1 CHIEF EXECUTIVE - QUEENSLAND HOTELS ASSOCIATION HOTEL INDUSTRY PEAK BODY LEADERSHIP ROLE SATISFYING AND VARIED CAREER OPPORTUNITY QUEENSLAND / BRISBANE BASED The Queensland Hotels Association (QHA) seeks an experienced corporate leader to provide executive leadership to the Association in pursuit of its objectives. This Brisbane-based role will directly support the programs, priorities and objectives of the QHA State Board in working to advance the commercial and wider interests of the Queensland hotel industry, including developing and maintaining relations with relevant stakeholders. 2 2 Position Description QUEENSLAND HOTELS ASSOCIATION Position Description Designation: Location: Website Address: Term: Chief Executive Level 14, 270 Adelaide Street, BRISBANE QLD 4001 GPO Box 343 BRISBANE QLD full-time, term contract position Date of Review: May 2016 Organisational Environment The Queensland Hotels Association (QHA) is the peak industry body for the hotel industry in Queensland. It represents the interests of hotel members and businesses throughout the state, from smaller, family-run hotel businesses to large accommodation hotels and tourist resorts. The QHA s mission is to provide representation and support for its hotel members and the hotel industry, which involves efforts and programs to promote, maintain and protect the commercial and wider interests of its members. As a state-based employer peak body the QHA is a registered industrial organisation at Federal level under the Fair Work (Registered Organisations) Act 2009 and within the Queensland industrial registration system under the Industrial Relations Act 1999 (Qld). The Association is also a Registered Training Organisation (RTO) under the Australian Skills Quality Authority. The QHA is a democratic, not-for-profit organisation which is structured to provide representation and services across Queensland, and governance is delivered through a State Board elected from members in Queensland s regions. The QHA maintains a principal office and an industry training centre in Brisbane, and its activities are funded through membership subscriptions, industry partnerships, and fee-for service and other forms of self-generated revenue.

3 3 Chief Executive s Responsibilities: Provide executive leadership to the QHA in pursuit of its objectives Administration Manage and direct the day-to-day functions of the QHA s State Office Recruit, develop and manage all QHA employees at a level appropriate to achieve the goals of the QHA in an effective and efficient manner Program, administer and advise all State Board meetings and any committee meetings of the Board Finance Establish and manage budgets and the financial affairs of the QHA to ensure that such affairs are conducted within the rules of the QHA and the requirements of relevant legislation Maintain a sound financial position for the QHA through developing and maintaining key commercial relationships with industry partners and suppliers Identify and pursue opportunities to build commercial opportunities for the QHA and its members Registered Industrial and Training Organization Manage the QHA s workplace and industrial relations responsibilities as a nationally and state registered Union of Employers pursuant to the Fair Work Act 2009 (Cth) and the Industrial Relations Act (1999) (Qld) and the supporting Regulations Provide to the respective Industrial Registrars all returns and information required by the legislation Manage the QHA s responsibilities as a Registered Training Organisation (RTO) pursuant to the regulatory requirements of the Australian Skills Quality Authority. In conjunction with the State Board: Policy Develop and implement industry policy Oversee the research, analysis and production of relevant industry policy briefings and submissions Representation Promote and maintain the reputation of the QHA and the advocacy of its policies through representations to parliamentarians, parliamentary staff, government departments and other stakeholders Identify and prosecute priority issues for action and representation Represent the QHA, in any forum required, on policy, industry, government, social, educational, health, tourism, industrial relations and other relevant issues

4 Media 4 Promote and maintain an appropriate media presence and profile for the QHA and manage issues with the media Represent the QHA and its policies as principal industry media and issues spokesperson Manage and contribute to QHA publications as required National Industry Body Maintain effective relationships with the National AHA and its State and Territory Branches to assist the coordinated management of issues relevant to the industry nationally Reports Reports to the State Board of the QHA through the State President. Supervisory Responsibilities Leads, supervises, recruits and develops all staff, Divisions, and consultants of the QHA. Maintains effective relationships with all AHA State and Territory Branches. Experience minimum requirements At least eight years post-graduate experience in a corporate leadership role(s) with a private or public sector organisation or business unit, preferably with some of that service in a Chief Executive, Chief Operating Officer or equivalent role. Relevant experience in the development, oversight and implementation of strategic planning programs, plans and supporting documentation, including financial, policy, project, budget and governance oversight. Experience as an organisational or industry representative or advocate in a state or equivalent environment. Experience or demonstrated potential as a spokesperson on industry and stakeholder issues, including experience in acting as a media spokesperson. Experience in the financial management, administration and audit of routine financial accounts and project funding accounts.

5 Selection Criteria Qualifications, Knowledge, Skills and Abilities 5 Knowledge of or ability to acquire knowledge of the Queensland hotel, hospitality and tourism industries sufficient to meet the advocacy and spokeperson requirements of the role of QHA Chief Executive. Knowledge of relevant Queensland and Commonwealth legislation and regulation covering industrial relations, liquor licensing, taxation, gambling and electronic gaming, and tourism promotion and development, sufficient to manage the interests of the Association and to contribute effectively to policy development and oversight in these areas. Ability to research complex industry, regulatory, and governance issues and provide advice, briefings and recommendations to a Board; Ability to lead and develop a stand-alone organisation, including the demonstrated ability to effectively lead, recruit, motivate and develop subordinate staff members. Demonstrated ability to plan, develop and manage the budget and financial performance of a private or public sector business or agency, including the ability to interpret, manage and present for audit the financial accounts of such an organisation. Demonstrated ability to manage, direct and husband the allocation of resources to assigned outcomes and priorities, including the ability to identify, define, and follow critical paths to resource-limited outcomes. Knowledge of the Industrial Relations Act 1999 (Qld) and the Fair Work Act 2009 (Cth) insofar as this legislation impacts on the development of hotel and tourism industrial relations policies and practices, and the day-to-day management of the Association as a registered Union of Employers. Ability to act as a spokesperson on industry and stakeholder issues, including experience as a media spokesperson. Tertiary education qualifications in a discipline relevant to the role, inclusive of but not limited to, a graduate or higher degree in the law, the arts, political sciences, business, business administration, industrial relations, information technology or similar. Demonstrated high level of oral communication and interpersonal skills, including the ability to manage the flow of issues, people and business, liaise and consult with internal and external clients and stakeholders regarding sensitive and confidential matters, and the demonstrated ability to maintain effective working relationships in a multi-issues environment. Highly developed written communication skills, including the ability to prepare, progress, and review advanced and routine briefing papers and correspondence, including the production and/or coordination of industry and specialised submissions to government. Demonstrated ability to support and manage the affairs of a Board of Directors or equivalent structure, including the ability to prioritise and track outcomes, and meet the administrative, briefing, and execution requirements of routine and special meetings of organisational boards and committees. Demonstarted ability to provide timely briefings, written briefs, position papers, discussion papers and other similar documentation and correspondence consistent with the requirements of a Chief Executive.

6 Desirable Skills or Abilities: 6 Demonstrated ability to analyse issues, establish a course of action or solution, and manage solutions with minimum direction. Demonstrated high level of confidentiality, tact, discretion, initiative and sound judgement. Ability to travel to regional destinations in Queensland on a semi-regular basis. Possession of an Australian driving licence (preferred but not essential).
