The district will ensure the opportunity for all students to become responsible learners, critical thinkers, and problem solvers as productive members of a democratic society. Our Vision Statement--To continually prepare students and staff for technological advancements. To maintain a positive, cohesive school community which encompasses the board, administration, staff members, students, parents or guardians, and all school volunteers. To establish and sustain a collaborative relationship with the community. To unify instruction within the Niles City Schools through the continuous development and use of curriculum guides in the best educational environment. This is a public meeting of the Niles City Board of Education for the purpose of conducting the school district s business. This is not to be considered a community meeting. Public Comments The Niles City Board of Education recognizes the value to school governance of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest. Public participation shall be permitted in accordance with the following rules: 1. Public participation shall be permitted, as indicated, on agenda and non-agenda items. 2. Participants must be recognized by the presiding officer, and must preface their comments by an announcement of their name, address, and group affiliation, if appropriate. 3. Each statement made by a participant shall be limited to five (5) minutes duration. Public participation shall be limited to thirty (30) minutes total per board meeting. 4. Copies of prepared written statements shall be given to the Board Members, Superintendent, and Treasurer. 12. Treasurer s Report A. It is recommended to the Board of Education that it accept and/or approve the following: 1. Financial Reports for May, 2015 (previously distributed): Fund Cash Report Check List (Summary/Detail) Interest Report Spending Plan Funds Yearly Revenue and Expenditure Report by Month (SM-2) Monthly Budget/Variance Report Cafeteria Fund Construction Financial Statements Employee Benefits Statements Maintenance Fund Athletic Account Transportation Report 2. Appropriation/Budget Adjustments (previously distributed): I.D.E.A. B, FY-2015, Budget Revision 2, $686, Title II A, FY-2015, Budget Revision 2, $169, Approve a transfer from the General Fund to the Cafeteria Fund in the amount of $89, Approve the Final Appropriations for the fiscal year ending June 30, 2015, $34,693, (to be distributed later in Page 2 of 7

3 the week) 5. Renew the district s property, automobile, and liability insurance with The Griffith Agency (Liberty Mutual) for the school year. (previously distributed) 13. Superintendent s Personnel Recommendations A. Employment of Personnel/Salary Adjustments Classified 1. Approve the transfer of Amy Smith from 5.5 hours to 6.5 hours in her position as Assistant Cook at Niles McKinley High School, effective August 21, Approve the transfer of Vicki Mishko from Assistant Cook at Niles Primary School to Cook Manager at Niles Primary School, 7 hours per day, $23,433.55, effective August 21, Certified 3. Employ Joseph Toth as a Physical Education Teacher at Niles Middle School. It is further recommended that he be granted a One-Year Limited Teaching Contract for the school year, and that he be placed at Bachelors, Step 0, $29,592.00, effective August 24, Pending successful Drug Screen. 4. Employ Heath Myers as a Mathematics Teacher at Niles Middle School. It is further recommended that he be granted a One-Year Limited Teaching Contract for the school year, and that he be placed at Bachelors, Step 0, $29,592.00, effective August 24, Pending successful BCII/FBI & Drug Screen. 5. Employ Amanda Hoover as a Library Media Technology Teacher at Niles Intermediate School. It is further recommended that she be granted a One-Year Limited Teaching Contract for the school year, and that she be placed at Bachelors, Step 0, $29,592.00, effective August 24, Pending successful BCII/FBI & Drug Screen. 6. Approve the following salary revisions, effective August 24, These individuals have submitted the appropriate paperwork from their previous employer: Steve Durbin From: Bachelors+15 Step 0 $29, To: Bachelors+15 Step 4 $38, Approve the appointment of the following individuals in their respective activity and/or athletic supplemental positions for the school year and grant each a One-Year Limited Supplemental Contract, as per the NEA Master Contract: Page 3 of 7

Approve the Cafeteria Program Lunch Prices for the school year, as previously distributed. f. Accept and place on file all bids for the cafeteria bread and milk products. Furthermore, move to award the bid for bread and milk products to Alfred Nickles Bakery, Ianazone s Pizza, and Dean Dairy for the school year, as previously distributed. g. Approve the following student handbooks for the school year, as previously distributed: Niles McKinley High School Student Handbook, Grades 9-12 Niles Middle School Student Handbook, Grades 6-8 Niles Intermediate School Student Handbook, Grades 3-5 Niles Primary School Student Handbook, Grades K-2 h. Approve the Memorandum of Understanding between the Niles City School District and the Trumbull Community Action Program (TCAP), as previously distributed. i. Approve the Memorandum of Understanding between the Trumbull County ESC, Ashtabula County ESC and Time Warner Cable, as previously distributed. Page 5 of 7

Approve the following resolution: CALAMITY DAY ALTERNATIVE MAKE-UP PLAN WHEREAS, the Niles Board of Education desires that students have learning opportunities even when schools are closed for any of the reasons specified in section of the Ohio Revised Code and in excess of the number of days authorized in section ; and WHEREAS, section authorizes a Board of Education to file an annual plan with the Ohio Department of Education by August 1 of each year to provide learning opportunities for students in lieu of attendance on such excess days; NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that the Niles Board of Education hereby approves the following plan and authorizes its filing with the Ohio Department of Education. Plan for alternative Make-Up of Calamity Days Pursuant to Ohio Revised Code section , the Board of Education of the Niles City Schools hereby authorizes the following plan to allow students of the district to access and complete classroom lessons in order to complete up to three days of instruction in excess of the number of days permitted under section because of the closing of schools for any reasons specified in section This plan is submitted, pursuant to approval of the Board of Education, prior to August This plan includes the written consent of the teachers employee representative as designated under division (B) of section Such consent is on file in the official file of the Board of Education and is hereby incorporated into this plan as if specifically rewritten. 3. Teachers will update or replace such lessons as necessary throughout the school year based on the instructional progress of students. 4. As soon as practicable after an announced school closure in excess of the number of days permitted under section , staff members designated by the appropriate administrator shall make the designated lessons available. A lesson shall be given for each course. 5. Each student enrolled in a course for which a lesson is given shall be granted a two-week period from the date of returning to school to complete the lesson. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. 6. Blizzard Bag Program Procedure: a. Assignments will be given to students upon return from a Blizzard Bag day. b. Assignments are due two weeks upon return to school. c. Assignments are to be placed in grade books within three weeks of the students return date. d. Assignments must relate to the Core Curriculum. 7. The Board of Education hereby authorizes Blizzard Bags, as per ORC section k. Review and place on file all bids regarding the auction of properties. Furthermore, move to award the bids for property to. 15. Executive Session Each executive session discussion must be limited to the purpose or purposes stated below. It is unlawful to state only one purpose for an executive session, but to then discuss a second topic (although an executive session may be called for the purpose of discussing several topics). 7 The appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing. The purchase of property for public purposes or the sale of property at competitive bidding. Conferences with the board s attorney to discuss matters which are the subject of pending or imminent court action. Preparing for, conducting or reviewing negotiations or bargaining sessions with employees. Matters required to be kept confidential by federal law or rules or state statutes. Specialized details of security arrangements a. Under the provision of O.R.C , the Niles City Board of Education will recess to Executive Session at P.M. to discuss: 1. The appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing.
