To provide strategic procurement advice and support in relation to major development projects such as Building Schools for the Future and the Life Centre. Develop and lead on corporate and service procurement strategies, policies and plans designed to deliver continuous improvement for the Council and maximise the use of resources. 2 Decision Making The post holder works to defined procedures as they work in accordance with legislation and regulations, codes of practice, the Council s constitution, policies and procedures. They lead on performance management and set objectives. Responsible for recommending improvements to the Strategic Procurement Capital Project Development function to achieve efficiencies and work towards corporate aims and makes value for money recommendations in relation to significant contracts that the Council enters into. The post holder encourages the local supplier community to bid for contracts by providing a strategic link with outside partners in order to achieve efficiencies. Using legislation and experience they advise project teams on procurement best practice and provide suitable options and appraisals which meet with the needs of the commissioning departments. Accountabilities Projects: Lead, motivate and develop members of the professional project group to ensure it performs successfully, both individually and collectively, in order to work towards the Council s objectives Develop and implement project specific procurement processes and documentation, ensuring that these are consistently applied across capital procurement projects Develop complex organisation and governance structures appropriate for individual projects, ensuring control and efficient use of all resources. Responsible for planning, organising and controlling large stakeholder groups to ensure maximum benefit to the project Undertake detailed analysis of technical, legal and commercial aspects of the projects from private and public sector perspectives In conjunction with the Project Directors, report progress, issues and risks to the Project Executives Service delivery: Responsible for delivering services within the allocated budget, including forecasting and funding opportunities, ensuring value for money, in accordance with the Council s financial regulations. Make recommendations on the appropriate procurement for multi-million pound projects. Accountable for a budget of 0.55million Ensure that contracts are awarded in compliance with corporate and EU regulations. Ensure probity, transparency and value for money are achieved for the Council through effective procurement Responsible for improving capital procurement practices and contributing to the achievement of efficiencies across the Council Provide advice on complex areas of procurement, supporting procurement initiatives and developing the internal expertise of the Strategic Procurement Service Deputise for the Head of Capital and Assets as required Undertake other duties appropriate to the grade of the post Page 2 of 5 Updated on 19/02/2010

3 Demands Subject to high levels of work related pressure, caused by leading on complex negotiations and regularly presenting to senior officers and Members. Must manage extreme peaks and troughs in workload at different stages of the financial year and prioritise differing stakeholder needs and, often conflicting, demands. 4 Experience, Knowledge and Qualifications Essential: Substantial experience in a middle management role managing a service area either in the Public or Private Sector Proven experience of: o setting and achieving organisational performance standards o delivering measurable improvements to a procurement service o producing clear coherent plans and strategies to support the achievement of Council objectives Up-to-date knowledge and understanding of: o the law, regulation and best practice in relation to procurement o legislative and regulatory framework surrounding government practice o the modernisation agenda and issues facing local government in general, and the procurement service in particular Proven track record of: o effectively managing people o effective management of resources, delivering sustainable high quality services on time and to budget o successful change management, implementing and delivering new working policies and practices, alongside cultural and structural change that has delivered improved and more efficient services o achieving equality of opportunity in both employment and service delivery A relevant professional qualification i.e. MCIPS Management training and / or qualification Project management qualification i.e. PRINCE 2 Desirable: Thorough knowledge or experience of various public and private sector procurement practices e.g. PFI Knowledge or experience of procurement across partnership arrangements Page 4 of 5 Updated on 19/02/2010

5 Skills and Technical Competencies Financial and commercial awareness with strong analytical skills and a creative approach to problem solving Highly developed communication skills to build and maintain partnerships with internal departments and external organisations, to deliver clear professional advice to senior managers and Members and to undertake complex commercial negotiations with private sector organisations Planning and organisational skills to lead and motivate members of the project groups. The post holder is responsible for planning, organising and controlling large stakeholder groups to ensure maximum benefit to the project. Projects include the Life Centre and Building Schools for the Future, which both involve planning over significant timeframes Persuasive skills to motivate and gain commitment to service objectives Technical competencies will be developed in liaison with departments over 2009/10. Corporate Standards Act at all times in accordance with appropriate legislation and regulations, codes of practice, the provisions of the Council s constitution and its policies and procedures. Work within the requirements of the Councils Health and Safety policy, performance standards, safe systems of work and procedures.
