1 The Yuth Prgram Quality Interventin (YPQI) is a cmprehensive system fr imprving prgram quality, built arund the research-validated Yuth Prgram Quality Assessment (PQA). A YPQI site team a team f yuth wrkers, led by a site manager engage in the assess-plan-imprve sequence, which is designed t be a repeating, cyclical prcess. The sequence includes the fllwing fur cmpnents: ASSESS: First, in prgram self assessment, yuth prfessinals bserve and rate their wn prgram using the Yuth r Schl-Age Prgram Quality Assessment (PQA), a research-based bservatinal assessment tl. Meanwhile, utside bservers use the Yuth r Schl- Age PQA t cnduct an external assessment fr the next step. PLAN: Secnd, site leaders and staff engage in imprvement planning, using bth self-assessment and external ratings. This step prduces a set f gals fr the aspects f prgram quality that site managers and staff have decided t wrk n imprving. IMPROVE: Third, after target imprvement areas have been identified, managers are trained t prvide instructinal caching fr staff, and staff members attend Yuth Wrk Methds training, wrkshps aligned with the practices in the Yuth and Schl-Age PQA. Furth, technical assistance caches supprt site leaders t implement each step in the assess-planimprve sequence. Additinal data surces may als be added in rder t deepen the interventin. 2 YPQI Thery f Actin The YPQI targets three levels f setting: plicy, rganizatinal and instructinal (represented in diagram t the right). In the plicy cntext, netwrks adpt YPQI elements and cmmit their resurces t the prcess. In the rganizatinal setting, managers implement a set f cntinuus imprvement practices fcused n the quality f instructin. In the instructinal setting (r pint f service ), staff in a high quality prgram prvide yuth with pprtunities t meet imprtant develpmental needs. Thus, while the YPQI is designed t prduce change at the plicy and rganizatinal setting levels, the real gal is t imprve quality in the instructinal setting the quality that yuth experience. YPQI Rles and Respnsibilities Belw are brief descriptins f all key rles within the YPQI prcess. On the fllwing page, yu can see the YPQI respnsibilities fr each f these individuals. The Netwrk Lead is invlved in supprting the entire quality imprvement system wrk and des all crdinatin fr the YPQI, including: cmmunicating imprtant infrmatin, scheduling, crdinating external assessment, prviding yuth prgram persnnel, with access t supprts. Mst imprtantly, Netwrk leads send signals t prgram staff that the imprvement wrk is imprtant. The Site Lead is respnsible fr leading a prgram (r prgrams) thrugh the YPQI. He r she is usually a site manager, supervisr, r directr, but culd be anyne at the site. It is imprtant that this persn has sufficient time t crdinate the prcess and attend all trainings. The activities f the site lead include: managing assessment, managing imprvement planning, supprting the enactment f imprvement plans. Prgram Staff are primarily respnsible fr wrking directly with yuth and enacting imprvements in the quality f yuth experience available at the prgram. They are likely t be bserved fr prgram self r external assessment and may jin the assessment r imprvement team. External Assessrs visit prgrams in a netwrk and prepare independent assessments t be used fr netwrk analysis and fr prgram imprvement. External Assessrs must achieve 80% accuracy with expert scres n a vide f yuth practice. External assessrs can als supprt sites with imprvement. Netwrk Cnsultants, Trainers, and/ r Caches help prgram directrs and staff experience success in the YPQI. This can invlve: guiding prgram self assessment, helping with imprvement planning, wrking with individual staff, facilitating trainings. Ready Cmmunities Prgram Mapping Survey This survey cllects data frm identified yuth develpment sites (e.g., schls, libraries, yuth centers, ut-f-schl time sites, and religius yuth prgrams) regarding access, services prvided and capacity. These settings and the survey data are added t an nline mapping system. Where relevant and available, public data may be added t the map as verlays.
