He will present on the approach that has been undertaken at AusGrid and how it has resulted in more efficient work practices, including better system design, reporting and operations management. Explore: Establishing governance Strategies for asset data management Implementing change in the business process Murray Chandler Manager, Asset Strategy and Reporting AusGrid Questions and Discussion EXPERT COMMENTARY Carbon Pricing and Its Effect on Asset Life Cycle Costing It is only a matter of time before it becomes essential for carbon pricing to be taken into account when working out the whole-of-life cycle cost of an asset in Australia. However, the looming reality of future carbon-pricing is a matter that should be taken into account when deciding on asset management strategies. Accounting expert Dr Paul Brown has been developing life cycle costing models for assets that take into consideration carbon pricing. Having studied various real-life and hypothetical scenarios involving different government policies for carbon pricing, he will discuss the real issues at hand concerning asset life cycle costing and maintenance. Long-term carbon pricing and asset management plans Dr Paul Brown Lecturer, School of Accounting Questions and Discussion Morning Tea CASE STUDY How Spatial Solutions Minimised Asset Damage In January 2011, South East Queensland was inundated by floods and rainfall not seen in the area since ENERGEX s electricity distribution network was seriously impacted across its area of supply from the rural Lockyer Valley to the Brisbane CBD. At the peak of the floods around 150,000 of ENERGEX s 1.2 million customers were disconnected from the supply Technology and Strategy fo grid. Despite this significant flood event, which extended over five days, ENERGEX restored supply to 90% of the impacted network within a week. In preparing for the flood, ENERGEX used forecast flood height spatial information overlayed on its network GIS to predict assets that were likely to be inundated. This allowed disconnection prior to being flooded, and as the flood water receded, prioritised repair and restoration. In his presentation, Martin Hoelscher will discuss how ENERGEX s spatial systems were a critical part of the successful restoration and resultant planning for improving resilience to the impacted network. In 2010/2011 the capital works program was $846 million consisting of over 1000 projects. To ensure investment is being made in the areas that will deliver the best outcomes, SA Water centralised its asset management planning processes in early Since that time the group has evolved its decisionmaking capability from the qualitative judgement of highly experienced operators and asset management practitioners to adopt information-based, quantitative decision making. This has required the ongoing development and improvement in its information systems to provide condition, performance and costing information on assets that can be used by asset planners to improve decision making. ElectraNet developed a matrix of SCAR codes (System Condition and Asset Risk) which is used to categorise and prioritise asset defects and condition. Field inspection software was then developed and implemented to inspect substation and transmission line assets using rugged computers with built-in cameras, bar coders and GPS. The improved asset condition data is being used to prioritise short and medium-term maintenance, and the longer term data to build its next case for regulatory funding for future operating costs and capital projects. His expertise is in system architecture, enterprise application implementation, project management, agile methodologies and cloud computing. Sunil Kempegowda is also pursuing a PhD in cloud computing at UTS. He will discuss contemporary issues regarding program implementation, including custom-made versus off-theshelf products, and future computing technologies worth considering when making a choice. He specialises in providing strategies where there are complex technical and technology issues involved, the need to change organisations or cultures to effectively implement solutions; and in business justification and implementation strategies for technologies such as SCADA. David has held a range of senior managerial and technical positions, encompassing all aspects of policy, planning, construction, operations and maintenance. He has been involved in many projects which cross the boundaries of technical and managerial disciplines. David Hope is a civil engineer and manager with 40 years experience in the utilities industry. Over the last 10 years he has practised mainly as an independent consultant. Previously he worked with Sydney Water, which provides water and sewerage services to four million people NETWORKING LUNCH WORKSHOP B Developing and Using Your Asset Management Plan to Optimal Effect Developing an asset management plan supported by accurate asset information, whether it is first cut or complete, is key to successful asset management (AM). Many organisations are deterred from preparing an AM plan, thinking they don t have all of the necessary asset information. Just remember: the first AM plan is not going to be perfect and it doesn t have to be! As long as the organisation is committed to the improvement program the plan can be completed over time. Many take advantage of the AM plan development process as a way of identifying information gaps and use the improvement program as a way of closing them. In this workshop, the key elements of an asset management plan supported by accurate asset information will be workshopped. This session will cover: The basic elements and objectives of an AM plan Identifying AM plan information requirements Discovering your AM information gaps How to add and improve on the plan and its information improving for longevity; and Where to from here, now I have an AM plan Expert Facilitator: Tahlia Griffin Managing Director TBG Consulting Tahlia is an experienced asset management consultant who has been in the industry for approximately seven years. She manages her own company specialising in asset management. Her work has included such areas as asset management plans, AM strategies, AM system specifications and implementation, condition monitoring, risk assessment, data analysis, AM training and AM support. Much of her time however has been spent preparing AM plans of which she has produced 42 to date, all using varying degrees of asset information. Tahlia hopes, based on her experience, that you can take something useful away from the workshop to assist you in your AM plan development endeavours.
