1 The State Bard f Vcatinal and Technlgical Educatin in Arizna is authrized t receive and distribute Carl D. Perkins funds. The State Superintendent f Public Instructin is authrized t direct Career and Technical Educatin staff t carry ut the functins and administratin f the funds t the secndary and pstsecndary eligible recipients. During FY2008 Arizna Department f Educatin administered Carl D. Perkins funds t the fllwing eligible recipients: 117 Secndary Lcal Eligible Agencies 1 Jint Technlgical Educatin District 10 Pstsecndary Lcal Eligible Agencies 11 Tech Prep Cnsrtia Arizna uses a State-established Career and Technical Educatin prgram list fr secndary and pstsecndary agencies. It is driven by State labr market infrmatin and updated every tw years. See Appendix A fr the list f available prgrams during FY2008. Implementatin f State Leadership Activities a. Required Use f Funds: Cnducting an assessment f the vcatinal and technical educatin prgrams funded under Perkins IV; During FY2008, leadership dllars were expended t prvide services t all Career and Technical Educatin (CTE) prgrams and students including special ppulatins, n several levels thrughut the state. Arizna s prgrams are ffered/develped based n high-skill, high-wage and high-demand criteria. T assess these prgrams and the success f students including special ppulatins, the nline reprting system fr a Lcal Educatin Agency (LEA) t reprt perfrmance measures t the State Educatin Agency (SEA) cntinues t be maintained and updated. CTE and LEA persnnel have access t reprts generated thrugh this assessment system t assist in the evaluatin and imprvement f CTE prgrams. Lcal Prgram Imprvement Plans are generated and implemented as necessary. CTE staff versees this accuntability/data quality system. Leadership dllars were als expended t prvide prfessinal develpment, research, and technical assistance thrugh the Prgram Assessment Review (PAR) mnitring prcess and ther vehicles thrughut the state t evaluate and imprve all CTE prgrams as needed. 2 Develping, imprving, r expanding the use f technlgy in career and technical educatin; State Leadership funds have been used t expand the use f technlgy in CTE by develping skills t be applied within the Integrated Data t Enhance Arizna s Learning (IDEAL) system in cperatin with the Arizna Department f Educatin. This electrnic cmmunicatin system allws CTE teachers t receive prfessinal develpment pprtunities and develp learning cmmunities. Perkins funds are used t develp new technlgical skills f all students enrlled in CTE prgrams. Many f the CTE prgrams in remte areas f Arizna use distance learning t enable the sharing f resurces and t prvide students with learning pprtunities that are nt readily available in rural cmmunities. CTE prgrams maintain and mnitr and equipment list based n current business and industry standards. Expenditures are apprved under Perkins Skill Attainment gal t include current state-f-the-art equipment. Prfessinal develpment and training are prvided fr a wide variety f equipment required in CTE prgrams. Teacher training at the summer CTE/ACTE AZ Cnference fcuses n skills fr curricular integratin f the mst mdern, high tech and up t date equipment and sftware int the 21 st Century wrkplace. Offering prfessinal develpment prgrams, including prviding cmprehensive prfessinal develpment (including initial teacher preparatin) fr career and technical educatin teachers, faculty, administratrs, and career guidance and academic cunselrs at the secndary and pstsecndary levels; Cmprehensive prfessinal develpment (including initial teacher preparatin) is being addressed by using state leadership dllars in a variety f frmats, using the Natinal Staff Develpment Cuncil Standards fr Staff Develpment as guidelines, which supprt ur agency s prfessinal develpment guidelines. The prfessinal develpment activities executed with partnerships thrugh Interagency Service Agreements with Arizna State University, Nrthern Arizna University and University f Arizna, have primarily addressed tpics such as curriculum imprvement and develpment, building partnerships, keeping educatrs current, career guidance and cunseling, academic integratin and expanding the use f technlgy. Strategies are used t prvide sustainability and fllw-up fr teachers, administratrs, and career/academic guidance cunselrs that are essential t prmting cntinued jb-embedded prfessinal develpment. Example f strategies include: participant engaging preparatin, nsite practice and perfrmance, evaluatins and revisins. ADE and ACTE AZ cllabrate t spnsr the CTE/ACTE AZ Summer Cnference t supprt the missin f CTE in Arizna as well as prvide a venue fr cntinuus prfessinal develpment tpic develpment. The 2007 annual CTE/ACTE AZ Summer Cnference had 1,227 registered attendees and well ver 1,700 in attendance. FY2008 Arizna CAR Page 2 f 19

3 CTE designed three cnferences specifically t prvide career and academic guidance fr schl cunselrs. These included the March cnference with Ray McNaulty frm the Internatinal Center fr Leadership in Educatin as keynte speaker, tw summer Cunselr Challenges and the annual CTE/ACTEaz Summer Cnference. In February 2008 the Arizna State f Bard f Educatin requirement that all students must have Educatin and Career Actin Plan (ECAP). T help the Arizna schl cunselrs implement the ECAP prcess requirements within their schl, prfessinal develpment pprtunities have included infrmatin, resurce building and training in implementatin. Additinally, a variety f wrkshps were ffered n the use f Arizna Career and Infrmatin System (AzCIS). Attendees have included CTE teachers, CTE lcal administratrs/directrs, schl guidance cunselrs r career centers guidance specialists. These trainings have been extremely ppular and helpful in expanding career and educatinal guidance fr students. Prviding supprt fr career and technical educatin prgrams that imprve the academic and career and technical skills f students thrugh the integratin f academics with career and technical educatin; Academic standards are identified fr Arizna CTE prgrams. The State recently adpted new mathematics standards and increased graduatin requirements in math and science. As a result, CTE partnered with Arizna State University Wrkfrce Educatin and Develpment Office t identify the new mathematics perfrmance bjectives embedded in specific CTE Prgrams. The analysis fr relevant and rigrus cllege and wrk readiness math cntent will be used by districts t determine if there is significant math fr the CTE curse t cunt fr a math graduatin requirement. The analysis results are assisting the State in identifying the prfessinal develpment needs fr CTE teachers. In cllabratin with the ADE Standards and Assessment Divisin, the Academic CTE Crsswalk Cmmittee prvides insight and directin fr the analysis and implementatin. In additin, Arizna used State Leadership Funds t supprt five pilt sites fr Advanced Placement (AP) credit fr identified CTE prgrams. The Advanced Placement areas included AP Bilgy, AP Cmputer Science A, and AP Micrecnmics. The pilt sites prvided training n lessns learned in prfessinal develpment settings. CTE prvided training t CTE staff within the Arizna Department f Educatin n the Lexile system available t all CTE teachers t imprve the integratin f reading int CTE. Prviding preparatin fr nn-traditinal fields in current and emerging prfessins, and ther activities that expse students, including special ppulatins, t high skill, high wage ccupatins, except that ne-day r shrt-term wrkshps r cnferences are nt allwable; During FY2008, services were prvided thrugh $60,000 f leadership funds fr recruitment and retentin f nntraditinal (NT) students in current and emerging FY2008 Arizna CAR Page 3 f 19

4 prfessins, expsing students t high-skill, high-wage and high-demand ccupatins supprted by the CTE prgrams ffered in Arizna. All students, including special ppulatins, were included in these NT activities. Special ppulatin students needing services t succeed in these prgrams were prvided with accmmdatins. In Arizna, special ppulatin students are mainstreamed int CTE prgrams. In rder t imprve the NT perfrmance measures, Arizna CTE, in partnership with the University f Arizna and the Suthwest Institute fr Research n Wmen, ffered NT services t students and educatrs thrughut the state. These services were prvided t assist secndary schl instructrs, cunselrs and CTE administratrs in increasing enrllment and retentin in NT, CTE classes by ffering lng-term career educatin wrkshps, training and nline curses. CTE prgrams in Arizna are develped and ffered n the basis f high-skill, highwage and high-demand criteria, s the gal f this NT prject was t increase NT recruitment and retentin in these prgrams. NT services were available fr Arizna s tw new and emerging prgrams: Engineering Sciences and Biscience. Apprximately 6,500 participants were served in 155 wrkshps/curses. Of these, 5,493 (including special ppulatin students) participated in lng-term training. During , these services will be fcused specifically n the districts which did nt meet/scred the lwest n the NT perfrmance measures and will als include sme pstsecndary services. Supprting partnerships amng lcal educatinal agencies, institutins f higher educatin, adult educatin prviders, and, as apprpriate, ther entities, such as emplyers, labr rganizatins, intermediaries, parents, and lcal partnerships, t enable students t achieve state academic standards, and career and technical skills, r cmplete career and technical prgrams f study; CTE cntinues t build and prmte partnerships with the State s universities, cmmunity clleges, ther agencies, prfessinal assciatins, business and industry and fundatins t build strng, relevant CTE prgrams and enable students t achieve the State s academic standards. Examples f CTE partnerships included: Arizna State University Office f Wrkfrce Educatin and Develpment, Nrthern Arizna University and University f Arizna prvided prfessinal develpment pprtunities t CTE teachers, validate prgram standards, and build effective prgram assessments. Cmmunity clleges thrughut Arizna aligned CTE prgrams t build the fundatin fr prgrams f study. 5 CTE has nging partnerships and initiatives with numerus business and industry partners and their respective industry assciatins t prvide pprtunities fr students, bth secndary and pstsecndary, t achieve academic standards and technical skills, cmpletin f prgrams f study and internships/apprenticeships. Examples include: High Tech Wrkfrce Initiative wrking in cnjunctin with Arizna's Technlgy, Engineering and Manufacturing industries and Maricpa Cunty Cmmunity Cllege District and the Natinal Science Fundatin n externships, curriculum/skills develpment and utreach including career awareness, explratin and preparatin. Arizna Technlgy Cuncil Bard f Directrs and cmmittees. Participating n the Wrkfrce Develpment and Educatin cmmittees t raise student achievement at the secndary and pstsecndary level, articulatin agreements between secndary and pstsecndary and wrkfrce pprtunities in the myriad f high tech, statewide industries including engineering, manufacturing, aerspace and rbtics. Arizna is ne f 16 sites natinally that have been selected by the Natinal Assciatin f Manufacturers t make manufacturing/advanced manufacturing, rbtics and engineering an "Industry f Chice" by FY2010. This nging campaign fcuses n educatin, industry and state gvernment wrking chesively t prduce Arizna's future wrkfrce. Gvernr's Cuncil n Wrkfrce Plicy invlves the Arizna Departments f Educatin, Ecnmic Security and Cmmerce wrking tgether t prvide pprtunities fr secndary, pstsecndary and adult students t access educatin and training pprtunities in wrkfrce develpment. The grup als wrks cllabratively with the state legislature t develp statewide wrkfrce plicy. Arizna Hspital and Healthcare Assciatin sets plicy between healthcare entities statewide and educatin t prduce the future healthcare wrkfrce in Arizna, t supprt the HOSA student rganizatin and t prvided grants and schlarships fr students in all aspects f healthcare. Arizna Autmbile Dealers Assciatin. This nging three-way cllabratin between the autmtive industry, state, natinal and CTE t supprt the NATEF/ AYES natinal autmtive initiative in develping the industry's future wrkfrce thrugh secndary and pstsecndary cllabratin. 6 Science Technlgy, Engineering and Math Center Cuncil bard/ cmmittee psitins. Created by the gvernr's ffice, the Arizna Science Fundatin and private industry t develp and expand the cllabratin between academic science, physics, chemistry, CTE engineering/manufacturing/ rbtics prgrams and industry t increase the preparedness f students fr high-wage, high-skill and high-demand careers in the future. A partnership between ADE, CTE, business and industry natinwide and Nrthern Arizna University's Schl f Htel and Restaurant Management t develp curriculum, prgrams f study, articulatin between secndary and pstsecndary educatin t prduce the industry's future wrkfrce. CTE built a wrking partnership with Nrthern Arizna University, GearUp and the Arizna Cmmunity Fundatin t spnsr and fund the electrnic Arizna Career Infrmatin System (AzCIS) fr all Arizna students. This electrnic system is used extensively acrss Arizna schls t help students in their career and educatinal planning. Cunselrs, CTE teachers and thers use the variety f mdules within the AzCIS system, in additin t many wrkshp pprtunities. The cnsultant-trainer fr these training pprtunities is n cntract with University f Oregn. CTE has built strng internal relatinships within the Arizna Department f Educatin t enhance student achievement. Serving individuals in state institutins; Using the lcal plan/applicatin prcess, Arizna distributes ne percent f the State Secndary Perkins allcatin t State Crrectins Institutins serving yuth. The Arizna Department f Juvenile Crrectins wrks with a unique set f ppulatinapprpriate perfrmance measures fr its CTE students, while als cmplying with services fr special ppulatins. Thse measures include equivalency prficiency credential (GED), emplyment, return t secndary educatin, r enter pstsecndary educatin and training and are attached t funding. Evaluatin criteria define utcmes fr each gal in the applicatin. Fur facilities served 621 students in FY2008, f which 301 were special ppulatin students. These students participated in seven different CTE prgrams, as well as staff participating in prfessinal develpment. Students attained 77 percent prficiency in reading scres and 76 percent in math. Of thse students wh were released, 196 earned GEDs, 49 received dual credit fr culinary arts, pstsecndary, nine students entered pstsecndary, 46 re-enrlled in high schl and ten were emplyed. 7 Prviding supprt fr prgrams fr special ppulatins that lead t high skill, high wage and high demand ccupatins; High-skill, high-wage and high-demand ccupatins are thse that are supprted by Arizna s CTE prgram list, which is determined by using Arizna labr market data reflecting thse criteria. Statewide leadership dllars supprt these prgrams and students thrugh many applicatins. Because Arizna special ppulatin students are mainstreamed, all students, including special ppulatins, are affrded pprtunities and supprt fr success in these prgrams. Special ppulatin students wh need individualized services t succeed in these prgrams are prvided a state-mandated plan. This plan prvides accmmdatins based n the LEA team s determinatin f services necessary fr each student t ensure success in achieving the mst rigrus utcmes pssible. In districts where special ppulatins d nt appear t be making prgress, state-directed bjectives must be included and implemented thrugh the district s Perkins Basic Grant applicatin t imprve attainment f thse students. Statewide leadership dllars supprted numerus n-ging wrkshps in supprt f special ppulatins; in additin t NT services. Tpics cvered included transitin, vcatinal rehabilitatin, vercming barriers, classrm management and effective instructin, effective use f reading caches, and ther tpics which relate t all students as well as t special ppulatins. Because special ppulatins are mainstreamed in CTE, they have the same pprtunity, including accmmdatins, t participate and succeed in these prgrams which supprt high-skill, high-wage and high-demand ccupatins. Offering technical assistance fr eligible recipients; State leadership dllars supprted nging technical assistance invlving data cllectin and reprting thrughut the state, as is technical assistance invlving guidance and cunseling. In FY2008, a team f representatives f the CTE Sectin/Divisin visited 15 LEAs wh participated in Perkins funding t perfrm a Prgram Assessment Review (PAR). The LEAs were selected using criteria such as: A new Lcal Administratr/Directr Missing r inaccurate data Late r incmplete reprting Perfrmance Measures that did nt meet the minimum level f perfrmance By request In additin t the PARs, Reginal Wrkshps that addressed the Transitin State Plan and the new Perfrmance Measures were held in February and March f 2008 at varius lcatins acrss the state. 8 The CTE staff prvided technical assistance t CTE teachers, administratrs, and ther persnnel thrugh individual, small grup, reginal and statewide delivery strategies fr the purpse f infrming, updating, and addressing CTE issues. District CTE prgram staff prvides technical assistance n specific prgram and Career and Technical Student Organizatins (CTSO) issues. At the annual CTE/ACTE AZ Summer Cnference, representatives frm grants management, fiscal services, accuntability, and infrmatin system teams held an all day sessin f Online Technical Assistance. Attendees included LEA Directrs and/r their data assistants and budget directrs. Schl cunselrs received nsite technical assistance fr ECAP implementatin frm the State Supervisr fr Guidance and Cunselrs. T help schl cunselrs enhance their schl s cunseling prgrams, Arizna is in the prcess f implementing the American Schl Cunseling (ASCA) Mdel thrughut the State. The ASCA standards are aligned t the ECAP requirement and will help schls in their implementatin f ECAPs fr all students. A variety f wrkshps, cnferences and trainings fcused n ASCA standards and requirements. b. Permissible Activities Include: Imprving career guidance and academic cunseling prgrams; During FY2008 cunselrs participated in several activities prvided by CTE t help enhance their cunseling skills. The wrkshp and training fferings were based n the requested needs results f the annual prfessinal develpment survey. Sme f these activities included: PAR n-site reviews Variety f cnferences Training wrkshps AzCIS trainings AzCIS yearly license cntract Establishing agreements, including articulatin agreements, between secndary schl and pstsecndary career and technical educatin prgrams t prvide pstsecndary educatin and training pprtunities fr students; The Perkins grant recipients including secndary, pstsecndary and Tech Prep Cnsrtia have cllabrated with partners in establishing articulatin agreements. These agreements prvide pstsecndary educatin and training pprtunities fr students. Gal 9 f the secndary grant and Gal 10 f the pstsecndary grant each specifically addresses articulatin. 9 pstsecndary CTE prgrams including ffering at least ne Prgram f Study that may include the pprtunity fr secndary educatin students t participate in dual r cncurrent enrllment prgrams and Tech Prep, t acquire pstsecndary educatin credits. Apprximately 85 percent f all secndary CTE prgrams have been articulated t pstsecndary thrugh written and signed Curricular Flw agreements. Curricular Flw agreements are develped utilizing the Tech Prep Cnsrtia which hld articulatin activities that cnnect secndary and pstsecndary instructrs and pints f cntacts in sessins where curriculum is cmpared and crdinated in an effrt t reduce duplicatin f curse wrk, create a sequence f curses and reveal pssible dual credit pprtunities. Apprximately 60 percent f the Curricular Flw Agreements als include a fr credit element that earns the student pstsecndary credit. Supprting initiatives t facilitate the transitin f sub baccalaureate career and technical educatin students int baccalaureate prgrams; Activities that supprt initiatives t facilitate the transitin f sub baccalaureate career and technical educatin students int baccalaureate prgrams are mstly centered n the Arizna Transfer Articulatin Supprt System (ATASS) established by the pstsecndary institutins. Each prgram r department at the pstsecndary level has established fficial cmmittees that crdinate the articulatin f credit fr curses frm the cmmunity cllege system t the university system. Each cmmunity cllege has representatives n each ATASS. Meetings are held twice per year fr each prgram area. There is a frmal methd fr submissin f curses frm the cmmunity cllege thrugh the ATASS cmmittee t the university fr apprval f transfer credit. Arizna s Gvernr, Janet Naplitan, has successfully launched a number f key educatin initiatives including the Gvernr s P-20 Cuncil in One f the Cuncil s majr gals is t imprve and align educatin systems in Arizna. CTE State staff cntinues t serve n the Educatin/Wrkfrce Pathways Cmmittee and participate in expanding pathways that prmte/expand awareness and pprtunities fr students in the educatinal pipeline. Supprting career and technical student rganizatins; CTE supprts Career and Technical Student Organizatins (CTSO) including FFA, FBLA, HOSA, FCCLA, DECA, SKILLSUSA and FEA. During FY2008 CTSO participatin became a required essential element fr prgrams t participate in Perkins Funding. CTE supprts activities that enhance CTSO participatin including: Prfessinal develpment activities fr chapter advisrs Curriculum integratin activities Engagement f business and industry and pstsecndary partners State staff CTSO activities FY2008 Arizna CAR Page 9 f 19

10 Supprting public charter schls perating career and technical educatin prgrams; Arizna public charter schls are eligible fr the same resurces and services t supprt CTE. During the schl year FY2008, 12 charter schls participated in the basic grant ffering a variety f CTE prgrams. Charter schl administratrs and staff received technical assistance and prfessinal develpment pprtunities t perate their CTE prgrams. Supprting career and technical educatin prgrams that ffer experience in, and understanding f, all aspects f an industry fr which students are preparing t enter; All CTE prgrams in Arizna have an ptin f ffering Cperative educatin and internship curses that ffer experience and an understanding f all aspects f an industry related t the identified CTE prgram. State leadership dllars prvide supprt fr administratrs and staff ffering these curses with nsite technical assistance and current infrmatin and resurces psted n ur Arizna CTE website. Supprting family and cnsumer sciences prgrams; N/A Supprting partnerships between educatin and business, r business intermediaries, including cperative educatin and adjunct faculty arrangements at the secndary and pstsecndary levels; N/A Supprting the imprvement r develpment f new career and technical educatin curses and initiatives, including career clusters, career academies, and distance educatin; The 2008 Arizna Career and Technical Prgram List includes tw new and emerging ccupatins fr the state: Engineering Sciences and Bi-Medical Health Technlgies. Arizna Career and Technical Educatin, in partnership with Arizna State University, business and industries in the specific ccupatinal areas, cmmunity clleges and ther stakehlders are currently identifying, validating industry based technical skill standards. CTE is als develping an end f prgram assessments fr bth Engineering Sciences and Bi-Medical Health Technlgies prgrams. Awarding incentive grants t eligible recipients fr exemplary perfrmance r fr use fr innvative initiatives under Sec. 135(c)(19) f Perkins IV; There are n LEAs that pl lcal funds as described in Sec. 135(c)(19). Hwever, Arizna has used Reserve Funds frm the funds allcated fr secndary recipients t FY2008 Arizna CAR Page 10 f 19

11 develp innvative prgrams in new and emerging ccupatins fr areas such as bisciences and engineering sciences. Fur lcal districts received an Innvative CTE Prgram Grant award in FY2008. The recipients are currently demnstrating best practices that will imprve perfrmance measures and educatinal utcmes. Prviding activities t supprt entrepreneurship educatin and training; Arizna Career and Technical Educatin actively supprts entrepreneurship educatin. Currently Entrepreneurship is a prgram ptin under the Marketing Educatin prgram. Each CTE prgram has at least ne standard related t entrepreneurship. Additinally, Arizna s Marketing Educatin and Business Educatin teachers and students are active in prmting and participating in events such as Natinal Entrepreneurship Week. Prviding career and technical educatin prgrams fr adults and schl drputs t cmplete their secndary schl educatin; N/A Prviding assistance t individuals wh have participated in Perkins assisted services and activities in cntinuing their educatin r training r finding apprpriate jbs; N/A Develping valid and reliable assessments f technical skills; T address increased federal requirements fr technical skill attainment, Arizna has created Arizna Skills Standard Cmmissin and has implemented the Arizna Skills Standards Assessment System. CTE partnered with Arizna State University Wrkfrce Educatin and Develpment Office and Vcatinal Technical Educatin Cnsrtium f States (VTECS) t develp the assessment system. The assessment f technical skills is als mandated in A.R.S It requires that students in a Jint Technical Educatin Districts (JTED) are prepared t pass a certificatin aligned with business and industry cmpetency. The assessment system prvides a web-based tl that allws students t take assessments quickly and easily and prvide immediate feedback t teachers and administratrs abut the results f the assessment. The system will certify and dcument student skill attainment f industry validated technical knwledge and skills thrugh nline end-f-prgram assessments. FY2008 Arizna CAR Page 11 f 19

12 Develping r enhancing data systems t cllect and analyze data n secndary and pstsecndary academic and emplyment utcmes; Enhancing the Arizna Online Internet Data Reprting System is an nging prgramming expense. Statewide Leadership funds are used fr prgramming updates, changes and enhancements prvided by the CTE prgramming staff and the ADE technlgy staff. Prgress in develping and Implementing Technical Skill Assessments The prgram areas fr which the state had technical skill assessments; Arizna has made substantial prgress in develping technical assessments. Under Perkins III, a limited number f CTE cncentratrs were taking state licensing exams (i.e., health ccupatin areas) r industry-develped exams, but Arizna did nt cllect results n either type f assessment. The assessment system prvides a web-based tl that allws students t take assessments quickly and easily while prviding immediate feedback t teachers and administratrs regarding results f the assessments. 13 The Arizna Skills Standards Assessment System requires leadership at all levels. The Arizna Skills Standards Cmmissin will prvide leadership fr the value added credential issued t students successfully cmpleting the nline assessments. The Cmmissin members have been instrumental in reviewing, revising r develping CTE prgram standards and assessments aligned with apprpriate industry-validated requirements. Membership f the Assessment Stakehlders Cmmittee includes superintendents f Jint Technlgical Educatin Districts (JTEDs), public schl districts and public charter schl districts, lcal CTE administratrs/directrs, teacher representatives frm majr prgram areas, pstsecndary ccupatinal deans and representatives f the One-Stp system f the Wrkfrce Investment Act (WIA). During April and May 2008, Arizna cnducted the first nline assessments fr 13 secndary CTE prgram areas. Apprximately 5,000 students and 40 percent f CTE eligible recipients participated in the nline assessments. The primary purpse f the pilt assessments was t test nline cnnectivity and check test items fr validity and reliability. Analysis f the results f the 13 pilt assessments led t mdificatin f the items t imprve validity and reliability. Pstsecndary institutins will receive technical assistance as needed r requested thrugh ccupatinal deans, Perkins administratrs r staff. Such assistance may include training n the use f the Arizna Skills Standards Assessment System, use f the results t design curriculum, curses and prgrams, and the value f using results fr prgram imprvement activities and endeavrs. Arizna will cntinue t enhance cnnectivity between secndary CTE and pstsecndary institutins. Activities include establishment f wrkgrups t determine current assessments used by the cmmunity clleges and the prgrams t which they apply. Cmmunity clleges wrk clsely with lcal industry t evaluate prgram gals and bjectives. While fcused n the particular area and ppulatin served by the cmmunity cllege, cnsideratin is given t bradened applicatin f the assessments fr utreach t statewide cmmunities f learners and imprvement f Arizna s wrkfrce. Effrts t imprve reprting f CTE pstsecndary technical assessment indicatrs include strategies such as: identificatin f assessment infrmatin frm cmmunity clleges with analysis fr cmmn measures and characteristics fcus n using similar assessments n a statewide level thrugh diverse cmmunity grups prviding infrmatin n prgress f secndary assessments cnducted thrugh use f the Arizna Skills Standards Assessment System, state licensing exams r natinally recgnized industry-develped assessment fr ccupatinal specialties develpment and implementatin f industry recgnized assessments which may be used statewide refinement f the Pstsecndary Perkins IV Manual. The Manual is a pstsecndary accuntability guide t assist cmmunity clleges in ensuring reliable and cnsistent reprting f technical assessment FY2008 Arizna CAR Page 16 f 19

17 Implementatin f State Prgram Imprvement Plans Sec. 123(a)(1) f Perkins IV requires each state, that fails t meet at least 90 percent f an agreed upn state adjusted level f perfrmance fr any f the cre indicatrs f perfrmance described in Sec. 113(b)(3) f Perkins IV, t develp and implement a prgram imprvement plan, with special cnsideratin given t perfrmance gaps identified under Sec. 113(c)(2) f Perkins IV; Arizna has met all State Adjusted Levels f Perfrmance. N State Prgram Imprvement Plan is required (see Student Accuntability Frms 1S1,1S2, 4S1). Fr future reference, in rder t create a Lcal Imprvement Plan as needed, a district wuld amend the Lcal Perkins Applicatin t include at least ne measurable bjective (and expenditure, as apprpriate) t imprve attainment. Any bjective(s) wuld be develped and implemented in cnsultatin with the apprpriate agencies/individuals, depending n the specific need fr imprvement. Prgress will be mnitred by thse agencies/individuals. Each LEA agrees t an assurance in the Lcal Plan/Applicatin t independently evaluate and cntinuusly imprve perfrmance f CTE prgrams/students. Past data has indicated relatively lw perfrmance n the NT measures. Using Leadership Funds, specific strategies fr prviding additinal services t imprve attainment are being targeted t identify districts. FY2008 Arizna CAR Page 17 f 19

18 Tech Prep Grant Award Infrmatin Sec. 205 f Perkins IV requires each eligible agency that receives a tech prep alltment t annually prepare and submit t the Secretary a reprt n the effectiveness f the tech prep prgrams that were assisted, including a descriptin f hw grants were awarded in the state. Please prvide a descriptin f hw grants were awarded during the prgram year, including a listing f the cnsrtia that were funded and their funding amunts; Tech Prep prgrams are carried ut thrugh a cnsrtium cmpsed f secndary and pstsecndary participants. A cnsrtium is identified as a single cllege/lcal educatin agency, r cunty educatinal agency (in partnership-having a single name), with ne f the members that will act as a fiscal agent and establish a central gvernance structure as described in the Tech Prep gvernance structure included in the Tech Prep applicatin. Institutins that desire t participate in a cnsrtium will be required t execute an Intergvernmental Agreement, r similar dcument, that is apprved annually by the cnsrtium. Each cnsrtium will be required t have articulatin agreements t receive funding. Arizna Tech Prep cnsrtia are funded n a frmula basis. There are currently eleven cnsrtia. Recmmendatins regarding this prcess were established frm input gathered during statewide CTE dialg meetings in additin t input cllected frm the State Plan Wrk Grup. Funding was available t each f the established cnsrtia members. The frmula factrs were: A minimum f $120,000 per cnsrtia is funded in rder t give special cnsideratin t rural areas ($1,320,000). Cnsrtia must demnstrate adequate perfrmance and data levels in rder t receive funding abve the base level f $120,000. Data and perfrmance levels included articulatins, sites, and student ppulatins. Three large cnsrtia qualified fr additinal $670,000 based n: Secndary Tech Prep enrllment by cnsrtium. Secndary Tech Prep cncentratrs that have transitined t pstsecndary educatin. Pstsecndary Tech Prep enrllment as determined frm the past five years f secndary Tech Prep cncentratr graduates. Ttal number f secndary and pstsecndary perfrmance measures achieved. Tw additinal awards ttaling f $225,638 were made t tw cnsrtia fr statewide articulatin wrk based n the need f all the cnsrtia, and fr expanding articulatins in a schl district with special needs.
