The department protects young children by regulating preschool and long day care providers. Once children move into school, we provide them with a world-class primary and secondary education. We also work to advance the wellbeing of Aboriginal people. The External Affairs and Regulation division strengthens educational and community outcomes by leading strategic reform initiatives, securing national and State funding for education services, distributing funding to non-government schools and to preschool providers, advising on strategic policy in higher education, and promoting high quality standards for early childhood education. Aboriginal Affairs, which is part of the division, provides strategic policy advice and advocacy for the Aboriginal people of New South Wales. Primary purpose of the role The role is responsible for providing financial management advice and operation of early childhood education funding programs, as well as a range of other grant programs across External Affairs and Regulation. Key accountabilities Provide responsive, well researched and timely financial management advice to senior managers and the Executive Director to support improved funding program delivery and financial management in External Affairs and Regulation. Conduct research and analysis and develop strategies, policies and business plans to support the achievement of Government, Department and of the External Affairs and Regulation targets and priorities. Develop and build productive business relationships with stakeholders and team members in the External Affairs and Regulation division to ensure excellence in service delivery and improved financial capability of staff within the Portfolio. 1
2 Contribute to the implementation of the LMBR and Business Intelligence Programs and other major reforms being implemented by the External Affairs and Regulation. Analyse information and business data to produce high quality correspondence, including reports and submissions for senior Departmental officers. Prepare and monitor budgets, forecasts and provide monthly, quarterly and annual financial reporting for the Portfolio and External Affairs and Regulation Directorates. Develop and maintain a high level of awareness of internal and external policy shifts in an environment of considerable organisational and cultural change in order to provide strategic advice. Key challenges Working as a team member, managing multiple tasks with competing deadlines, while negotiating with stakeholders and meeting customer expectations. Influencing stakeholders and supporting change in a transitional work environment. Maintaining technical expertise and knowledge of financial management systems, policies and processes in a changing policy environment for education and training at the departmental, state and national level. Key relationships Who Internal Senior staff in the ExAR and senior managers across DoE External NSW Treasury, other Government agencies and the Commonwealth. Why Develop and maintain effective working relationships to foster collaboration, consultation and engagement on the development of business systems, financial reporting, policy and systems to support financial management for the External Affairs and Regulation programs and services. Consults with senior officers and the Executive Director in relation to decisions that have resource implications, far reaching implications, are contentious and/or are likely to have an impact on stakeholders. Reporting line The role reports to the Manager, Finance. Direct reports The role has no direct reports but works as a member of a team. 2
3 Budget/Expenditure The role will be accountable for project budgets. The role has financial delegations in accordance with the Department s policy. Essential requirements Relevant qualification in Commerce, Accounting or Business, and/ or relevant years experience. Knowledge of and commitment to the Department s Aboriginal Education policies.
