1 JOB TITLE: Emergency Management Program Administrator CLASS: ASO-4 POSITION NO.: This Position Reports to: Manager, Policy and Strategy AGENCY: SECTION: TEAM: SA Fire & Emergency Services Commission Emergency Management Office Policy and Strategy Positions Reporting to this Position: Nil Primary Purpose of Position Emergency Management Grant Schemes Undertake effective promotion of emergency management grant programs and coordinate grant assessment processes. Provide business advice and support to existing and potential grantees. Maintain accurate financial and administrative records in relation to grant schemes. Resilient Australia Awards Responsible for the effective promotion and conduct of the South Australian component of the annual Resilient Australia Awards. Emergency Management Office. Provide administrator oversight to support Emergency Management Office roles and functions. Support the preparation of executive level briefings and ministerial correspondence. Develop and refine new and existing software and web-based applications to meet business requirements.
2 Outcomes Emergency Management Grant Schemes Provision of accurate and timely information and advice to internal and external customers about grant programs. Grant programs well promoted and eligibility criteria clearly enunciated. State Assessment Panel supported and provided with necessary information to support assessment process. Enhanced and developed relationships with stakeholders. Funded organisations understand and comply with administrative and audit requirements. Accurate and efficient administration and maintenance of financial and grant records systems Reports produced in a timely manner that demonstrate a high level of accuracy and provide assurance of program outputs. Evidence of improvements being applied to procedures and systems Resilient Australia Awards Relationships with key stakeholders enhanced State assessment processes well supported and panel members provided with relevant and accurate information. RAA well promoted prior to ceremony and award recipient agencies adequately promoted post event. Minister and the Commonwealth Attorney-General s Department well briefed in relation to the Awards. Award Ceremony organised and undertaken in a highly professional and organised manner. Support to Emergency Management Office Projects undertaken and completed to a high level. Administrator oversight functions undertaken to a high standard. Use of initiative demonstrated and scope for procedural and system improvements realised. Enhanced professional relationships through effective stakeholder engagement. Contributions made to the development of the Emergency Management websites. Facilitate the provision of up-to-date information and resources for emergency management practitioners and the community.
3 Resource Management Nil Essential Qualifications A Qualification and/or relevant experience in financial management and accounting practices. Desirable Attributes Experience and competence working with data base programs and maintenance of web-based applications. Demonstrated knowledge and understanding of State Emergency Management arrangements. Knowledge and understanding of SAFECOM programs, policies and activities Demonstrated project management knowledge and ability. Experience and competence in event coordination. Key Relationships/Interactions Senior officials in the Australian Attorney-General s Department Office of the SA Minister for Emergency Services Project managers across state and local government Senior officers (emergency management) at state and local government levels SAFECOM Emergency Management team Essential Attributes (Knowledge/Skills/Experience Requirements) Ability to work cooperatively in a team environment. Demonstrated knowledge, analysis, understanding and high level proficiency in financial management and analysis. High level technical proficiency in use of software and web-based database applications. Well developed written and verbal communication skills. Experience in monitoring the effectiveness of policies, procedures, standards and guidelines. Ability to work under limited direction, to prioritise tasks and achieve project objectives within specified timelines Demonstrated commitment to the principles and practices of Equal Opportunity and Ethical Conduct, and an understanding of, experience in, and ability to manage to the spirit and principles of the Premier s Safety Commitment and the legislative requirements of the Occupational Health Safety and Welfare Act, utilising AS/NZS ISO Risk management, or to an equivalent set of standards. 4 Employment Conditions Employment Conditions Employment conditions will be governed by the Fire and Emergency Services Act 2005 (SA), and the SA Public Sector Wages Parity Enterprise Agreement: Salaried The incumbent will be expected to work in a manner consistent with the Code of Ethics for the South Australian Public Sector. The incumbent must be prepared to be assigned to another position at this remuneration level or equivalent. OHS & EEO The incumbent is responsible and accountable for working in an equitable manner and taking reasonable care to protect his/her own health, safety and welfare and avoiding adversely affecting the health and safety of others at work by complying with OHS&W and EEO policies, practices and legislation. Customer Service The incumbent will provide the highest standards of customer service to clients at all levels by modelling service excellence that meets the needs of customers and enhances the corporate profile of the organisation.
