1 Job description Job Title: Location: Payroll and Finance Assistant Based at 61 Westminster Bridge Road, Waterloo (SE1) site, the post-holder may be required to carry out duties at other College sites. Grade: APT&C SP We will normally appoint at the bottom of the salary scale unless the successful candidate has relevant experience relating to the selection criteria over and above what it required. Salary Hours of work: Responsible to: Responsible for: Division: 24,216-25,464 (incl. LWA) per annum 36 hours a week, over five working days. Additional hours may be required during peak times e.g. when processing monthly payroll in which case time would be given in lieu. Payroll Manager, Head of Finance No line management responsibility. Finance Job Purpose To assist the Payroll Manager in maintaining the College s employee payroll system, accurate and timely payment to all staff on the full-time and part-time payrolls respectively and the maintenance of personnel records relating to the above, including running routine enquiries where necessary. The post holder will also be required to process purchase order requests and assist the Senior Finance Officer as necessary. Working with The post holder will develop productive working relationships with staff from all sections of the College, and other College stake holders as appropriate. The post holder will have particular contact with the following staff: Payroll Manager, Head of Finance, Human Resources, MIS, budget holders and departmental administrators in curriculum areas.

2 Main activities and responsibilities Payroll 1) To assist the Payroll Manager in carrying out the College s payroll function for full-time and part-time employees using the College s computerised payroll system (Pyramid). This will include the maintenance of required records and making payments authorised in accordance with employment contracts or by the Human Resources department. 2) Producing and maintain individual records for all part-time, hourly-paid tutors and annotate the authorised courses on the individual record cards. 3) Answering routine enquiries from employees on payroll matters and act as the filter for the Payroll Manager for enquiries from stakeholders. 4) Assisting in the maintenance of financial records in the finance office for all employees and ensure their confidentiality and safekeeping. 5) Under the direction of the Payroll Manager assist with any work/updates that may be necessary based on changes in policy or legislation. 6) Providing monitoring information for College Managers on a regular and ad-hoc basis on advice from the Payroll Manager. 7) Maximising the use of the payroll software and enhancing efficiency within the department by tapping into the potential to simplify processes using the functions within the software. 8) Accurate record keeping ensuring all supporting documentation is stored (and archived) in accordance with the law and available when needed. Finance 1) Process purchase order requisitions within the College s service standards. 2) Provide assistance to the Senior Finance Officer as required. General 1) Ensure high standards of operation are implemented in order to meet auditing standards by adhering to College processes, procedures and corporate style. 2) Promote the use of best practices and actively develop the College s payroll system and processes. 3) To attend relevant training and meetings as required. 4) To be committed to Continuous Professional Development (CPD), keeping up-to-date and meeting any annual requirement for CPD required of you professionally. 5) All staff are expected to successfully meet criteria set out in the Staff Competencies Framework. 6) To contribute to the effective management and promotion of equality and diversity. 7) To work in accordance with the Health & Safety at Work Act, and the College s Safeguarding policy, ensuring the College is a safe environment for staff, students and visitors. 8) To work at all times in accordance with Morley College s policies and procedures.

3 9) To carry out such duties as may be required from time to time by the college appropriate to the grade of the post.

4 Person Specification: Payroll and Finance Assistant Educated to at least Level 2 (5 GCSE s or equivalent) including English and Maths (A-C) An up-to-date working knowledge and at least two years experience of payroll and general personnel work including PAYE, National Insurance and pensions Essential Desirable 3. Understanding of payroll legislation and processes Excellent verbal and written communication skills with proven ability to communicate confidently at all levels Excellent interpersonal skills with proven ability to deal sensitively and in a tactful and friendly manner with students, staff and other users of the College s services Excellent organisational skills including in relation to paper and computer data Excellent IT skills including the ability to use MS office Word, Excel, Internet Explorer and Outlook, and experience of using databases in particular computerised payroll systems (preferably Pyramid), for both data entry and retrieval Proven ability to work confidently with payroll software maximising the full potential of the features within the software to provide a more efficient service e.g. setting up import and export facilities. Proven ability to use own initiative as appropriate and work with minimum supervision Proven ability to prioritise tasks and work effectively under pressure, at peak times in order to meet deadlines Ability to work with a high level of accuracy in detailed work 12. Proven ability to work effectively as part of a team A proven commitment to providing excellent customer care and to deliver a professional service to stakeholders. Ability to work flexibly both in the undertaking of duties and with regard to hours worked A good understanding of data protection and a proven ability to maintain confidentiality. You will be employed by Morley College Limited. 2. The Payroll and Finance Assistant will be appointed to APT&C spine point 22 to 24, currently 24,216-25,464 including London Weighting Allowance per annum. Applicants will usually be appointed at the bottom of the salary scale. 3. Normal working hours are 36 per week, Monday to Friday which may include some evening work. The successful applicant will be required to work at weekends to accommodate specific College activities. No payment for overtime is made, but appropriate time-off in lieu will be granted. 4. The annual leave entitlement is 30 days per annum, excluding public holidays and additional closure days. 5. The post is superannuable under the Local Government Superannuation Scheme, administered by the London Pensions Fund Authority. Other arrangements made under relevant legislation will be accepted. 6. There is a 6-month probationary period. 7. The College does not recognise service with any previous employer for calculating continuous service for the purposes of the Employment Rights Act Any previous continuous local government service however, may be counted as part of continuous employment with the Company for redundancy pay purposes. 8.
