3 1.0 Intrductin Nurses and midwives cntinually engage in nging educatin, cntinuing prfessinal develpment (CPD) and lifelng learning as a requirement fr prfessinal nursing and midwifery practice in Ireland. This requirement is explicitly utlined in the Cde f Prfessinal Cnduct and Ethics (NMBI 2014) and is fundamental t the develpment f cmpetent practitiners and essential in ensuring that nurses and midwives wrk within their scpe f practice (ABA 2000). In recgnising that quality, safe patient and client care is dependent n cmpetent practitiners wh engage in lifelng learning and wh participate in quality assured educatin and training, the Faculty, is cmmitted t the prvisin f high quality cntinuing prfessinal develpment prgrammes/events and activities. The Faculty f Nursing and Midwifery, as ne f the lngest-serving prviders f nurse educatin in Ireland since its inceptin in 1974, has prvided nurses and midwives frm a variety f clinical nursing specialties with a diverse range f prgrammes. Central t its eths, the Faculty believes that rigrus quality assurance mechanisms are crucial t the prvisin and delivery f high quality prgrammes in the Faculty. Rss et al. (2013) highlight the imprtance f ensuring CPD activities are apprved, as in many cuntries acrss the glbe, quality assurance mechanisms are unclear and there is a lack f clear guidelines relating t the prvisin and delivery f CPD activities. This dcument utlines the requirements fr and accreditatin prcess fr rganisatins seeking accreditatin f CPD prgrammes/events/activities in partnership/ cllabratin with the Faculty f Nursing and Midwifery RCSI. This dcument presents a brief utline f cmpetence and the requirement fr nurses and midwives t maintain prfessinal cmpetence. Fllwing this it identifies the Prgrammes/Events/Activities that are eligible fr CPD Accreditatin by the Faculty f Nursing and Midwifery. Sectin six utlines the criteria fr apprval f prgrammes/events/activities, fllwed by the applicatin prcess and the prcedures fr apprval. 2.0 Cmpetence The Cde f Prfessinal Cnduct and Ethics fr Registered Nurses and Registered Midwives (NMBI 2014) in its third principle, Quality f Practice, explicitly states that patients have a right t receive quality care by cmpetent nurses and midwives The Nursing and Midwifery Bard f Ireland defines cmpetence in the fllwing way: 3

4 Cmpetence is a cmplex and multidimensinal phenmenn and is defined as the ability f the Registered Nurse r Registered Midwife t practice safely and effectively, fulfilling his/he prfessinal respnsibility within his/her scpe f practice (An Brd Altranais, 2005, p.12). The Canadian Nurses Assciatin (2000) and the Natinal Cuncil f State Bards f Nursing (2005) expand n this definitin, highlighting the imprtance f knwledge applicatin and integratin, the rle f judgement and decisin making in the delivery f safe and ethical care. The centrality f high quality psychmtr skills is als emphasised with prfessinal cmpetence including abilities such as cmmunicatin, creativity, prblem slving and reflectin and is based n knwledge, functinality, persnal behaviur, values and ethics (Lundgren and Huseman 2002). It is imperative fr nursing and midwifery prfessinals t maintain their cmpetence and update their knwledge and skills n an nging basis. 3.0 Maintaining Prfessinal Cmpetence and the Nurses and Midwives Act (2011) The maintenance f prfessinal cmpetence is a cllabrative effrt and the Nurses and Midwives Act, 2011 Part 11 places bligatins n: 1. The Registered Nurse and the Registered Midwife 2. The Bard 3. The Emplyer In relatin t the maintenance f prfessinal cmpetence n an n-ging basis: Part (1) f the Nurses and Midwives Act, 2011 states that A registered nurse and a registered midwife shall maintain prfessinal cmpetence n an n-ging basis. Part (2) f the Nurses and Midwives Act, 2011 states that A registered nurse and a registered midwife shall whenever required t d s, demnstrate cmpetence t the satisfactin f the Bard in accrdance with any requirement f the Bard under sectin 88(1). Part (1) f the Nurses and Midwives Act, 2011 states that The Bard may require a registered nurse r registered midwife t demnstrate cmpetence t the satisfactin f the Bard in accrdance with a prfessinal cmpetence scheme applicable t that nurse r midwife r therwise. 4

5 The requirement t demnstrate that the nurse r midwife has maintained prfessinal cmpetence is nt mandatry as the cmmencement rder fr part 11 f the Act has nt yet been signed by the Minister. 4.0 Optins fr Maintaining Prfessinal Cmpetence The maintenance f prfessinal cmpetence can be achieved thrugh Cntinuing Educatin and/r Cntinuing Prfessinal Develpment ptins. 4.1 Cntinuing Educatin (CE) An Brd Altranais (1994) defined cntinuus educatin as a lifelng prfessinal develpment prcess and cnsists f planned learning experiences which are designed t augment the knwledge, skills and attitudes f registered nurses and registered midwives fr the enhancement f practice, patient/client care, educatin, administratin and research. 4.2 Cntinuing Prfessinal Develpment Cntinuing prfessinal develpment is essential fr nurses and midwives if they are t acquire new knwledge and cmpetence that will enable them t practice in an ever changing health care system. Prfessinal develpment has been described as including all the experiences, activities and prcesses that help develp an individual as a prfessinal (An Brd Altranais, 2000). Cntinuing prfessinal develpment is an n-ging cyclical prcess f cntinuus quality imprvement which allws registrants learn and develp t meet their wn persnal and prfessinal needs, the needs f the service and the needs f patients and clients. Cntinuing prfessinal develpment (CPD) is the means by which prfessinals maintain and imprve their knwledge, skills and cmpetence, and develp the prfessinal qualities required thrughut their prfessinal life. CPD is an integral cmpnent in the cntinuing prvisin f safe and effective services fr the benefit f patients and service users (Rss et al 2013). CPD requires engagement by the prfessinal in a range f learning activities n an n-ging basis (adapted frm Health and Scial Care Prfessinals Cuncil, 2013). NMBI include the fllwing as examples f CPD activity, participatin in training activity, cmmittee membership, plicy, prtcl and guideline develpment, frmal teaching, preceptrship/mentrship activity, jurnal club membership, meetings including case cnferences/client/case reviews, participating in quality imprvement and audit activity, publicatins, cnducting research, prject wrk, cnference r pster presentatin, develping and delivering in-service educatin-this is nt an exhaustive list. 5

6 5.0 What Prgrammes/Events/Activities are Eligible fr CPD Accreditatin by the Faculty f Nursing and Midwifery Prgrammes and educatinal events rganised by the Faculty and/r in cllabratin with ther Faculties/Departments r Schls r ther Cllabratrs/Prviders fr the purpses f CPD are eligible fr CPD apprval. 5.1 Events Aimed at Registered/Qualified Nurses and Midwives Including: Skills training Advanced skills wrkshps Lectures Tutrials Master classes Cnferences Bespke and tailred prgrammes The prgramme must be a minimum f 40 minutes: 40 minutes t 1 hur =1 RCSI Faculty f Nursing and Midwifery Cntinuing Educatin Unit. (CNMEU, events may be uni-disciplinary r interdisciplinary in nature). All prgrammes/events/activities will als be submitted fr apprval t the Nursing and Midwifery Bard f Ireland, if required. 6.0 Criteria fr apprval f prgrammes/events/activities Activities/events/prgrammes must Address prfessinal educatin and training needs; Be bjective and evidence-based; Include nurses/midwives in the planning prcess; Be relevant t clinical, educatin, research and ther prfessinal activities f the prfessins f nursing and midwifery; Identify clear aims and utcmes based n explicit, specific, measurable, achievable, and be targeted t the nature f the prgramme and prfessinal; Be f an apprpriate prfessinal standard; Extend beynd clinical and patient/client/service user centred areas but als include areas such as leadership/management, regulatin, ethical standards f practice; 6

7 Include cntent that is based n evidence and is cngruent with legislatin, plicy and standards; Include a built in evaluatin (bth in terms f participants, regulatrs and prgramme/event cmmissiners if relevant); Include the details f the prgramme crdinatr and speakers; Ensure that all speakers declare interests at the utset. 7.0 Applicatin Prcess Applicants are required t prvide infrmatin relating t the prgramme/event/activity and the applicatin prcess is cmpleted n-line thrugh the Faculty f Nursing and Midwifery s Website A printable frm is als available thrugh this page and can be ed t facnursing@rcsi.ie r by pst t: CPD Accreditatin Faculty f Nursing & Midwifery 123 St. Stephen s Green Dublin 2 The fllwing infrmatin is required: Prgramme/event/activity Title; Details n the event rganiser/prgramme lead and main cntributrs/full list f speakers, qualificatins, pst and tpic; Shrt summary f the prgramme; Philsphy underpinning the curse; Prgramme ratinale and justificatin; Aims and bjectives/utcmes which are measurable; Cntent (t include theretical and practical input if apprpriate); Target audience; Prgramme length in hurs/days; Venue; Teaching and learning facilities and resurces; Outline structure/timetable f event; Teaching/learning strategies and methds; Assessment f learning; QA and evaluatin; Details f external spnsrship. 7

8 An attendance register must be maintained and retained by the prvider. A certificate f attendance shall be prvided utlining the specific RCSI CNMEUs and NMBI CEUs. 8.0 Prcedures fr Apprval and Appeals The prgramme/event/activity c-rdinatr r rganiser cmpletes the n-line Applicatin Frm. Supprting dcumentatin (e.g. timetable) is upladed t accmpany the applicatin. Payment f the applicatin fee accmpanies the applicatin. This infrmatin is available n the Faculty s website. The apprval prcedure is cmpleted and managed within the Faculty by the Operatins and Educatin Manager supprted by the Executive Directr and the Dean f Faculty f Nursing & Midwifery. Ntificatin will be prvided within a tw week timeframe. Any decisin can be appealed t the Educatin and Prfessinal Develpment Cmmittee f the Faculty. If an applicatin is refused the rganiser/prvider may appeal the decisin in writing.
