1 Hicksville Exempted Village Schools Regular Meeting of the Board of Education August 10, 2015 The Hicksville Exempted Village Schools Board of Education met in regular session on Monday, August 10, 2015 at 7:00 p.m. in the Community Room. The meeting was opened by President, John McCalla. with the following Board members answering roll call: Julie Barth, Stephanie Mazur, John McCalla, and Dennis Vetter. Craig Eiden was absent. A public meeting was held at 7:01 p.m. to consider the reemployment of Paul Overmyer. No comments were made. The Director of Operations reported on the following: Summer Cleaning Playground Maintenance OFCC Building Visit Interviewing for New Custodian Football Scoreboard Installed Student Pictures in Halls The following items were discussed from the Principals: Kindergarten Jump Start Kindergarten Open House Elementary School Market Day Replacement Professional Development Day High School/Middle School Summer School Sessions Scheduling Appointments College Credit Plus Laptop Pickup 7 th Grade Orientation HS/MS Open House Dennis Vetter, representing Four County Career Center, reported on the following: First Day of School August 18th Remodeling On Schedule Lunchroom Financial Improvement The following items were discussed from the Superintendent s report: NwOESC Administrator s Retreat Bus Driver In-Service Bus Route Changes Staff Breakfast August 27 th Julie Barth moved and Stephanie Mazur seconded the motion to approve the consent agenda and addendum items as amended. 1. Minutes from the regular board meeting on June 29, 2015.

2 2. Treasurer s Report a. Cash Reconciliation as of June 2015 and July b. Financial Statements for June 2015 and July Accept the following donations: $ from Ohio State Eagles for HHS Baseball $ from The Hicksville Bank for HHS Baseball 4. Approve Agreement for Deposit of Public Funds with The Farmers & Merchants State Bank. Term to begin July 9, 2015 and end July 8, Recommend to appoint Travis Lichty as a designee to make employment recommendations to the Board of Education. Recommend to approve Rebecca Geyer as a substitute teacher for the Recommend to approve the following as Title 1 Tutors for the school year at substitute pay rate with a maximum of 179 days; to be funded through Federal Title 1A Grant Funds. Brandi Clem Nichole Thiel Recommend to approve Sandy Zuber as a Intervention Tutor for the school year at substitute pay rate with a maximum of 179 days; to be funded from the General Fund-Economically Disadvantaged Fund. (pending certification) Recommend to approve the following as a Kindergarten Jump Start Camp Teaching Assistant Instructor from August 10 August 14, 2015, at a rate of $15.00 per hour. Missy Ruoff Recommend to approve the following supplemental contracts for the Sandi Brown District Mentor Coordinator

3 Recommend to approve to amend Chelsea Gaghan s teaching contract to read four (4) years experience with a Master s Degree for the school year. Stephanie Mazur moved and Dennis Vetter seconded the motion to approve the following Recommend to accept the resignation as a regular route bus driver from Tara Rockey for the Recommend to approve Tara Rockey as a regular route bus driver, on an as needed basis, for the school year at a rate of $18.13 per hour. Recommend to approve Jennifer Nelson as a classified substitute for the Recommend to approve John Adams as a substitute bus driver for the (pending certification) Recommend to approve the following as a fall sport volunteer for the Jordan Flotkoetter Football Recommend to approve a $ stipend to Diane Zeedyk for leading the van/bus driver in-service requirements. Travis Lichty recommends to approve Shelly Weatherhead as a Title 1 Paraprofessional for the school year, based on Federal Title 1A Grant Funds. This is a year to year position, pending the availability of Federal Title 1A Grant Funds. Recommend to approve a Memorandum of Understanding (MOU), by and between Defiance College and Hicksville Exempted Village Schools from July 1, 2015 thru June 30, 2016, for the hosting of education intern and practicum students. Recommend to approve a service agreement with Defiance County Board of Developmental Disabilities (DCBDD), to provide educational services from August 2015 June The district will be assessed $ per student for the excess cost.

4 Recommend to approve an agreement with Defiance County General Health District to provide school health services to aid in the conduct and coordination of school health services for the Recommend to approve the following athletic department issues for the Ø Involvement in the OHSAA regular season and tournament events for gymnastics at no cost to the school district. Ø Involvement in indoor track events at no cost to the school district. Recommend to approve a service agreement with Fayette Local Schools for GradPoint licenses beginning with the RESOLUTION OF INTENT NOT TO PROVIDE CAREER-TECHNICAL EDUCATION IN GRADES 7 AND 8 WHEREAS Ohio Revised Code Section (A) requires each city, local, and exempted village school district to provide for students in grades seven through twelve career-technical education by means of establishing and maintaining a program, by being a member of a joint vocational school district (JVSD), or by contracting with a JVSD or another school district; and WHEREAS division (B) of Section provides that a board of education may adopt a resolution not to provide career-technical education to students enrolled in [grade seven] [grade eight] [both grades seven and eight] and will receive a waiver from the Ohio Department of Education so long as said resolution is filed by September 30 of that particular school year; NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that, while the Hicksville Exempted Village Board of Education recognizes the importance of providing adequate training for students to enter their selected occupations, the Board hereby adopts this resolution notifying the Ohio Department of Education of its intent not to offer career-technical education for students enrolled in [grade seven] [grade eight] [both grades seven and eight] during the school year; and BE IT FURTHER RESOLVED that the Hicksville Exempted Village Board of Education respectfully requests that the Ohio Department of Education issue the waiver required by Ohio Revised Code Section (B) and BE IT FURTHER RESOLVED that the Treasurer/CFO is hereby directed to certify and submit a copy of this resolution to the Ohio Department of Education at

5 the earliest opportunity so as to ensure its receipt by the Department on a date which is in no event later than the 30 th day of September, RESOLUTION ADOPTING A CALAMITY DAY ALTERNATIVE MAKE-UP PLAN WHEREAS, the Hicksville Exempted Village board of education desires that students have learning opportunities even when schools are closed for any of the reasons specified in section of the Ohio Revised Code; and WHEREAS, section authorizes a board of education to file an annual plan with the Ohio Department of Education by August 1 of each year to provide online learning opportunities for students in lieu of attendance on such days of closure; NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that the Hicksville Exempted Village board of education hereby approves the following plan and authorizes its filing with the Ohio Department of Education. PLAN FOR ALTERNATIVE MAKE-UP OF CALAMITY DAYS Pursuant to Ohio Revised Code section , the board of education of Hicksville Exempted Village Schools hereby authorizes the following plan to allow students of the district to access and complete classroom lessons in order to fulfill up to a maximum of the number of hours that are the equivalent of three school days because of the closing of schools for any of the reasons specified in section ) This plan submitted, pursuant to approval of the board of education, prior to August 1. 2) This plan includes the written consent of the teachers employee representative as designated under division (B) of section Such consent is on file in the official file of the board of education and is hereby incorporated into this plan as if specifically rewritten. 3) No later than November 1 of the school year, each classroom teacher shall develop a sufficient number of lessons for each course taught by that teacher with such lessons requiring, in the judgment of the teacher, an amount of time equal to or greater than the number of hours that are the equivalent of three school days in such teacher s class. 4) The teacher shall designate the order in which the lessons are to be posted on the district s web portal or web site. 5) (Optional) Teachers will be granted one professional development day after the teacher s principal or supervisor certifies that lessons equal to approximately the number of hours that are the equivalent of three school days have been posted. 6) Teacher will update or replace such lessons as necessary throughout the school year based on the instructional progress of students. 7) As soon as practicable after an announced school closure authorized under section , the appropriate administrator may direct staff to make the designated lessons available on the district s portal or site. Each lesson shall be posted for each course that was scheduled to meet on the day of the school closing.

6 8) Each student enrolled in a course for which a lesson is posted shall be granted a two-week period from the date of posting to complete the lesson. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. 9) Students without access to a computer shall be permitted to complete the posted lessons at school after the reopening of school. Students utilizing this option will be granted two weeks from the date of reopening to complete such lessons. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. The district will provide access to district computers before, during, or after the school day (provided that the equipment is available and accessible at those times) or may provide a substantially similar paper lesson in order for students to complete the assignments. 10) (Optional) The board of education hereby authorizes blizzard bags, which are paper copies of the lessons posted online. Teachers shall prepare paper copies approximating the content of the online lessons and shall update such paper copies when updating any of the online lessons. Blizzard bags shall be distributed to all students by not later than December 1 of the school year or such other date as may be selected by the superintendent. Students shall submit completed lessons to the teachers assigning such lessons not later than two weeks after the date of school closing for which the blizzard bag lessons are assigned. Stephanie Mazur moved and Julie Barth seconded the motion to approve the following Recommend to approve Craig Eiden as delegate and Julie Barth as alternate, for the Annual Business Meeting of the Ohio School Boards Association (OSBA) on November 9, A discussion was then held on the following: Ø Establish a Meeting on Monday, August 31, 2015 at 7:00 a.m. for the Employment of Personnel Board Conference Room Ø OSBA Capital Conference November 8 11, 2015 Ø Change the November Board Meeting Date (Change in September) Upon motion properly moved, the meeting adjourned. A special board meeting will be Monday, August 31, 2015 at 7:00 a.m. in the Board Conference Room.
