnmics NQF Level 2, the student shuld have cvered the fllwing tpics: Tpic 1: Intrductin t Transprt Ecnmics Tpic 2: The SA transprt industry as an ecnmic factr Tpic 3: The nn-ecnmic and histrical aspects f transprt in SA TOPIC 1: INTRODUCTION TO TRANSPORT ECONOMICS 6 Department f Higher Educatin and Training

Prvide a macr ecnmic view f transprt ecnmics and indicate hw this view is applied in this industry and in the wider ecnmy Explain the interrelatin between transprt and ecnmics by giving examples f transprt as an ecnmic functin Demnstrate with examples the interrelatin between transprt infrastructure and transprt ecnmics Explain with examples the link between an effective transprtatin system and the well being f an ecnmy Subject Outcme 1.2: Explain the regulatins f transprt ecnmics Learning Outcmes The student shuld be able t: Describe the majr purpses f transprt ecnmic regulatins Explain why and hw gvernment shuld prvide cmmn carrier transprt and a well functining transprt system. Range: Transprt as a service within the ecnmy, transprt as a prductin factr, transprt as 'a means t an end' Outline the characteristics/features f transprt as a service Explain the impact that psitive and negative externalities may have n transprt netwrks/services Explain the brad categries f transprt services and indicate the mdes used in each categry. List the different market players within the transprt industry. Draw a prfile f the SA transprt market place by referring t examples. Learning Outcmes The student shuld be able t: Differentiate between the ecnmic and nn-ecnmic rle f transprt within the ecnmy. Prvide reasns fr the nn- ecnmic rle that transprt has in ecnmic develpment. Describe with examples the nn-ecnmic rle and imprtance f transprt fr the scial develpment f an ecnmy. Have a Bachelrs degree in transprt. Practical experience in the transprt industry will be a distinct advantage.
