1 POSITION DESCRIPTION Financial Controller Location: Hours: Salary: Term of appointment: Brisbane Part time 30 hours per week Level 7 - The Social, Community, Home Care and Disability Services Industry Award 2010 (SCHADS Modern Award) Permanent DVConnect is a not for profit community organisation that provides frontline crisis response support services to women, men and families across Queensland. The service comprises four phone lines: DVConnect Womensline (24hrs -ph ) DVConnect Serviceline (24hrs - ph ) DVConnect Mensline (9am midnight 7 days per week - ph ) DVConnect Sexual Assault line (7.30am 11.30pm 7 days per week -ph ) Vision A Queensland free from Domestic, Family and Sexual Violence Mission To enable the seamless passage from violence to safety Values The right of all people to live free from violence and abuse. The health and safety of staff and clients. Planning and decision making that reflects justice, equity, integrity and collaboration. The diverse needs of marginalised and disadvantaged groups. Responsiveness, adaptability, innovation, creativity and an openness to change when attempting to address the needs of those affected by domestic and family violence. Objectives To end violence perpetrated against women, children and men ( the victims of violence ) To provide a State-wide telephone service responsive to the assistance required by the victims of violence To provide crisis telephone counselling services including but not limited to sexual assault, homelessness and outreach services To promote best practice in the provision of service and support responsive to the victims of violence To provide leadership, education and training in the domestic and family violence sector that is informed by community direction, research and cultural appropriateness 1 P a g e

2 To assist the victims of violence pursuant to the above objects from the perspective of the gendered nature of domestic and family violence To co-operate and take an active interest in the securing of rational legislation and the formation of proper rules and regulations governing prevention and reduction of violence in the community, and To do all such other things incidental or conducive to the attainment of the objects of the Company or any of them. 3 PURPOSE OF THE POSITION The Financial Controller (FC) position is responsible for establishing and maintaining all accounting and related records of the organisation, as well as assisting the CEO and Company Secretary with compliance and governance activities. The BFC works closely with the CEO and the management team and supports the operational activities of the service through management and administrative support. REPORTING RELATIONSHIP Who you report to: The position reports to the CEO. MAJOR RESPONSIBILITIES AND DUTIES Financial Management, Risk and Governance Provide high level advice and business improvement solutions to the CEO. Contribute to short and long-term organisational planning and strategy as a member of the management team. Identify strategies for business improvement with a view to improving service delivery in collaboration with the management team. Maintenance of sound financial processes and procedures, including the operation of the relevant financial reporting system. Meeting all financial reporting requirements of the organisation including but not limited to the annual financial reports, monthly and quarterly management reports and other reports as requested or directed. Assist the CEO, Company Secretary, and other Directors of the board with any compliance activities. In conjunction with the CEO and the management team: - Prepare and ensure that DVConnect operates within the Board approved budget; - Manage the contractual obligations of out-sourced organisational functions/operations, ensuring full contractual obligations are met and DVConnect receives value for money; - Ensure reporting information required for distribution to the Board is prepared and made available to the Company Secretary in a timely manner; Attend monthly Board meetings as required; Liaise and report to the Board alongside other members of the management team in the absence of the CEO. Undertake Acting CEO duties as required in the absence of the CEO, in collaboration with the other members of the management team. 3 P a g e

4 Relationship Management In conjunction with the CEO and as requested, provide advice to the Board on the development and enhancement of DVConnect and related activities. Manage the relationship with, and provide advice to, the Department of Communities and the Department of Justice and Attorney-General (and other Government entities as required) on DVConnect s contract performance. In conjunction with the CEO report to the departments as required under any Service Agreements entered into by the organisation. Manage the contractual relationships with other organisations that may arise from time to time in conjunction with the CEO. In collaboration with the other members of the management team, establish effective working relationships with relevant community organisations, interest groups and networks. Leadership and Relationship Management Participate in the overall management of DVConnect and maintain collaborative and effective relationships with the Management Team and wider staff group. Work collaboratively within well-established team frameworks and in particular with the CEO and the management team in relation to relevant operational activities of the service. Demonstrate leadership and professional conduct in all duties of the position. Ensure adherence to the strategic goals of DVConnect. Philanthropy, Grants and Public Relations Assist in the identification and development of grant applications and submissions for Government and non-government grants/funding, and negotiate with external agencies/organisations on funding applications in collaboration with the management team. Policy and Project Management In collaboration with the management team draft and review policy and procedures of the organisation ensuring compliance with relevant government frameworks (HSQF). Undertake other project work as relevant to the position. ESSENTIAL REQUIREMENTS Possession of a relevant tertiary qualification in the areas of Accounting and /or Business and experience in the management of financial reporting for an organisation. All staff employed by DVConnect are required to undergo a Working with Children Check under the screening provisions of the Commission for Children and Young People Act 2000 before appointment to the position can be confirmed. 4 P a g e

5 SELECTION CRITERIA SC1 Organisational management skills and experience o Demonstrated skills and experience/expertise, in effectively managing an organisation including planning, financial management, and use of technology and contract management. o Demonstrated ability to manage time effectively and prioritise tasks, and meet deadlines. SC2 Communication and interpersonal skills The ability to communicate effectively and sensitively at all levels of the domestic violence, non-government and government sector. Highly developed written and oral communication skills and the ability to communicate with influence to the intended audience SC3 Governance Demonstrated ability to provide high level financial and governance advice in light of the vision and goals of the organisation.
