10 What is VET FEE HELP? VET FEE-HELP is a student lan scheme fr the Vcatinal Educatin and Training (VET) sectr that is part f the Higher Educatin Lan Prgram (HELP). VET FEE-HELP assists eligible students undertaking certain VET Curses f study (diplma, advanced diplma, graduate certificate and graduate diplma curses) with an apprved VET prvider, t pay fr all r part f their tuitin csts. A VET prvider is a registered training rganisatin wh has been apprved by the Australian Gvernment t ffer VET FEE-HELP assistance t their students. VET-FEE Help am I eligible? If yu can t affrd the expense f study right away, yu may be eligible fr VET FEE HELP, a student lan prgram (fr eligible students) that enables yu t defer payment f tuitin fees until yu've finished studying. The great thing is that yu dn't have t make any repayments until yu have a jb and yur incme reaches a certain level, which is $54,126 fr the 2015/16 incme year. The lans are then repaid effrtlessly thrugh the tax system. Use the checklist belw t determine if this funding may be available t yu. In summary, if yu are an Australian Citizen, have a tax file number (TFN) and yu have nt already exceeded the FEE-HELP lan limit, yu shuld be eligible fr this funding. Yu are eligible fr VET FEE-HELP if yu: are an Australian citizen OR permanent humanitarian visa hlder (resident in Australia fr the duratin f the unit); AND are a full fee-paying / fee fr service student studying a diplma, advanced diplma, graduate certificate r graduate diplma level curse at an apprved VET FEE-HELP prvider; OR are a student subsidised by the Victrian r Suth Australian State Gvernment studying a diplma r advanced diplma curse; AND have nt exceeded the FEE-HELP limit (see belw); AND meet the tax file number (TFN) requirements: (pens in a new windw) after yu have applied fr a TFN OR if yu dn't have a TFN yu can give yur prvider a Certificate f applicatin fr a TFN. Yu must read the Infrmatin bklet befre cmpleting and signing the frm, when cmpleting the frm, yu must tick all relevant bxes and sign the declaratin. Return the frm t the team n r befre the census date (r the earlier date set by Cnwal Institute) fr the first unit f study fr which yu wish t btain VET FEE-HELP assistance. If yu have nt submitted a cmpleted Request fr VET FEE-HELP assistance frm n r befre the census date fr the unit, yu will nt be entitled t VET FEE-HELP assistance fr that unit. Hw much can I brrw? Eligible students can brrw up t the FEE-HELP limit t pay their tuitin fees. The FEE-HELP limit is the ttal amunt available t eligible students under bth the VET FEE-HELP and FEE-HELP lan schemes. This means that any amunt yu brrw under either VET FEE-HELP r FEE-HELP will reduce yur FEE-HELP balance (the amunt f FEE-HELP yu have left t use) until yu have reached the FEE-HELP limit. Fr 2015, the FEE-HELP limit is $122,162 fr students undertaking medicine, dentistry and veterinary science curses (as defined in the Higher Educatin Supprt Act 2003), and $97,728 fr all ther students. The FEE-HELP limit is a lifetime limit and is nt reset r 'tpped up' by any repayments that yu make. What are the Fees and Charges? N applicatin fees are charged fr requesting VET FEE-HELP assistance. A 20% lan fee applies t full fee-paying students receiving VET FEE-HELP assistance. The lan fee is included in yur VET FEE-HELP debt and will nt decrease yur FEE-HELP lan limit. Students in a Refrm State r Territry will nt incur a lan fee. Victria is the nly Refrm State r Territry fr the purpses f VET FEE- HELP. N interest is charged t yur VET FEE-HELP debt, hwever, yur debt is indexed annually by the Australian Taxatin Office (ATO) t maintain its real value. If yu d nt have a Tax File Number (TFN) yu can request ne frm the Australian Taxatin Office Fr mre infrmatin abut VET FEE-HELP debts visit the HELP debts and repayments page. Please g t ur website t view ur curse fees. What are the Repayments? VET FEE-HELP debts becme part f yur accumulated HELP debt. Yu must start repaying yur accumulated Page 11 f 42

12 HELP debt when yur repayment incme is abve the minimum repayment threshld fr cmpulsry repayments. The minimum repayment threshld fr cmpulsry repayment fr the incme year is $54,126. The repayment threshlds are adjusted each year t reflect any changes in average weekly earnings. Yu can make vluntary repayments t reduce yur HELP debt at any time and fr any amunt. Making a vluntary payment will reduce yur debt immediately and can attract a bnus. If yu make a vluntary repayment f $500 r mre, yu will receive a bnus f 5% f the payment yu make. What are the entry requirements? Cnwal and assciates trading as the Cnwal Institute RTO is cmmitted t ensuring that prspective students, enrlling int a Diplma qualificatin are fully infrmed f the qualificatin they are enrlling int and are able t meet the requirements f diplma level study and cmplete the qualificatin that they are enrlling int. T enrl in a qualificatin with Cnwal Institute yu will need t fllw the steps belw t ensure that yu are able t meet the minimum entry requirements: Stage ne: Enquiry Yu will be prvided with all f the necessary infrmatin related t yur chsen qualificatin t ensure that this is the right qualificatin fr yu. This includes but is nt limited t, qualificatin cst, duratin, units required. It is yur respnsibility t make sure yu read this infrmatin carefully s yu can make an infrmed chice t enrl. Cnfirm with yur Curse Advisr whether yur qualificatin has specific entry requirements and/r prerequisites that yu must demnstratin prir t enrlment. If it des make sure that yu are able t meet these requirements. As Cnwal Institute s qualificatins are nline yu will need t be able t have regular access t a cmputer and the internet. Please ensure yu are able t meet this requirement. Cnfirm with yur Curse Advisr whether yur qualificatin has a practical placement requirement. Please ensure yu are able t meet this requirement. State Tw: Preliminary enrlment frm Once yu are cmfrtable that yu understand the requirements fr yur chsen qualificatin and are able t meet these yu will be invited t cmplete a preliminary enrlment frm. Yur preliminary enrlment frm asks yu t cnfirm yu meet the fllwing criteria: Yu have cmpleted Australian year 12 r equivalent r; Yu have 2 years f relevant wrk experience in the industry r; Yu can demnstrate that thrugh yur nn-academic experience yu can meet the requirements f diplma level study and; Yu have nt been ffered an incentive t enrl int this qualificatin and; Yu are physically able t cmplete yur chsen qualificatin f study in a self-paced nline manner. Stage Three: Language, literacy + Numeracy Assessment After cmpleting yur preliminary enrlment frm yu will be asked t cmplete a language, literacy and numeracy assessment t determine yur suitability t undertake study at a diplma level. Please make sure yu cmplete this in a quiet place with n distractins and read each questin carefully. If yu are unsuccessful n yur first attempt yur Curse Advisr will be in tuch t discuss yur results and any pssible external factrs that may have resulted in an unsuccessful assessment. Yu will be invited t reattempt yur assessment. If yu are unsuccessful yu will need t discuss alternative study ptins with yur Curse Advisr t suit yur needs. Yu will als be asked t cmplete a secndary LLN nce yu have frmally enrlled with Cnwal. Page 12 f 42

13 Stage Fur: Online Applicatin Frm Once yu have successfully cmpleted the language, literacy and numeracy assessment yu will be invited t cmplete Cnwal s nline applicatin frm t apply fr yur chses curse f study. Stage Five: Vet FEE-HELP request fr assistance applicatin If yu have applied fr VET FEE-HELP assistance t help with yur tuitin fees fr yur qualificatin yu will receive a cpy f yur VET FEE-HELP applicatin frm via . This will be sent t yu 2 business days after yu have cmpleted the nline applicatin frm t ensure that yu have had ample time t cnsider yur enrlment yu want t g ahead. If yu are unsure as t whether yu are able t meet the entry requirements fr yur qualificatin please discuss these with yur Curse Advisr prir t apply t study with Cnwal Institute. Deferral f Enrlment Yu may defer enrlment in yur qualificatin fr up t 6 mnths. Yu will need t cmplete a deferral request frm, fund under the my accunt tab n yur LMS. During the deferral perid, students will nt have qualificatin access, any remaining census dates will be adjusted accrdingly. Please cntact Student Supprt Services fr further infrmatin. Withdrawal frm Enrlment A student may withdraw frm a qualificatin r unit f cmpetency by giving ntice t Cnwal Institute in writing. Where cmpleted units have been cmpleted satisfactrily, a student will receive a Statement f Attainment. Please nte if yu withdraw befre yu census date fr that cluster yu will be required t pay yur tuitin fees fr the units shuld yu wish t receive yur statement f attainment. Page 13 f 42

14 Withdrawal during qualificatin Students wh have applied fr VET FEE-HELP assistance and chse t withdraw frm a qualificatin any time after a census date r if yu fail t advise administratin that yu wish t withdraw frm a qualificatin r prir t a census date, yu are financially liable fr thse census dates that yu have passed. What is a census date? Students please nte yur first census date is the last date yu can withdraw frm yur qualificatin withut incurring a VET FEE HELP debt. If yu chse t withdraw frm yur qualificatin after a census date has passed yu will be liable fr repayment f the VET FEE HELP debt fr the perid (s) f study which yu have passed yur census date fr. Please refer t the Curse Brchure fr clusters table fr these census dates. Withdrawal Plicy Student enrlled int VET unit(s) f study with Cnwal and Assciates, trading as Cnwal Institute RTO have the right t withdraw frm their qualificatin, and r units f study at any pint thrughut their learning jurney. The student may give ntice t Cnwal Institute f their intentin t withdraw in the fllwing ways: Cmpleting a VET FEE-HELP withdrawal frm (available frm the my accunt tab f yur learning prtal and r via r hard cpy (upn request) An t Cnwal r its representatives advising f their intent t withdraw Written ntice t Cnwal r its representatives A telephne call t Cnwal r a representative f Cnwal where the student advises the persn receiving the call that they are requesting t withdraw. In rder t withdraw withut incurring a VET FEE-HELP debt and/r receive a refund fr any upfrnt payment students are required t give ntice t Cnwal Institute n r befre the census date fr the relevant unit(s) f study. If a student chses t withdraw n r befre the census date fr a unit (s) f study they will nt incur the VET FEE-HELP debt fr that cluster f units and any subsequent clusters f units and/r will be entitled t receive a refund f any upfrnt payment made fr that unit(s) f study. If a student chses t withdraw after their census date fr a unit(s) f study they will still be liable fr the VET FEE-HELP debt fr the unit(s) that they have passed census fr and/r will nt be entitled t receive a refund f any upfrnt payment made fr that unit(s) f study. Imprtant: It is the student s respnsibility t ntify Cnwal within the required timeframes shuld they intend t withdraw frm their qualificatin and wish t avid incurring a VET FEE-HELP debt. Student debt will nt be refunded based n the level f student participatin in the qualificatin. All Cnwal Institute students are given full access t the entire VFH Diplma upn enrlment and full access t student supprt including a dedicated trainer, facilitatr and cach. Cnwal Institute uses best practice nline training techniques and strategies t help supprt students with their qualificatin f study. In additin Cnwal Institute ensures students have cnsiderable time t cmplete their qualificatin (with nline access perids f up t 4 years) and lnger upn request. In circumstances whereby a student is unable t withdraw n r befre their census date, they may be entitled t apply fr special circumstances VET FEE-HELP debt reversal in rder t have their debt reversed fr any unit(s) f study where they have passed census. Yu will becme liable fr the tuitin fees fr each cluster nce yu have passed the census date and will remain liable fr them even if yu d nt cmplete yur qualificatin, r fail t advise Cnwal Institute f withdrawal frm yur qualificatin prir t yur census date. Student fees will include the necessary e-learning resurces such as nline interactive resurces, nline wrkbks dependent upn the qualificatin f study chsen. Student fees will include a qualificatin r statement f attainment, fr a natinally recgnised qualificatin f study with an attached statement f results when issued n cmpletin f the qualificatin. 16 Refund Plicy Cancellatin f qualificatin by Cnwal Institute A full reversal f tuitin fees will be made t any applicant if Cnwal Institute cancels the nminated qualificatin/unit(s) f cmpetency. This will incur n administrative charges r penalties. Students cannt receive credit fr their whle prgram f study; at least ne cmpetency must be achieved thrugh nrmal enrlment r Recgnitin f Prir Learning. Cnwal Institute students can earn credit twards qualificatins such as Certificates, Diplmas, and Advanced Diplmas by cmpleting units f cmpetence nline. Additinally, students can achieve credits twards Degree qualificatins with Flinders University. Students need t cmplete an Applicatin fr Credit Transfer frm t apply fr credit transfer. The Certificate fr qualificatins will include Cnwal Institute s name, the name f the persn receiving the certificate, the qualificatin name, title and cde f the qualificatin, the credential number, the date issued and the signature f the persn authrised t issue and a list f units f cmpetency cmpleted. Where a student nly cmpletes ne r mre units and nt the cmplete qualificatin, a Statement f Attainment will be issued fr the unit/s successfully cmpleted. Certificates and statements f attainment will be issued fllwing the cmpletin f the qualificatin r at withdrawal fr the units f cmpetency, as well as receipt f yur Unique Student Identifier (USI) has been received.
