Responsible for ensuring the Authority meets all its legal obligations relating to any payments made to employees and external customers. To be responsible for management, development and improvements to the Payroll system functionality. Page 1 of 5 Updated on 22/02/2010
2 Responsible for the management and control of transactional payroll services and pensions. The functions are covered by regulations, legislation, policies and procedures however the post holder will be the Council s lead officer on payroll matters. Decision Making Post holder has discretion in taking actions and makes operational decisions on a daily basis. A range of solutions to the problem will be available to the post holder i.e. in accordance with conditions of service, legislation, regulations, practice and precedent. The post holder will be able to refer complex decisions to the Assistant Director for HROD or the Assistant Head of HROD (line manager). The post works within given resources and will be expected to contribute to the determination of what these resources will be in the future. Ensures appropriate action is taken to rectify any system failure, and if necessary implements alternative solutions to ensure minimum disruption of payslips. Page 2 of 5
3 Line Management (25%) Manage staff within Payroll and Pensions ensuring team is organised and competent to deliver services Provide advice in relation to conditions of service, regulations, legislation, policies and procedures, pensions schemes etc Accountabilities Operational Work (55%) Manage the Council s Payroll Service for internal and external clients effectively and efficiently (approx 202 million) Ensure employees are paid accurately and timely in accordance with conditions of service, regulations, legislation, policies and procedures governing any payments made Responsible for systems management, development and improvements to system functionality on behalf of Payroll Services, liaising with the e.hr team. Responsible for the current control processes and the continual review and update of the processes to ensure that payments, expenses and emoluments are accurate Provide a clear communication and guidance to managers on issues that will affect pay Ensure the Authority meets its legal obligations relating to any payments made to employees and external customers processed by the Payroll and Pensions services Policy Work (10%) Develop and implement Payroll policies and procedures in support of service and organisational objectives Continually work to improve the quality of the Payroll Services to all users and ensure that improvements in service provision and customer care are an ongoing priority Market the service to generate income from external organisations through advertising our payroll services Partnership Working (10%) Working with external bodies on behalf of the Council in relation to pay or pension matters ensuring the Council s best interest are represented and achieved e.g. HRMC, DCC, TPA etc Undertake other duties appropriate to the grade of the post Demands The post holder is exposed to work related pressure from deadlines ensuring employees are paid accurately and on time. 4 Working Conditions The role is mainly office based with minimal exposure to disagreeable working conditions. Experience, Knowledge and Qualifications Essential: Diploma in Payroll Management (NVQ Level 5) or compensatory experience Substantial experience in payroll administration and all aspects of payroll control processes Knowledge of Income Tax Legislation, Statutory Legislation i.e. National Insurance, Maternity Pay etc Experience of working within a HR environment Understanding of the Local Government Pension Scheme, Teachers Pension Scheme. Proficient skills in Microsoft Office applications Knowledge and experience of applying Statutory Schemes / Legislation / Council Policies and Procedures / Conditions of Service as they affect payroll administration Experience of providing advice and reviewing policies and procedures in the light of changes to statutory schemes or legislation and conditions of service Knowledge of financial procedures Experience of identifying new approaches to working to improve service delivery. Demonstrable experience of managing and supervising large teams of staff Skills and Technical Competencies Forward planning required for several months up to a year in advance to coordinate and control a large team and implement relevant legislation and regulations to provide the operational delivery of a payroll service. Developed interpersonal and communication skills required to exchange information with all Payroll service staff, department heads and line manager, HR staff, Trade Unions, schools and Inland Revenue & external customers. IT and keyboard skills required for report writing, SAP, to send and receive s, for correspondence, using Microsoft Office software (Excel, Word, Outlook) and Radius Debtors Page 4 of 5
5 Corporate Standards Act at all times in accordance with appropriate legislation and regulations, codes of practice, the provisions of the Council s constitution and its policies and procedures. Work within the requirements of the Councils Health and Safety policy, performance standards, safe systems of work and procedures.
