1 What is a Partnership Agreement? A Partnership Agreement is an interventin the Recvery Schl District (RSD) may utilize t turnarund ne r mre failing schls that are eligible fr transfer t the Recvery Schl District. Under state law (La. R.S.17:10.5), BESE may apprve RSD interventin in any schl that has been labeled academically unacceptable fr fur r mre years. The RSD may intervene in the failing schl by taking ver peratin f the schl, siting an apprved Type 5 charter peratr t perate the schl, r entering int a memrandum f understanding with the lcal schl district. A Partnership Agreement is a memrandum f understanding between the Recvery Schl District (RSD) and a lcal schl district that serves t define the relatinship between the tw parties in regard t the gvernance, peratin, and versight f a failing schl within the lcal schl district. Under a Partnership Agreement, the schl district may retain cntrl f ne r mre schls that are eligible t be transferred t the Recvery Schl District in exchange fr cmplying with certain cnditins r requirements utlined in the Partnership Agreement. The Partnership Agreement may require the lcal schl bard t meet specific academic benchmarks r take certain actins t imprve the failing schls thrughut the term f the agreement. The Cadd Transfrmatin Partnership Agreement Belw yu will find an utline f the visin, terms, and requirements f the Cadd Transfrmatin Partnership Agreement an agreement between the RSD and the Cadd Parish Schl Bard t transfrm failing schls in Cadd Parish. The actual Cadd Transfrmatin Partnership Agreement will be a mre frmal memrandum f understanding dcument. Values The Values used t gvern this plan were predetermined in cnjunctin with the Recvery Schl District, Cadd Parish Schl District staff and Cadd Parish Schl Bard: Academic student achievement: Imprving student achievement is the highest pririty f the transfrmatin plan. All aspects f the transfrmatin plan and all decisins must cntribute t the gal f making substantial, measurable academic gains fr students and raising schls ut f failing status. New slutins: In rder t serve students well, we will create and apply new, innvative slutins t the ld prblems that have been plaguing the Cadd Parish schl system fr years. Respect fr cmmunities and families: We will implement the transfrmatin plan in a way that hnrs and respects cmmunities and families thrugh transparent and pen cmmunicatin. 1

2 Term Urgency: Incremental change is inadequate t prduce the substantial gains in student academic achievement that ur students deserve. We will create slutins that are time-bund and implement every aspect f the transfrmatin plan with urgency. The agreement will begin in December 2013 and will expire in December 2015, with a pssible extensin until December Upn the expiratin f the agreement, the RSD will make a recmmendatin t BESE fr the peratin f the schls fr the fllwing schl year. Academic Gal All failing Cadd Schls (schls with an F letter grade) will earn 2015 Schl Perfrmance Scres f 50.0 r higher ( D r better letter grades). District Clsures and Cnslidatins Newtn Smith 6 th Grade Center will be clsed at the cnclusin f the schl year. Linear Leadership Academy will be clsed at the cnclusin f the schl year. Develping System Change t accmmdate refrm in the lwest perfrming schls The Luisiana Recvery Schl district in cllabratin with the Cadd Parish Schl Bard recgnizes that the need fr system-wide refrm is necessary, s the Recvery Schl District requires that CPSB engages cntractually with a service prvider that has prven success wrking with traditinal schl districts t turn arund their lwest perfrming schls. This third-party service prvider will be respnsible fr assessing the needs f all failing schls in the district and recmmending changes fr rerganizing and develping the central ffice t be able t implement recmmended change. The third-party service prvider will be respnsible fr recmmending a design fr the central ffice that supprts autnmus schls and turns arund the lwest perfrming schls academically. At a minimum, all f Cadd s failing (AUS) nn-alternative schls will be supprted by the wrk f this rganizatin. The wrk may include but is nt limited t: talent develpment, financial planning and sustainability, rganizatinal redesign, schl culture/curriculum assessment and redefinitin, and central ffice capacity building. The third-party service prvider shuld be a prven prvider f services fr districts similar t Cadd Parish and have data-driven results f turning schls arund in Luisiana. The Cadd Parish Schl Bard will hld the third-party service prvider accuntable fr prducing imprved student academic achievement utcmes and cmplying with federal and state law and plicy. The Cadd Parish Schl Bard will authrize the Cadd Parish Superintendent t carry ut all schl-level actins recmmended by the third-party service prvider withut ut requiring bard apprval. These schl-level actins include changes related t schl budgets, schl persnnel, schl prgramming, and schl curriculum. 2

3 Selectin f the third-party service prvider and the final cntract between CPSB and the third-party service prvider is subject t RSD apprval. Creating an rganizatin-wide fcus n talent Great peple drive better utcmes fr students. Therefre, the RSD supprts CPSB s missin f recruiting the best new teachers and principals t schls and retain thse that are the mst effective with students. The mst highly effective educatrs shuld be retained, empwered and rewarded fr driving student achievement. Thse individuals wh are lw-perfrming, despite supprt, wh fail t meet expectatins shuld be replaced. The Recvery Schl District recmmends (but des nt require) the Cadd Parish Schl Bard t cnsider partnering with alternative certificatin teacher pipeline prgrams that wrk t supprt the recruitment, retentin and develpment f the best educatrs and schl leaders and create a supply f new, capable talent that will serve t diversify and expand the district s current talent pl. All psitins at the fllwing schls will be vacated at the cnclusin f the schl year and filled fr the schl year thrugh interviews f new applicants, and where apprpriate, rehiring f frmer staff. Atkins Technlgy Elementary Schl Midway Prfessinal Develpment Center Wdlawn Leadership Academy Fair Park Cllege Preparatry Academy Develping Schl Level Refrms t meet the needs f students The fllwing describes the requirements that Cadd Parish Schl District will be respnsible fr implementing in RSD-eligible schls: Linear Leadership Academy Linear Leadership Academy will clse at the cnclusin f the schl year, cntingent upn the Cadd Parish Schl Bard presenting, fr apprval by the RSD, a plan fr repening the schl in the schl year by February 1, The plan shuld detail the specific steps the Cadd Parish Schl Bard will take t prepare and imprve the schl in rder t begin peratin as an pen-enrllment, autnmus schl fr the schl year. The building may be used fr district purpses prir t repening as a schl, but use f the building and/r any changes in the plan fr Linear Leadership Academy must be apprved by the Recvery Schl District. 3

4 The schl will still be cnsidered t be under the jurisdictin f the RSD fr the and schl years. At the expiratin f the agreement, the Recvery Schl District will recmmend t BESE whether the schl shuld be returned t Cadd Parish Schl Bard, based n whether the schl bard has accmplished the plan apprved by the RSD fr the schl. AUS 4 Schls Fr Atkins Technlgy Elementary Schl, Midway Prfessinal Develpment Center, Wdlawn Leadership Academy, and Fair Park Cllege Preparatry Academy, the schl bard will implement ne f the fllwing ptins fr each schl: Optin 1 - CPSB will cntract with a management rganizatin t perate the schl fr the and schl years. Selectin f the management rganizatin and the final cntract between CPSB and the management rganizatin is subject t RSD apprval. At a minimum, CPSB will permit the management rganizatin t have autnmy in the areas f: curriculum, including selectin and purchase f instructinal materials; schl prgrams, including extracurricular activities; prvisin f student special educatin services fr students enrlled at the schl with IEPs; management f prgrams r initiatives designated fr the schl funded thrugh state, federal, r lcal grants held by the schl bard; and expenditure f funds and schl-based budgeting. Cadd Parish Schl Bard will allcate an amunt f funds t the management rganizatin fr the peratin f the schl at a level equal t r greater than the per-pupil amunt fr each student attending the schl, minus the actual cst f any services prvided by the district t the schl. CPSB will prvide necessary student services t the schl, and all staff and faculty f the schl will remain emplyees f CPSB. Optin 2 - The Cadd Parish Schl Bard will cntract with a service prvider fr the and schl years t supprt the schl leader in the design and implementatin f strategies t address, at a minimum: Human Capital Investment Time n Task Tutring/Small Grup Instructin 4

5 Data Driven Instructin; and Culture f High Expectatins Selectin f the service prvider and the final cntract between CPSB and the service prvider is subject t RSD apprval. CPSB will recnfigure the grades and prgramming at Wdlawn Leadership Academy and Fair Park Cllege Preparatry Academy t create Career and Technlgy Educatin (CTE) High Schls serving grades The high schls will have district-wide pen enrllment similar t Cadd Career and Technlgy Center. Other Failing Schls The fllwing describes the requirements that Cadd Parish Schl District will be respnsible fr implementing in all AUS 1-3 schls. These schls include: Cadd Middle Career Technlgy Lakeshre Elementary Schl Mretwn Elementary Prfessinal Develpment Center Queensbr Elementary Schl Werner Park Elementary Westwd Elementary Schl The Cadd Parish Schl Bard will cntract with a service prvider fr the and schl years t supprt the schl leader in the design and implementatin f strategies t address, at a minimum: Human Capital Investment Time n Task Tutring/Small Grup Instructin Data Driven Instructin; and Culture f High Expectatins Selectin f the service prvider and the final cntract between CPSB and the service prvider is subject t RSD apprval. Accuntability Fr any Cadd schls that are AUS 4+ during the term f the agreement, any schl clsures, site cde changes, r grade recnfiguratins must be apprved by the RSD. 5

6 Unless therwise apprved by the RSD, all requests fr clsures and grade cnfiguratin changes made t LDE fr the schl year will align with the changes specified abve. All ther schls specified in this agreement will retain their current site cdes, unless therwise apprved by the RSD. Oversight Thrughut the term f the agreement, Cadd Parish Schl Bard will prvide the RSD with prgress updates as fllws: Cadd Parish Schl Bard will submit quarterly written reprts t the RSD utlining the implementatin and prgress tward achieving each f the gals and required actins specified in the agreement. The RSD and Cadd Parish schl fficials will meet quarterly t review the quarterly reprt, review prgress, and discuss ther issues relevant t the agreement. Cadd Parish Schl Bard will share benchmark assessment data with the RSD fr each f the schls specified in the agreement. Any ther prgress tracking r versight activities agreed t by CPSB and the RSD. The agreement will expire in December 2015, with a pssible extensin until December Upn the expiratin f the agreement, the RSD will make a recmmendatin t BESE fr the peratin f the schls fr the fllwing schl year. In December 2015 the RSD will: Release frm the agreement any schls that have earned a 2015 Schl Perfrmance Scre f 50.0 r higher (a D r better Letter Grade). These schls will nt be eligible fr transfer t the RSD fr the schl year. Determine whether t extend the agreement fr any schls that have nt earned a 2015 SPS f 50.0 r higher (a D r better letter grade). At the expiratin f the agreement, the RSD will have the ptin t transfer t the RSD any schl in Cadd that is labeled AUS 4+. Summary Cllabratively, the Luisiana Recvery Schl District and the Cadd Parish Schl Bard have prvided the radmap and accuntability structure fr bringing dramatic academic imprvements t the highest need schls in Cadd Parish. If all the cmpnents f this plan which address rganizatinal talent, schl level refrms and district level refrms are implemented with fidelity and urgency, student academic achievement 6

7 will imprve substantially, and the number f Academically Unacceptable Schls in Cadd Parish will be reduced rapidly. July 2015 June 2016 Secnd full schl year that the third party management rganizatin(s) and service prviders prvide services fr the schls specified in the agreement. Octber 2017 Schl Perfrmance Scres (SPSs) based n the schl year are released. December 2017 RSD makes recmmendatin t BESE regarding the failing schls under the Agreement (cntinue under a revised Agreement, transfer t the RSD, return t peratin f the lcal schl bard). 7
