1 POSITION DESCRIPTION Position Title: Department: Classification: Reports to: Location: Employment type: Senior Financial Accountant Finance Director Finance Fawkner Full Time / Ongoing ORGANISATIONAL OVERVIEW On 1 March 2010 The Greater Metropolitan Cemeteries Trust (GMCT) came into existence as a Class A cemetery trust and commenced operating as a legal entity. The GMCT is made up of the former Fawkner Crematorium and Memorial Park, Altona Memorial Park, Keilor Cemetery Trust, Preston Cemetery Trust, Wyndham Cemeteries Trust, Anderson s Creek Cemetery Trust, Lilydale Cemetery Trust and Templestowe Cemetery Trust. There are approximately 180 employees across these sites. Collectively, there are 18 cemetery sites across the North, West and Eastern areas of metropolitan Melbourne which the GMCT manage and operate. The GMCT conducts a number of distinct business operations; support to ceremonies, cremations, burials, entombment, memorialisation, historical and heritage records, garden design, landscaping and maintenance. The GMCT is committed to providing cremation, burial and memorialisation services of the highest quality, delivered in a way that shows care for people and sensitivity to their values and beliefs. 2 POSITION OVERVIEW AND PURPOSE The Senior Financial Accountant will in consultation with the Director Finance implement, promote and deliver a Financial Framework that facilitates the achievement of the GMCT s vision and strategic and business objectives. The Senior Financial Accountant will provide strategic and managerial leadership to staff employed within Finance. This position reports to the Director of Finance. KEY RESPONSIBILITIES The Senior Financial Accountant is responsible for leading and managing the day to day operation and overall management of the finance functions. This includes statutory reporting requirements, management accounting, purchasing, inventory management and pricing. KEY ACCOUNTABILITES PROVIDE LEADERSHIP: Provide strategic leadership and direction in the ongoing development of Finance functions which meet contemporary professional standards and best practice. In consultation with the Director of Finance, develop annual workplan and objectives for work unit, consistent with organisational strategic directions. Promote, build and maintain good communication and working relationships. Lead, coach and develop managers and staff, ensuring the achievement and maintenance of performance measures/indicators, activity coordination, standards and procedures. BUILD A VIABLE AND SUSTAINABLE ORGANISATION: Ensure that services delivered are effective, efficient, coordinated and client focused, and consistent with GMCT strategic objectives. Provide accurate and timely advice and information reports to the Cost Centre Managers, CEO and Trust. Monitor budgets and performance against approved budgets. Maintain accurate and up to date records of work undertaken in accordance with GMCT policies and procedures. Provide leadership in the planning and implementation of improvement activities, Evidence of contribution to/in Strategic Planning processes. Annual Business Plan completed for work unit. Evidence of appropriate delegation, communication and decision making. Modelling of effective leadership behaviours. Development of KPIs for planning and reporting purposes to Trust & Senior Management. Planning and monitoring mechanisms in place to monitor progress and actions taken to address variances. Documentation complies with trust and statutory requirements, GMCT policies & procedures. Tasks and activities completed within agreed Quality & quantity of improvement activities. Number of initiatives introduced and evaluated.

Develop finance KPIs, monitor and benchmark internally and externally. Promote continuous improvement through more effective work practices. COMMUNITY, CLIENTS AND STAKEHOLDERS: Demonstrate a highly collaborative approach to building and maintaining productive working relationships with internal and external stakeholders. Effectively communicate with all internal and external stakeholders to the benefit of the organization. Evidence of effective relationships with other departments and external contractors etc. Team Morale and working relationships with team members. PEOPLE AND WORKFORCE: Oversee the management of risks related to work units, ensuring that risks are identified, managed and monitored on an ongoing basis, in accordance with GMCT Risk Management Policy and guidelines. Implement organisational strategies to ensure a healthy and safe working environment is provided to staff and that OH&S policies and procedures are audited and results actioned within agreed Maintain required staff numbers and undertake recruitment of staff as indicated. Performance Management Program for staff completed and actions taken to enhance achievement where necessary. Participate in professional development and continuing education as is made available by FMP. Ensure adherence to Human Resources Policies & Procedures. Risks are recorded in risk register and risk management plans demonstrate proactive approach to addressing issues of risk. Work practices demonstrate good OH&S principles. Recruitment and orientation processes completed within appropriate Performance Management processes completed by due date. Evidence of participation in professional development and continuing education activities. OH&S audits completed and actions addressed. GOVERNANCE AND ACCOUNTABILITY: Implement and ensure effective financial management systems, policies and procedures which comply with all Trust policies, government guidelines and government Legislative requirements are met within agreed timeframes year end statutory accounts and reports completed. Annual operational and capital budget

4 statutory requirements for (inter alia): Maintenance of Chart of Accounts and Arrow Financial System to ensure legislative compliance and meet accounting standards, financial reporting directions etc. Preparation of annual financial statements for Annual Report and interim financial reports eg: Annual Financial Return for the Department of Health. Investment Reporting Accounts payable and receivable and expenditure monitoring pre payments, accruals, cost of goods sold, pre-paid deeds and land as inventory. Asset Management Purchasing & Procurement Pricing Inventory management & reporting General ledger reconciliations. Maintain accrual accounting arrangements which meet legislative requirements and the relevant Australian Accounting Standards. In consultation with the director, prepare operational and capital budget process for the organisation. Regularly monitor, interpret, and evaluate financial output and outcome data. Facilitate external/internal audit program as required, To undertake assessments and provide financial advice to Directors and managers on programs, projects and activities of the GMCT. Undertake professional development in accordance with an annual work plan KEY COMPETENCIES Education Tertiary qualification in accounting, business, commerce or finance, and relevant experience. Membership of the Australian Society of CPA s or Institute of Chartered Accountants in Australia (desirable). Demonstrated participation in professional development activities. Detailed knowledge and experience in implementing the requirements of Australian Accounting Standards, public sector accounting and financial reporting.

5 Technical Current driver s licence. Advanced skills in the use of Information Technology including accounting software and MS Office and presentation Programs. Behavioural Excellent interpersonal and communication skills and demonstrated ability to apply these with internal and external stakeholders. Proven capacity in the planning, development, implementation and evaluation of financial services. Demonstrated ability to undertake analysis, generate and report on information and provide recommendations. Demonstrated ability to communicate and negotiate confidently and effectively at all levels. Decision Making; proven ability to work independently and to provide advice on a broad range of issues.
