Shared Services Payroll Controller Ref: GSS 6500 Salary: 30,645 per annum Reporting to the Shared Services Manager you will be responsible for the running of 4 in house payrolls within NCG. The successful candidate will have a wealth of proven payroll management with a thorough understanding of Payroll, HMRC legislation and reporting requirements. 2 Job Description Job Title: Reports to: Payroll Controller Shared Services Manager Grade: pt 32 Pension: Teaching Role Category: LGPS Non Teaching Key Tasks: To ensure the provision of an effective payroll service within NCG, ensuring that the payroll system is managed effectively, timely and within required legislation and deadlines. Summary of Responsibilities: The following are Job Specific responsibilities for this position 1. Day to day management of NCG s payroll provision. 2. To provide a customer focused payroll function ensuring appropriate and responsive service and guidance to internal customers including all Managers, Staff, Governors and Clients. 3. Liaise with Employee Operations to agree timely payroll deadlines enabling the most favourable outcome for all staff. 4. Ensure that the monthly payrolls are produced within the agreed timescales incorporating appropriate pension administration as required within the legislation and regulations of the pension schemes. 5. Reconcile the payroll figures at the end of each month ensuring that all payroll control accounts are balanced and posted to the general ledger before the payroll is finalised. 6. Produce monthly general ledger extract from payroll, ensuring reconciliation to payroll accounts. 7. Authorise all payroll payments to employees on behalf of NCG via appropriate means: i.e. Bacs. 8. Develop and maintain appropriate payroll processes and procedures to ensure accurate and timely payroll processing. 9. Provide advice and guidance to all staff on payroll issues including the interpretation of current legislation and regulations. 10. Ensure that the monthly disbursements are paid over to third parties correctly, in accordance with third party regulations and within a timely manner. 11. Ensure the calculation and preparation of P11d s and class 1b NI is prepared and paid over to HMRC within required timescales. 12. Ensure the reconciliation and payment of all monthly and year end returns to HMRC including P35, P Supervise and train payroll staff, including the planning and prioritising of workloads, assisting with and identifying training needs and monitoring of performance. 14. Liaise with NCG Pension Controller to ensure accurate reflection of pension administration and assist in the production of required pension information and mandatory returns as required. 15. Compile and prepare payroll data for internal and external reporting.

3 16. Take ownership for the migration of payroll data into or out of the payroll system reflecting transfers of undertakings (tupe), or company mergers or takeovers by NCG. 17. Ensure payments of redundancy transactions are completed correctly and reflect the correct tax and NI deductions where appropriate. 18. Ensure NCG expenses are reimbursed through the payroll system in a timely manner and reimbursed in line with NCG Travel and Subsistence Policy. 19. Cover where necessary for the Pension Controller. 20. Undertake any other tasks and responsibilities appropriate to the level of this post. Participate in any NCG staff review/performance management processes involving the identifying and meeting of training needs for self and others. 2. Skills & Abilities Essential 1.1 Ability to contribute to strategic, policy and business development Experience Essential Proven shills in analysing, interpreting and using highly complex payroll data. Ability to manage and co-ordinate the operational function of a payroll department. Ability to manage and deliver payroll projects within given deadlines. Ability to manage the development of the in-house payroll system. Effective problem solving skills especially for new issues where no precedent is in place to follow. Ability to use judgement to compare and evaluate options and take informed decisions based on such analysis and common sense. Able to set clear, concise and manageable objectives for self and reportees, prioritise and monitor progress and take appropriate action to achieve outcomes by required deadlines. Significant experience in the Payroll field. Experience in managing a payroll team with proven management and leadership skills. Experience in driving forward and delivering change within the payroll environment. Experience in working in a large diverse and complex organisation. Thorough understanding of the double entry accounting concept and the consequences of irrational posting. 2.6 Experience of working in FE/HE

5 3. Knowledge Essential Professional knowledge of payroll activities. Understanding of payroll legislation, guidelines and best practice for operational purposes and the consequences on non compliance. Knowledge of monthly and annual statutory payroll returns and the consequences of non compliance Knowledge of payroll computerised systems. 3.5 General understating of public and private sector pension regulations and administration requirements. 3.6 Understanding of Midland (ITrent) payroll software. 4. Qualifications & Training Essential 4.1 Degree or equivalent level professional qualification e.g. CIMA, CIPP. forms/interview Training in Management Skills. Training in IT packages including but not limited to excel, word, power point. 4.3 Evidence of continuous updating of skills and knowledge. 5.
